NowthereforeletPharaohlookoutamandiscreetandwise,andsethimoverthelandofEgypt.Let
Pharaohdothis,andlethimappointofficersovertheland,andtakeupthefifthpartofthelandof
Egyptinthesevenplenteousyears.Andletthemgatherallthefoodofthosegoodyearsthatcome,
andlayupcornunderthehandofPharaoh,andletthemkeepfoodinthecities.Andthatfoodshall
beforstoretothelandagainstthesevenyearsoffamine,whichshallbeinthelandofEgypt;thatthe

Giveusbread:forwhyshouldwedieinthypresence?forthemoneyfaileth.AndJosephsaid,Give
yourcattle;andIwillgiveyouforyourcattle,ifmoneyfail.Andtheybroughttheircattleunto
Joseph:andJosephgavethembreadinexchangeforhorses,andfortheflocks,andforthecattleof
theherds,andfortheasses:andhefedthemwithbreadforalltheircattleforthatyear.Whenthat
yearwasended,theycameuntohimthesecondyear,andsaiduntohim,Wewillnothideitfrommy
lord,howthatourmoneyisspent;mylordalsohathourherdsofcattle;thereisnotoughtleftinthe
sightofmylord,butourbodies,andourlands:Whereforeshallwediebeforethineeyes,bothwe
andourland?buyusandourlandforbread,andweandourlandwillbeservantsuntoPharaoh:and
giveusseed,thatwemaylive,andnotdie,thatthelandbenotdesolate.AndJosephboughtallthe
landofEgyptforPharaoh;fortheEgyptianssoldeverymanhisfield,becausethefamineprevailed
overthem:sothelandbecamePharaoh's.Andasforthepeople,heremovedthemtocitiesfromone
endofthebordersofEgypteventotheotherendthereof.Onlythelandofthepriestsboughthenot;
forthepriestshadaportionassignedthemofPharaoh,anddideattheirportionwhichPharaohgave
them:whereforetheysoldnottheirlands.ThenJosephsaiduntothepeople,Behold,Ihavebought
youthisdayandyourlandforPharaoh:lo,hereisseedforyou,andyeshallsowtheland.Andit
shallcometopassintheincrease,thatyeshallgivethefifthpartuntoPharaoh,andfourpartsshall
beyourown,forseedofthefield,andforyourfood,andforthemofyourhouseholds,andforfood
foryourlittleones.Andtheysaid,Thouhastsavedourlives:letusfindgraceinthesightofmylord,
andwewillbePharaoh'sservants.AndJosephmadeitalawoverthelandofEgyptuntothisday,
thatPharaohshouldhavethefifthpart;exceptthelandofthepriestsonly,whichbecamenot
Pharaoh's.Genesis47:12-26

Moneywillfailduringextremefamine.Thealternativewillbethebartersystem(foodforcattle,
horses,flocks,asses,time(employment/service).ImplementapolicyofNOWORKNOEAT

Whosoevercancontrolthefoodsupplycanmakelawsandcontrolthepeople.
