PREFACE W e are pleased to submit the Detailed Project Report (DPR) for the development of Iconic Tourist Destinations in Akola District, prepared in alignment with the Government of India’s Scheme for Special Assistance to States for Capital Investment. This report provides a comprehensive blueprint for transforming key tourist destinations within the district into globally recognized Iconic Tourist Centers. A kola District is home to a rich heritage, ecological diversity, and religious significance, with prime attractions such as Narnala Fort, Katepurna Wildlife Sanctuary, and the Raj Rajeshwar Temple Kawad Yatra . Each of these destinations holds the potential to attract national and international tourists, offering a blend of history, nature, and spirituality . T his DPR outlines the necessary interventions required to promote sustainable tourism, enhance visitor infrastructure, and preserve the cultural and ecological integrity of these sites. The proposed development strategies will play a key role in boosting the local economy, generating employment, and positioning Akola as a prime destination on the national tourism map. 1. Scheme Guidelines Pattern of Assistance Budget outlay of ₹ 2000 Cr. Funding up to ₹ 250 Cr per state on first come first serve basis. States can submit more than 1 proposal with maximum funding of ₹100 Cr per project . States to contribute in the project towards the following for enabling sustainable operations of the project Peripheral infrastructure, Water and power supply, Security and safety, Hygiene and cleanliness, Connectivity to the project site Softer interventions (capacity building, marketing & promotion, Digital & IT interventions, circuit and itinerary development)

Pattern of Assistance At Ministry level, Two (2) percent of the total funds for Professional, Administrative and Office Expenses For States, Administrative and Operational Expenses, not exceeding two(2) percent of the total sanctioned fund for the project for: Hiring of Project Development & Management Consultant (PDMC) Other professionals, Knowledge expertise and support team to conceptualize/design projects, make plans & execution strategies on local inclusion, community development, private investments, convergence of PPP, plan for destination branding, marketing & promotion etc to support the implementation of the project Institutional arrangements that support scheme implementation (if necessary) will be eligible It shall not be used for purchase of office vehicles, construction and maintenance of office buildings, creation of posts in the department, payment of salary of existing official staff etc.

Scheme Guidelines Institutional Framework National Steering Committee chaired by Minister of Tourism Central Sanctioning and Monitoring Committee chaired by Secretary, Ministry of Tourism Mission Directorate chaired by Additional Secretary/Joint Secretary, MoT, In charge of Scheme State Mission Directorate chaired by Principal Secretary/Secretary, Department of Tourism of concerned State, In charge of Scheme A Senior Officer as State Mission Director: Responsible for day- to- day implementation and monitoring of the projects under the Scheme. He/she will coordinate with the National Mission Directorate for various aspects of the projects

CSMC will review the proposal and recommend to DoE, M/o Finance for approval. Project Implementation by State State will be responsible for development, ownership, operations, and management of the project at the destination. 3 Approval by DoE States to ensure procurement of all relevant NoCs and Clearances for the project beforehand States to submit monthly progress reports online to the Ministry

On approval of initial recommendation of project by Department of Expenditure, GoI 1 st instalment of 66% of total sanctioned project cost 2. On achieving 75% utilization of the amount released in 1 st instalment 2 nd instalment of balance 34% of total sanctioned project cost Final Closure of the Project 100% Utilization Certificate for the fund released as 1st and 2nd instalment. Completion and Commencement of operations. Approval of Mission Directorate confirming the fulfilment of above conditions. Each State to notify a Special Assistance to States for Capital Investment (SASCI) Nodal Agency (SNA) for implementing the project

Restoration and Conservation of Narnala Fort: Structural Restoration : Allocate funds for the preservation and restoration of the ancient fort walls, gates, and key historical structures within the fort complex. Conservation of Artifacts : Establish a small museum or exhibit area within the fort premises to display artifacts, ancient weapons, and historical items discovered at the site. Lighting and Sound Show : Introduce evening light and sound shows that narrate the history of the fort and the region, attracting more visitors and making the fort an evening attraction 2. Infrastructure Development for Tourists: Visitor Center and Amenities : Build a visitor center at the entrance, equipped with information about the fort’s history, guided tour services, and ticketing. Parking, Rest Areas, and Cafes : Develop parking facilities, cafes, souvenir shops, and rest areas with clean drinking water and restroom facilities to enhance tourist convenience. Accommodation and Eco-Tourism : Eco-Friendly Lodges : Develop eco-friendly lodges or tents near the fort for tourists who wish to stay overnight, integrating sustainable tourism practices such as rainwater harvesting and solar power. 5. Improving Accessibility: Road Connectivity : Use part of the capital assistance to improve road connectivity to Narnala Fort, ensuring easy access for tourists arriving by car or bus. Signage and Maps : Install clear signage along roads leading to the fort and at the site itself, including maps, historical markers, and interpretive boards to guide visitors 7. Sustainable Tourism Practices: Environmental Protection : Ensure that the development around the fort is sustainable by implementing eco-friendly building materials, waste management systems, and maintaining the ecological balance in the surrounding forested area. Energy Efficiency : Use solar energy for lighting and facilities within the fort, promoting green tourism. Cultural Revival : The fort can become a hub for cultural heritage, attracting history buffs and tourists looking for unique heritage experiences. Introduction of Tourist Destination in Akola Narnala Fort , also known as Shahnoor Fort , is a historical hill fort located in the Satpura Range of Maharashtra, within the Melghat Hills . It is one of the most prominent and well-preserved forts in the Vidarbha region and has both historical and ecological significance. History & Architecture : Built during the Mauryan period and later fortified by the Bahmani Sultanate , the fort played an important role in medieval Indian politics. It was controlled by the Mughals , Marathas , and British at various points in time. The fort's architecture reflects Indo-Islamic styles, with massive gates, bastions, and intricate carvings. Tourism Appeal : Narnala is a popular destination for history buffs, trekkers, and nature lovers.
