India has 3 key Strategic Imperatives to look
at EVs;
 Higher Carbon Emissions
Fuel Security Risks
Low Power Demand

One of India’s major development goals is the urgent
need to reduce our carbon emissions and meet our
climate obligations. EVs could reduce our CO2 emissions
by 37%.

India currently depends on large scale imports of crude
to meet most of its mobility fuel needs India can save
64% of passenger mobility related energy demand in
2030 by pursuing a shared, electric & connected
solution. This could result in a reduction of 156 Mtoe in
diesel & petrol consumption for that year.

Demand for power has not risen in sync with
power generation capacities, leading to non-
viability of the sector. Rise in EVs could help
grid stability going forward.
A new source of power demand in the form of
EVs will be beneficial for the power sector and
may lead to stable demand and a ‘paying
customer segment’.

India moves towards EVs in automobile Industry due to
two main reasons; alarming pollution levels and
spending huge amount of money to imports crude oil.
In December 2017, the New Delhi state was red alert
due to high level of pollution, at this time New Delhi
came closer to Beijing and in terms of pollution
toxicity.
India has great expectations of achieving a high level of
penetration in EVs upto 2030.
India Government aims to make India a100% EVs by
2030.
If the target of 2030 is achieved by India, the
pollution due to emission from automobile industry is
reduce about 1Giga Tonne.

Thirteen out of twenty cities in the world with highest air
pollution are in India.
The Department of Heavy Industry is administering the
scheme “Faster Adoption and Manufacturing of Electric
and Hybrid Vehicles in India”, popularly known as FAME
India scheme since 01

 April 2015.
The Government started FAME scheme which provides
incentives for purchasing EVs. Phase-I of the scheme
lasted from 2015-2019,while Phase-II began in 2019 and
is planned to be completed in 2022.
Under the scheme, subsidy is being given to 11 cities for
launching electric buses, taxis and three-wheelers.
The cities include Delhi, Ahmedabad, Bangalore, Jaipur,
Mumbai, Lucknow, Hyderabad, Indore and Kolkata, plus
two cities Jammu and Guwahati under special category.

According to National Electric Mobility Mission Plan
(NEMMP) 2020, the target of deploying 5 -7 million EVs in
the country by 2020, target of 400,000 passenger
battery electric cars (BEVs) by 2020 avoiding 120
million barrels of oil and 4 million tons of CO
2
lowering of
vehicular emissions by 1.3% by 2020 and total investment
required Rs. 20,000 – 23,000 Cr.
The Government of India announced the Deen Dayal
scheme in June 2014, which would help in the financing and
procurement of the battery rickshaws in the country
commonly known as e-rickshaws.
In January 2014, Tripura became the 1

state in India to
regulate the functioning of the e-rickshaws, and they
came up with the Tripura Battery Operated Rickshaw
Rules 2014 for the purpose.

The Delhi Government recently i.e. 2020 approved 1000
Electric buses to be used in Delhi’s public transport
system.
Karnataka approved Electric Vehicle and Energy Storage
Policy 2017.
The Maharashtra Government is focusing on increasing
EVs use in the state by proposing to exempt EV’s from
road tax and providing a 15% subsidy to the first lakh
EV’s registered in the state. 
In 2018, the Uttrakhand Government introduced a new
scheme to help the manufacturing and promote the use of
EV’s as well.
