Independent Certifying Staff oversight requirements are:
•«evasive» in (EU) 1321/2014 regulation (approach mostly reactive and only
triggered by safety issues – equivalent to a level 1 finding) ;
•not explicitly mandating competent authorities to implement a dedicated
oversight plan.
…but independent certifying staff oversight is:
•necessary and possible through existing provisions ;
•claimed by approved organisations (especially in general aviation) mostly
because of level playing field considerations.

•We have around 8000 valid Part-66 licences in France.
•Around 450 of these licences are used by independent
certifying staff.
•Where is that maintenance performed?

•The system is in place since April 2021.
•Number of controls:
•Findings:
oAmong the 55 inspections performed, 15 were subject to findings.
oAround 10 actions i.a.w. 66.B.500.
oFindings mainly raised on the following topics:
➢66.A.20(b) recent experience (no proper recording).
➢Availability of tools listed in ICAs.
➢Recording of standards changes/repairs (CS-STAN).
➢Recording of critical tasks.
➢Use of consumable material not listed in ICAs.
➢Components classification (labelling, segregation, etc.).
➢Control of tools (no record).

First feedback:
•Implemented only recently.
•The control in itself works well.
•Declarativesystemwithlimitations(nodeclaration,
workperformedoutsideworkinghours,etc.).
•Difficulties in the implementation of actions against
the Part-66 licences. The regulation is not adapted
(i.e. there is no clear notion of level 2 findings for
Part-66 licence holders).
Area for improvement:
•Improve the selection of the Part-66 holders subject to inspection (enhance the existing RBO approach).
•Make the process to suspend/limit/revoke licences smoother (long and heavy administrative tasks).
•Better use of the data available in our system to identify independent certifying staff (via AR reports and Part-66
licence issuance and renewal).
