Introduction Emergency can be define as a serious, unexpected, and often dangerous situation requiring prompt action or a situation which poses an immediate risk to safety, health, environment or property . Severity of emergency can be categorized into 3 categories which are category 1, 2 and 3. During emergency situation all occupants must well aware of their own roles and responsibilities. Such as, the duties for Safety Officer are to ensure all employees have the knowledge and understanding of the emergency response plan that the organization has established, determines an evacuation assembly area and evaluate emergency situation. the duties for employees are to follow the instruction given by incident command, always aware of alarm and able to differentiate each alarms if the company have more than one and must know the where about of the location of any rally point or shelters in workplace. Emergency response plan can be define as the actions taken in the initial minutes of an emergency which proven to be critical in mitigating the impact of emergency and help in preserving lives. Emergency management process contains four phases which start with mitigation and prevention, preparedness, response, and recovery.
Objective To identify the characteristics of each category of emergency at workplace. To differentiate each category of emergency at workplace. T o give awareness on the importance of preparing to any category of emergency.
Category 1 Situation in Industry 27 th June 2010, an accident occurred during lunch break around 1.20 p.m. involving one foreign worker from Bangladesh at Milk Factory in Nilai , Negeri Sembilan. The foreign worker’s hand got caught in the machine but only end up with only a few scratches. The supervisor in charge insists to send him to the hospital, for medical check-up for safety measures at Hospital Tuanku Jaafar , Seremban . After undergoes medical assessment it is informed that the worker only experience a few scratches only. The cause of accidents are: The workers are shovelling each other and accidently. Foreign worker’s identity card got caught in the machine’s open part where they left it unguarded. Management did not install guarding at the open area of the machine.
Characteristic The emergency or a situation that does not threaten the safety of the plan itself. The emergency does not cause any major injuries or any fatalities. The emergency does not required any external assistance to control the emergency. This type of emergency does not generate any media attention.
Category 2
Summary Global Energy Firm has been fined up to £1.4 million. The victims of the accident are Mr. Greenacre and his partner in duty. His partner experienced a minor burn while Robert died beneath the column after a large amounts of hot crude oil being release under the refinery when they tried to open the equipment . Total UK Limited was found guilty for breaching Regulation 4 of the Control of Major Accident Hazards Regulations 1999 ( COMAH) and has been ordered to pay costs £34,084.05. The accident could have been avoided if only Total had followed a well establish principles of risk assessment in major fire. M anagement should not underestimated the hazard possess in every work process. The accident should serve as a reminder for all operators that if they fail to assess the risk associated with even simple and routine maintenance tasks, the consequence can be severe, said HSE inspector John Moran.
Characteristic External assistance maybe required in order to control the emergency but it will not exceed boundary of facilities and will not put a threat to the community. The emergency at this category is likely to generate local media attention. The example for this category are: Multiple injuries. One fatality. Significant fire. Minor explosion.
Category 3
Summary On Wednesday, 12 August 2015 Tianjin explosions were a series of explosions that killed over one hundred people and injured hundreds of others which occurred at a container storage station at the Port of Tianjin . The plant that exploded in the port area is officially owned by a company called Ruihai Logistics, which specialises in handling hazardous goods and materials The cause of the explosions was not immediately known at first, but a statement by a reaseach concluded in February 2016 that an overheated container of dry nitrocellulose was the cause of the initial explosion which happened spontaneously. Based on an article by the BBC News , at least 56 people confirmly died and more than 720 were injured.
Characteristic The emergency put the facilities under serious threat. The extend of the emergency exceed the boundary of the facility and threaten the safety of community. External assistance significant to ensure the emergency is under control. It is likely to generate national media attention. Has higher tendency to cause more than one fatality and multiple injuries.
Conclusion E mergency response plan is significant to minimize the consequence and impact of emergency. Advantages of ERP: to protect the occupants of the building . to reduce compensation cost to the lowest as applicable as possible. minimize the cost needed for restoration and reconstruction. to prevent the company from getting fined if they were found guilty for neglecting their responsibilities . The company should establish an effective emergency respond plan by performing emergency management process. Advantages of Emergency Management Proses: to mitigate or prevent the emergency from happening in the beginning. to provide their employees training to prepare themselves in emergency situation, for example , during fire emergency situation employees can be prepared by performing fire drill at least annually and the time taken required for employees to evacuate to the designated location must be efficient . When emergency happens each employees will know their own role and responsibilities and able to prevent employees from over-panicking themselves.
