Supporting the Shift to Electric Mobility in the Republic of Zambia The project design approach to the social, environmental and gender dimensions of road transport electrification [email protected] 1
Social, environmental and gender dimensions of road transport electrification Purpose of this session To identify and discuss the main challenges and opportunities associated to the project in the social, environmental and gender dimensions Follow-up to today’s exchanges The project document will elaborate on the main issues raised today The projects will include action plans addressing these issues 2 The project design approach to the social, environmental and gender dimensions of road transport electrification Project Design Workshop . 31 October 2023
E-mobility in Zambia: The social dimension Potential exclusion from the market of minibus owners and operators Which role for these private operators in future urban mobility? Which are the options to support their access to e-mobility technology? Should the concept note explore channels for their engagement in e-mobility? Occupational risks associated to electric vehicle (EV) management at end of life Management of used batteries potentially risky for workers Training options for workers and professionals could be identified at the design stage. Electric vehicle emergency management in case of accidents. Need for dissemination activities aiming at the general public on this issue? EPR perspective, with a central role for EV manufacturers and importers Risk of increase in public transport (PT) fares due to technological cost and informal competition Business models needed, providing local urban transport authorities with resources and instruments to address electrification without increasing rates Public transport authorities are developing measures to formalize the entire system Reduced mobility of medium- and low-income citizens, due to phasing out of conventional cars 3 The project design approach to the social, environmental and gender dimensions of road transport electrification Porject Design Workshop . 31 October 2023
E-mobility in Zambia: The social dimension Questions for today’s discussion: How relevant are each of these social risks? How can they be better addressed by the project? Any other relevant social risks to consider in the Project Document? 4 The project design approach to the social, environmental and gender dimensions of road transport electrification Porject Design Workshop . 31 October 2023
E-mobility in Zambia: The environmental dimension Environmental risks of EVs and their batteries E nd-of-life vehicle management is today a relevant challenge in Zambia? Electric vehicles and mainly their batteries introduce additional environmental risks Resilience of the electricity system in the face of climate change Climate change adaptation of the electricity system to gain supply reliability Electrification may make the transport sector more vulnerable to changes in climate due to insufficient resilience of the electricity system. Additional land use occupation by EV charging infrastructure Questions to discuss: How relevant are these risks? Which other environmental challenges may be relevant in Zambia? 5 The project design approach to the social, environmental and gender dimensions of road transport electrification Porject Design Workshop . 31 October 2023
E-mobility in Zambia: The gender dimension How detailed is the knowledge on gender differences in urban mobility in Zambia now? There could be a need to better visualize the gender dimension in urban mobility? Statistics and indicators highlighting these differences are not available or well documented Insufficient awareness: National and international studies on gender issues in transportation need wider dissemination Urban transport services remain as a male-dominated sector. Regarding jobs Regarding decision-making The e-mobility transition opens new job opportunities, where women can be prioritized The Project Document might address associated topics on energy, new technologies. 6 The project design approach to the social, environmental and gender dimensions of road transport electrification Porject Design Workshop . 31 October 2023
E-mobility in Zambia: The gender dimension Questions to the group Is there a gender wage gap in the transport sector? If so, how could it be closed? Is there a gender bias in the “average passenger profile” to which urban transport services are tailored? Even if probably, a majority of passengers are women? Is there a need to review bus design standards: height, reserved seats, privacy… to better meet women’s preferences? What about standards for bus stops: information, climate protection, comfort…? How serious is the security and vulnerability challenge for female passengers and workers in public transportation? 7 The project design approach to the social, environmental and gender dimensions of road transport electrification Porject Design Workshop . 31 October 2023
