governance & to introduce the concept of information and knowledge

Connects more than 1000 computers across 40 secretariat departments
fulfilling needs of 6000 secretariat staff.

The objective of this project is to automate all major Office procedures
followed in all the departments of Karnataka Government Secretariat And
to maintain & process large volumes of data files.

1. Patra – letter monitoring system(LMS)
Software package to manage large no of letters.
Status of letter received can be known.
Letters can be traced.
Pendency letters can be ascertained.

2. Kadatha – File monitoring system(FMS)
Software package to manage large no of files.
Files can be monitored & tracked.
Status of file can be known.
All the letters in the file can be viewed.

3. Mokaddame – Court case monitoring system
 Package to monitor court cases in which government is respondent.
Provides information about all cases file against government.
Due dates of cases can be known.
Various reports are generated.

4. Aayayaya – budget monitoring system(BMS)
Monitors proposals once the budgeted amount is allocated.
Budget allocation is maintained.
Sends/updates proposals issued by government.
Monthly review of expenditure is processed.

5.Sibbandi - Personal information system(PIS)
Captures all details of employees.
Details of employees can be searched.
Service history of employees can be known.
Leave details & retire period can be known.

6. Customer support system(CSS)
Complaints regarding hardware, network & application software can
be monitored.
Complaints can be lodged.
Status of complaints can be known.
Individuals complaints are displayed.

Special features
Integration- All the described packages are integrated with one another.
Dashboard- Gives overall view regarding status of letters, files, court
cases, budget proposal and personnel related details.
Single login- Once logged in to one application, user can access other
application without need to login again.

Management and security features
Runs on windows 2000 advanced server/sql server enterprise edition/VB6.0
MS Access 2000 platform
Centralized database server is maintained.
Only database user with restriced permission can access.
Database updation through “application roles”
Application accessibility through domain login.

Training
NIC has trained more than 6000 secretariat staff of all levels.
80 demonstrations software were given to various departments.

Implementation status
Patra- Used by all departments. More than 3 lakhs letters are being
monitored.
Kadatha- Used by all departments. More than 3 lakhs files are being
monitored.
Mokoddame- Used by forest, corporation and finance departments.
Sibbandi- Details of 3000 secretariat staff have been entered and
validation is going on.
CSS- Registering complain regarding secretariat LAN, hardware and
software problems.

Conclusion
This case study shows different suits of software application in Karnataka
state secretariat at Bangalore.
