This guide provides a comprehensive overview for completing an IATP and APACS for Soldiers traveling outside of the United States. Please review the information carefully and contact S2 at [email protected] or 907-384-2123 with any questions or concerns. Individual Anti-Terrorism Plan (IATP) How-to Guide 1 IATPs should be completed as soon as itineraries and timelines are known – not the minimum lead time.

AR 600-8-10 Chapter 8: Leave or Travel Clearance Outside the United States - Section 1 - Rules to clear leave or travel outside of the continental United States: a. Soldiers desiring to take leave or travel outside the United States or outside the territory or foreign country of current assignment must obtain approval. About IATP Completing an IATP is mandatory , not optional. IATP requests are created to ensure the safety of Service Members when traveling internationally. In the event that you experience a crisis or emergency while traveling, your Chain of Command will know how to initiate recovery based on where you are expected and when. *NOTE : When you travel internationally, you are subject to the local laws and authorities of the Host Nation ; your rights as an American citizen do Not travel with you unless you are on American soil. Why IATP? 3

There are 2 online courses required prior to starting your IATP: Joint Knowledge Online (JKO) : 1. Anti-terrorism Level 1 (within 1 year) 2. SERE 100.2 (within 1 year) *SERE 100.1 is no longer accepted. Training must not expire during travel. Link : https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf Complete All Required Training 4

Foreign Clearance Guide (FCG) : Search by destination. The foreign clearance guide will give you a list of all requirements needed for your specific travel destination . Section IV for leave travel, section III for TDY chapter A 1. and 2., and all of chapter C . Minimum lead time is depicted in chapter D 1. APACS is an adjacent clearance website that communicates directly with the US Embassy in the destination country. APACS in not an S2 function . All APACS concerns are to be directed to the resources provided during the APACS submission process. S2 cannot track your APACS . This is why you must add your APACS ID# to the additional information section of your IATP. you will need to create and submit an APACS entry to receive your country and theater clearance, this is required for all foreign country travel, including driving through Canada . Your APACS cannot be completed until your initial IATP is submitted. ( you will have an opportunity to make changes to your IATP submission. If you are unsure on details just submit everything you can, and S2 will review it.) Do not make major destination, timeline, or personnel changes to your IATP after your APACS is submitted. Foreign Clearance Guide (FCG) : Example: This is Section IV the list of personnel entry requirements. DRAW: For countries requiring a DRAW submission for theatre clearance, the SM must submit the DRAW to their company command team first for initial review, then sent to S2. Medical Screening : Service members traveling to countries requiring a medical screening need to be aware of the 30 day validity from completion. Screening should be done in conjunction with completing APACS and IATP, thus requiring an appointment scheduled in advance. Link : https://www.fcg.pentagon.mil/fcg.cfm Example List of Requirements 7

To begin the IATP process, go to the website at https://iatp.pacom.mil/iatps . Once at the website select “Register New Account”. Enter required information; First Name, Last Name and valid e-mail address. You will receive an e-mail to ‘activate’ your account. Open the e-mail and click on the activate link to verify your account. You will receive a second e-mail stating your account is activated. The following slides will cover each section of the IATP. Register with the Smart Traveler Enrollment Program (STEP) : Visit https://step.state.gov/ and register with your information. This will provide you timely updates and important Embassy contacts while you travel. STEP Registration 11

Enter “17 CSSB (USARAK)”. Be sure you enter 17 CSSB, NOT your Company or “ 17th" CSSB, or your packet will not appear in the system. (Or, click the magnifying glass to verify the correct command.) Scroll Down to fill out all the required fields: -Basis for travel: PCS/LEAVE/EMERGENCY LEAVE/TDY (if taking terminal leave choose LEAVE) -Service: USA -Rank/Name -E-mail Address: [email protected] -Additional E-mail Addresses: PERSONAL EMAIL Traveler Information 12 17 CSSB (USARAK)

Driving by POV It will take several days to drive the 2,400 miles between Alaska and Washington through Canada. IATPs must include at least 3 consecutive overnight stops in Canada in order to allow for necessary travel time and adequate rest for drivers in order to meet regulation safety concerns, and drivers should refrain from driving for more than 8-hour intervals. Note : You may only have 1 stop if you opt to travel by ferry. The ferry makes only one stop in Canada, however this still requires completing an IATP. If you are driving by POV through Canada, refer to the list of common hotels and stops in Canada and use the cities that your travel route passes through. You may use a hotel desk number or your cell phone number as the lodging phone number. 13

Fill out all required fields. Your 1 st destination must be Alaska , marking where and when your travel begins. Then add each destination based on your itinerary (for your Canada stops you must use “Canada-for those who live in the USA and are traveling to Canada ”. If you just put Canada, it will force O-6 approval ; for State-side locations use America-State, not United States.) The lodging phone number can be your personal cell phone number The next slide is an example of POV travel through Canada. Destination Information

Example Destination Data POV Travel Through Canada Your Travel information should look similar to that shown above for PCS travel. While your itinerary may vary, international to-from and return trips generally are a mirror image, i.e. Origin>Destination, Destination>Origin. Include each stop, including airport layovers. Destinations must include where you’re beginning travel from, a minimum of three consecutive overnight stops in Canada, followed by end destination 1 2 3 4 5

Instructions Read through this section and ensure that you have your Chain of Command’s contact information on hand.

Additional Travelers Fill out the number of additional travelers you will be traveling with; if none put 0. If you are traveling with additional travelers , including a spouse or dependents, you must identify them with the required information . You may use your email in place of theirs. Below is the correct input for a dependent

Chain of Command Fill out your appropriate UIC Command/Organization Office Code will be your respective Company. If you do not know your UIC or office code, ask your orderly room. Traveler’s Command 24-Hour Contact Number is ( 907) 384-0746 (BN Staff Duty) Your Supervisor must be your Company Commander

Preparation Fill in Leave Control Number as N/A Check if you will be carrying a weapon during travel. Refer to the information on the right side for guidance. Again, the following links can be used to obtain Country Brief and additional requirements or warnings pertaining to the country( ies ) traveled: https://travel.state.gov/content/passports/en/country.html https://www.fcg.pentagon.mil/fcg.cfm ISOPREP must be within 90 days of your travel start date; if an account is already made do not make another account; visit the S-2 to update your information.

Threat Matrix Country Brief View the Threat Matrix and read the country brief below to see if the buddy rule is required at your intended destination(s). If it states unknown, check the Foreign Clearance Guide. If required, describe how you will meet this requirement, such as adult relatives that will be met upon arrival (maximum 100 characters). Examples: Not required; Will implement whenever possible; Will utilize adult family members, relative, or friends traveling with me or that I meet on arrival; Will utilize the listed additional travelers; Will utilize additional personnel/forces already in country. Make a note when reading the Threat Matrix that If your country is Bravo/Charlie, you may need to create an APACS account (covered later) to request country or theater permission. If APACS is required go to https://apacs.milcloud.mil/apacs to create a personnel account with CAC.

Transportation POV PCS/ETS Fill out all the required fields. Ensure you list the cities en route to your final to your final destination. Example: To Destination: Whitehorse> Ft. Nelson>Whitecourt> Destination City For different airlines flying to different cities, input your airlines in the following format: Delta>Delta>Japan Airlines Japan Airlines>Delta>Alaska Airlines N/A Driving POV N/A Destination City N/A N/A

Acknowledgement Read the Acknowledgement statement and check the responsibility and conditions agreement.

Misc. Information The briefing dates should be the date that you have read through the Threat Matrix, Country brief, or State Dept. country-specific information. Retain Points of Contact information for US embassies/consulates in case there are any emergencies or you have questions concerning your rights. You can leave other default inputs. APACS: Once your APACS is submitted, add your APACS ID# to this additional information section. This is the only way that S2 can see your APACS is complete. If your Approver is COL Smoot, he requires the 5Ws to be annotated in this section.

Confirmation Once submitted, you will get an email confirming it was submitted. ( you will have an opportunity to make changes to your submission. If you are unsure on details just submit everything you can, and S2 will review ) You will get an email stating “IATP Updated” when S2 reviewed your IATP but is requesting required changes. After S2 confirms and forwards to the Approver you will get an email stating your submission was validated . Once the final Approver signs off you will get an email stating your submission was approved .

Edits If you need to make any edits to your IATP, click account - travel tab - then select which entry you wish to edit. If there is no pencil edit icon, view the IATP and the edit button will be in the bottom left when you scroll down

Steps Flowchart Submit initial IATP to best ability S2 reviews and requests changes Edit necessary changes (ensure no future changes to destinations or travelers are needed) Complete APACS (Once APACS is submitted, your IATP cannot change, only add your APACS ID#) Edit and add APACS ID# to Additional Information section on IATP S2 validates IATP (SM receives IATP validated email) IATP approved by O-5, O-6 (SM receives IATP approved email)

Next Steps The email you provided while completing your IATP will receive automatic updates any time changes are made to your submission, when your IATP clears S2 for final approval, and when it is approved. Once your IATP is approved, you will receive a link labeled Package resembling the link below: https://iatp.pacom.mil/iatps/######/package This provides a complete listing of the travel information you submitted and will state that is has been electronically signed by your packet’s approver. Save a copy of your package and attach it to your IPPS-A leave request to verify approval as part of your Leave packet.
