Problem is not with climate change knowledge per se too obsessed with theoretical wisdom/academic knowledge/factual knowledge/knowledge of doing POVERTY of policy relevant thinking Are we collecting knowledge without any regard to using it in public policy? Are we lacking what practical reasoning or practical wisdom? [right thing, write way, adverse time] Aristotle calls phronesis ( φρονησις ) Confucious and Lao Tzu call ‘ shijianzhihui ’ ( 实践智慧 )

4. Challenge is to generate practical knowledge of how to make something work not how something works

5. Why a policy perspective now?? Policy Instrument Studies – policy formulation stage (climate criminology instruments, economic instruments, legal instruments, social instruments) Policy Implementation Studies – not implemented government must work only with instruments, which are implementable, and effective and acceptable Designing instruments to solve a wicked problem is a challenge It is like attacking a beast with a weapon which will do nothing—a defeatable or a defeated weapon A weapon must match the power of the beast – it needs creativity, surely But capacity and willingness to think like the beast – we have to be with the beast

Suggestions for the future Intellectual and financial investments in Crafting policy instruments, pretesting them Research on implementability Research on implementation Research on making policies work – as drug themselves don’t cure, they have to be take effectively, it means ….
