What is Vigilance? Watchfulness i.e. to keep watch for any possible threat to orderliness prevailing in a system or an organisation. Need for Vigilance? It is a machinery to ensure the order of the system . It serve to maintain transparency, accountability and integrity in operations. Promotes efficiency and productivity in the long run.

Selection & Appointment process of CVO

Vigilance Division of FCI is headed by Chief Vigilance Officer who is assisted by a team of officers of various ranks. The offices of FCI at Zonal and Regional level too have vigilance set up headed by officers of suitable rank which assists the Zonal Executive Directors and General Managers, as the case may be.

Primary responsibility for maintenance of purity, integrity and efficiency in FCI vests with the Chairman & Managing Director (CMD) of FCI. He is assisted by the Chief Vigilance Officer (CVO) in the discharge of the vigilance functions. He reports directly to CMD in all matters relating to vigilance. In FCI the CVO has also been designated as Executive Director (Vigilance). He heads the Vigilance Division of FCI and provides a link between FCI and the Central Vigilance Commissioner and FCI and the Central Bureau of Investigation.

Vigilance functions to be performed by the CVO are of wide sweep and include collecting intelligence about the corrupt practices committed, or likely to be committed by the employees of his organization; investigating or causing an investigation to be made into verifiable allegations reported to him; processing investigation reports for further consideration of the disciplinary authority concerned; referring the matters to the Commission for advice wherever necessary, taking steps to prevent commission of improper practices/misconducts, etc.

Preventive measures that should be taken to significantly reduce corruption. Administrative delays. Government taking upon themselves more than what they can manage by way of regulatory functions. scope for personal discretion in the exercise of powers vested in different categories of government servants. cumbersome procedures of dealing worth various matters which are of importance to citizens in their day to day affairs.

The CVO is expected to scrutinize reports of Parliamentary Committees, audit reports; and complaints and allegations appearing in the press; and to take appropriate action thereon. To receive complaints from all sources and scrutinize them with a view to finding out if the allegations involve a vigilance angle. To investigate or cause an investigation to be made into the allegations forwarded to him by the Commission or by the CBI; To ensure that there is no delay in appointing the inquiring authorities. To ensure that the disciplinary authority concerned, issued a speaking order, while imposing a punishment on the delinquent employee. To ensure that rules with regard to disciplinary proceedings are scrupulously followed at all stages To ensure that the time limits prescribed by CVC for processing the vigilance cases at various stages are strictly adhered to.

Conduct regular and surprise inspections-- to detect if there have been instances of corrupt or improper practice by the public servants. Prompt & adequate scrutiny of property returns & intimations given by Public Servants Gather Intelligence from own sources- about the misconduct/malpractices having been committed or likely to be committed. Should invariably review all pending matters, such as investigation reports, disciplinary cases and other vigilance complaints/cases in the first week of every month and take necessary steps for expediting action on those matters.

Central Vigilance Commissioner assesses the work of CVO and the same recorded in the APAR of the officer. Assessment report by CVC will also be recorded on a separate sheet of paper to be subsequently added to the confidential rolls of the officer concerned.
