Background
•At the Berlin Conference, Belgium was granted a colony in what
today is known as the Democratic Republic of the Congo
•Belgium’s king, Leopold II, was determined to make his colony
profitable through the collection of rubber
•To achieve this, he forced the native Africans to work and
implemented draconian punishments for those who did not meet
quotas or refused to work.
