Global Level Developments Public Administration future would be global (White, 2008). History of Public Admnistration crosses global north and disciplines. Post Independent political formation had given incentives to study third world administrative system. Comparative study of Administration emerged in that context. It had focused on comparative study of administrative processes and institutions. Comparative Administration Group within ASPA in 1960 had as its "overriding interest" the "administrative problems of the 'develop- ing countries" (Riggs 1970). Extending the traditional bureaucratic model of public administra - tion in the United States to other nations became an early purpose ( Jreisat 2005; Otenyo and Lind 2006a); its predilection for grand abstract theories with little bearing on or relevance in reality (Heady, Perlman, and Rivera 2007);

Two Meanings Given By Fred W Riggs to Development Admnistration the administration of Development Programmes and methods to implement policies and plans to meet development objectives ( 2) the development administration as strengthening administrative capabilities (Riggs 1970). Development Administration thus had been an offshoot of CPA. The New Public Management Agenda and International istitutions in recent past had focused more on analytical clarity in improving the administrative systems in third world. New Vocabularies developed such as development management. It understand the state in relation to none-state actors.

Studies in Administration in Developing Countries The evolution of administrative studies of the third world need to understand the state of play in developing country administration. It must, by definition, look beyond the subfield of comparative public administration.
