EFFECTIVE &VALID PUBLICATION, PRINCIPLE OF
PRIORITY

After an extensive research on taxonomy, somebody wants to
publish it –both to be effective & valid: How?
ICBN under Articles on 29-45 of the Code has made some
guidelines for the same.
1.The new name of the taxon is considered effective only
when the printed matter is distributed through gift,
exchange or sale to the general public particularly
botanist, or at least to ten botanical institutions with
libraries accessible to botanists.
2.The publication is not effected by communication of new
names in local newspaper, gardens open to the public
along with the date of effective publication is the date of
the availability of printed matter.
When it will be valid?
•The publication of a new name of a new taxa is
considered to be valid as far as the rules of ICBN are
as follows:
•1.Publication must be effective,
•2.It must be accompanied by a description of a new
taxon or by the reference to a previously and
effectively published description,
•3.The new name , if published after 01.01.1953 must
have clear indication of the rank of the taxon,
•It must be accompanied by Latin diagnosis,
•The rank of family or below must be indicated by
nomenclatural published on or after 01.01.1958
RULE OF PRIORITY
•Scientific research in general & Systematics in particular is a
continuous process and if it is naming of plants or rank
alternation or other related domain is concerned, the rule of
priority for acknowledgement is a serious concern. To avoid any
confusion, certain provisions have been made as per Art. 11 &
12 by ICBN-Principles of Priority.
•1.Each family or taxon of lower rank with particular
circumscription, position and rank can bear only one correct
name and each taxon is to be known by the earliest name validly
published for the taxon, special exceptions are permitted for
nine families for which alternatives are permitted. 2.Exceptions
are permitted at the family and genus levels, where names are
conserved. 3.The correct name for a taxon below the rank of
genus, should be a combination of the earliest legitimate
epithet in the same rank with the correct name of the genus or
species to which it is assigned.

•4. taxonomists have agreed with the opinion that for the
flowering plants, the starting point shall be from
species Plantarum of Carolus Linnaeus , published in
01.05.1753
•Examples: Polygala L.(1753), Polygala Neck(1768),
Polygaloides Agosti(!770)-The rule of priority
recognize Polygala L as the correct name.
•Ii. The name Xyris’published by C.Linneaus in 1753 &
the same plant was named as Schismaxow published by
Steudel in 1856.So, as per priority rule, the valid name
is ‘Xyris’. So, priority is the rule of law as far as
scientific research is concerned for acknowledgement.
