Specifically: It is biased so that the transistor operates in cutoff for most of the input cycle, except during a narrow portion near the peak of the input waveform. Class C amplifiers are highly efficient but produce significant distortion and are typically used in applications where high efficiency is prioritized over fidelity, such as RF (radio frequency) amplification.
