Himayatsagar and Osmansagar in Hyderabad, in Telangana, were partly protected by GO111, since 27 years. Recently, government has been attempting to removing it. This will impact on floods, water access, pollution and climate change.

Recommendations
•GO111needs to be reviewed. It should not scrapped. It has gained
relevance, and not redundancy.
•A new comprehensive regulation Act that protects the hydrological
regime, while covering the entire 2,076 Sq. Km catchment areas of
Himayathsagarand Osmansagar, is required.
•A special Regulatory body has to be established, with other line
departments, experts and CSOrepresentatives as members.
•It should have the objective of restoring the services of the twin
reservoirs, namely providing drinking water, rainwater harvesting, micro
climate control and prevention of floods.

Recommendations
•Assessment of land use, in catchment area and downstream areas, has to be
done by this Authority. This assessment should be used a decision-making tool
to achieve the basic objectives of protection, conservation and augmentation.
•Strict norms of land use zoning have to be applied in 86 Downstream villages/
settlements/ urban areas, to protect raw water channels.
•Encroachments with FTLarea of both reservoirs have to be removed
summarily.
•Remove all hydrological barriers in the catchment area that have been or have
the potential to contaminate inflows and/or reduce inflows into reservoirs.

Recommendations
•Undertake water and soil conservation activities in the catchment areas.
•Develop special zones within catchment area to segregate village development
from conservation zone
•Encourage and incentivise natural farming in the catchment area, agroforestry
and biodiversity conservation, right from Ananthagirihills.
•A comprehensive economic package has to be developed for 84 villages that
caters to education, livelihood, health and well-being of the most vulnerable
citizens, especially landless and disadvantaged sections.
•(GramaJyothiPranalikalu) Village development plans, by applying Sustainable
Development Goals, have to be developed for 84 villages in the catchment area.

Recommendations
•Complete mini STPsplanned in upcoming urban clusters.
•Sewerage treatment plants have to be mandatory for all existing local
bodies, residential areas and commercial complexes, with 100 percent
recycling condition.
•Close down Rakamcherlaindustrial park, established as a site for red
category industries including steel re-rolling and other categories.
•Violations and violators have to be punished severely, including officials
who display neglect, nepotism and dereliction of duty.

Recommendations
•HMDAMaster Plan 2012 should be revamped. A new Master Plan should
have decentralised growth and development plans. These plans should be
based on Sustainable Development Goals, and should respond to
recommendations by IPCC reports on climate crisis.
