1. INDIRA GANDHI NATIONAL CENTRE FOR THE ARTS IGNCA JANPATH, NEW DELHI

2. The  IGNCA  was launched on 19th November, 1985 by the late Prime Minister Shri Rajiv Gandhi at a function where the symbolism of the components was clearly articulated at different levels. The elements - fire, water, earth, sky and vegetation - were brought together.  Five rocks  from five five major rivers -  Sindhu , Ganga , Kaveri , Mahanadi and the Narmada  (where the most ancient ammonite fossils are found) were composed into sculptural forms Foundation stone was one of an ancient 'Deodar' trees

4. Shri Rajiv Gandhi Planting a tree at Inauguration The five trees   which are most significant in Indian civilization were planted by the Late Prime Minister Shri Rajiv Gandhi. These trees are associated with the different divisions of the Centre and replanted appropriately.-

5. The Indira Gandhi National Centre for the Arts , established in memory of Smt. Indira Gandhi , is visualised as a centre encompassing the study and experience of all the arts -- each form with its own integrity, yet within a dimension of mutual interdependence, interrelated with nature, social structure and cosmology. The fundamental approach of the Centre is all its work will be both multidisciplinary and interdisciplinary. IGNCA to serve as a major resource centre for the arts, especially written, oral and visual materials. One of the programme of this centre, to utilize multimedia computer technology to create a wide variety of software packages that communicate cultural information Multimedia technology allows the user to interact and explore the subject in a non- linear mode by combining audio, text, graphics, animation and video on a computer.

6. AIMS & OBJECTIVE To serve as a major resource centre for the arts, especially written, oral and visual source materials. To undertake research and publication programmes of reference works, glossaries, dictionaries and encyclopedia concerning the arts and the humanities. To provide a forum for a creative and critical dialogue through performances, exhibitions, multi-media projections, conferences, seminars and workshops between and amongst the diverse arts, traditional and cotemporary. To promote an network with national and international institutions and to conduct related research in the arts, humanities and culture.

9. THE MAJOR DIVISIONS OF IGNCA KALANIDHI Kala Nidhi is a repository of research and reference material in Humanities and the Arts. It has built a massive collection of source material, encapsulating the entire spectrum of textual, visual and auditory data. Kala Nidhi provides information support service for textual research undertaken by Kala Kosha . contextual research on life-style studies done by Janapada Sampada and dissemination of resultant outputs through Kala Darshana and Cultural Informatics Laboratory. Reference Library in Kala Nidhi has a rich collection of source material in Archaeology, Anthropology, Art History, Aesthetics, Crafts, Ethnology, History, Linguistics, Literary studies, Religion and Sociology. The Cultural Archive: Kala Nidhi’s Cultural Archives has collected, preserved, classified and disseminated several rare, original and secondary material on the Arts and Culture.

10. KALAKOSA The  Kala Kosa  investigates the intellectual traditions in their dimensions of multi-layers and multi-disciplines. The Kala Kosa Division works toward identifying primary concepts, fundamental to the Indian world-view, which have permeated all disciplines and dimensions of life, bringing to light primary textual source material hitherto unknown, unpublished or inaccessible both in the original language as also translation, and placing before future generation the works of the savants who have been pioneers in giving direction and light for comprehending the artistic traditions through a holistic vision, cross-cultural context, and multi-disciplinary methodology. The Kala Kosa division is committed to exploring these fundamental concepts, as they reflect a holistic vision characteristic of the Indian world-view, but whose survival is today threatened by limitations of narrow specialization. 

11. JANPADA SAMPADA The programmes and activities of the Janapada Sampada revolve around the rich and variegated heritage of tribal, rural and other small scale societies. Although the emphasis here is on oral traditions, the literate traditions, interrelationship between theory and practice, textual and oral, verbal, visual and kinetic are not neglected and are perceived in the framework of a semiotic whole. The division carries out its activities under the following programmes: Loka Parampara More than 18 forms of Ramkatha traditions of folk and tribal societies has been done including Bhil Ramkatha , Gond Ramayani , Gaddi Rameen , Lanka Chadai of Mewat by Muslim Jogis , Garhwali Ramman , Kumaoni Ramlila and many more Field studies and audio-visual documentation in different states continues apart from publication of texts and research projects.

12. More than 100 hours of audio visual documentation of Mahabharata which includes Draupadi Amman cult, Aravan worship, Duryodhan worship in Kerala, Pandav lila of Garhwal and Himachal Pradesh and many more.

13. 2. Ksetra Sampada To provide a paradigm for the study of regional cultures which are distinctive but not insular. In the past two major projects were undertaken under this programme : 1. 14. 2. Vraja   Prakalpa The area of Vraja has been a centre of many socio-cultural movements. Vraja also offers an example of how sacred geographies become mobile spaces through an intervention of pilgrims and devotees. This mobility of sacred centers forms an important area of investigation of the Kshetra Sampada programme . 15. North East Activities Conferences, publications, research and field studies, festivals, exhibitions, audio-visual documentations, artist’s workshops, crafts demonstrations and capacity building are some of the activities under the North East programme . Some major activities in the recent past: Purvottari – Spirit of North East India: Conference, Exhibitions and Cultural Performances in Delhi. Celebrating Inter-Cultural Dialogue between North East and South East Asia: International conference, exhibition and cultural festival throughout the North East and in Delhi. National Symposium-cum-Workshop on Significance of Bamboo in the Socio-Cultural & Economic Development of North East India - A Celebration of Bamboo Culture in collaboration with Department of Cultural & Creative Studies, North-Eastern Hill University, Shillong & Riti Academy of Visual Arts, Shillong in North Eastern Hill University, Meghalaya from in March, 2016.

16. Indigenous Theatre Festival of North East India in April, 2011. Major ongoing research project: Documenting the Textile Traditions of the North Eastern States of India in collaboration with National Institute of Design, Ahmedabad . It is a composite design study of fibres , fabrics, looms, tools, weaving techniques and dyeing methods, and also narratives, myth, migration stories, and unique socio-cultural practices of the indigenous communities.  Ethnographic Collections The core collection comprises originals, reproductions, and reprographic material. It has a rich collection of masks, puppets and scroll paintings.  Some Major Collections : Photography Collection on life styles of different communities. Masks from India and many other countries throughout the world. Puppets (leather puppets, glove puppets, rod puppets, string puppets etc)

17. North Eastern Textiles. Phulkari, Kantha, Rabari, Chikankari Embroidery. Scrolls ( Patua , Pattam Katha , Devnarayan ki Phad etc). 1200 meter Mahabharata scroll by Santokba Dudhat . 250 meter Indira Priyadarshini Scroll by Santokba Dudhat . Nakshi dolls from Andhra Pradesh and Krishna dolls from Manipur. Paintings ( Madhubani , Gond , Kalighat , Bhil, Kalamkari , Pata Chitra etc) Bamboo craft and basketry from North East India. Milada Ganguly Collection comprising rare Naga artefacts and paintings from Nagaland.

18. KALADARSANA This Division manifests the programmes of the IGNCA. It facilitates the holding of exhibitions, lectures, conferences and performances. It is also in charge of the exhibitions and events spaces in the IGNCA. It is also responsible for publicity and promotion of events through PR and social media.  

19. 5. CULTURAL INFORMATICS LABORATORY (CIL) CIL is a Multimedia Research Centre, was established in 1994 with United Nations Development Program (UNDP) assisted multimedia documentation project titled “Strengthening National Facility for Interactive Multimedia Documentation of Cultural Resources”. This enabled the IGNCA to bring together scholarship and technology for facilitating communication in a modern world. Under proper guidance from the subject experts, the team became trained in Interactive- multimedia-documentation and in-depth analysis of cultural information. The IGNCA initiated five very complex multimedia programs. These are : 1. Tanjavur Bṛhadīśvara Temple : A UNESCO World Heritage Monument from Tamil Nadu 2. Gīta Govind : The Painting, the Music and the Dance 3. Devanārāyaṇa : An Oral Epic of Rajasthan 4. Agnicayana : A Vedic Ritual 5. Viśvarūpa : A Cosmic Form of Lord Viṣṇu

20. MEDIA CENTRE Media Centre has created its documentations in various formats namely in VHS, U- matic , low-band, high-band, Beta and present digital format. Media Centre Library holds around 10000 hours of audio/visual material mostly in digital format today. The major work of Media Centre Library is to allow preservation of audio/visual material and facilitating post production for new documentaries which are being created constantly. Media Centre is organizing regular film shows, screened twice in a month in the Media Centre auditorium and constantly create programmes for DD- Bharati outreach. Media Centre facilitates all programmes of IGNCA on the score of audio/visual facilitation providing right from documentation through digital videography and providing audio system for seminars, workshops, talks etc., apart from audio-visual display services. All the IGNCA events/activities are comprehensively documented by Media Centre round the year.

21. CONSERVATION LAB The Division specializes in the areas of preventive conservation, conservation training, conservation of books, manuscripts, paintings, and objects (metals, wooden objects, ethnographic objects, etc). Conservation Division also undertakes research and documentation projects in the field of cast iron objects and rust converters. The Laboratory has qualified conservators drawn from National Museum Institute, National Research Laboratory of Conservation of Cultural Property (NRLC), Delhi Institute of Heritage Research and Management, and Aligarh Muslim University. All the treatments done in the Lab are based on the principle of minimum intervention and reversibility. At present, it is considered the finest conservation laboratory in the country.

VEDIC HARITAGE पुराणन्यायमीमांसा धर्मशास्त्रांग मिश्रिता:। वेदा: स्थानानि विद्यानां धर्मस्य च चतुर्दश ।।                                                       - याज्ञवल्क्य स्मृति Meaning of the word 'Veda‘ The word 'Veda' means 'knowledge' and is derived from the Sanskrit root ‘ vid ’, means 'to know'. Veda' is also called ‘ Shruti ’ meaning what is heard, as opposed to the ‘ Smriti ’ composed by sages at a later stage recounting the content of the Vedic texts.  According to Indian traditional thoughts 'Veda' is regarded as revealed scripture, self-evident, and self authoritative.

40. A project on design and development of a Vedic Heritage Portal initiated at IGNCA, under the aegis of the Ministry of Culture, Government of India. The portal aims to communicate message enshrined in the Vedas. This project initiated to get scientific knowledge in the filed of Sciences, Mathematics, Medicine, Astronomy, Architecture, Legal Systems, Metallurgy, Philology, Environmental Studies, Aeronautics, Astrology, Rituals etc. At present, portal aimed at targeting mainly three user groups: Those associated with the traditional Vedic learning. Those interested to know the Vedas and their Content. Professionals who can relate the Vedas with the modern context.

Recitations / chanting (Veda Paath ) of Vedic Samhitas practiced in different parts of the country with accent and variations. Recording of eminent scholars for creating awareness and propagation of the Vedic wisdom with their relevance in present day. Textual details of Vedic Samhitas , Brahmanas , Aranyakas , Upanishads and Vedangas etc. available in the form of manuscripts and published books. 5. 42. The Sutradhara provides the administrative, managerial and organisational support and services to all the Divisions of the IGNCA.  It serves as a nodal administrative Division and central coordinator of programmes. It comprises Administration, Finance, Accounts, Services & Supplies and International Dialogue Unit. The interaction with various institutions and agencies is facilitated through the International Dialogue Unit (IDU) of the Sutradhara division. Various multi-lateral collaborations are made through cultural exchange programmes and other bilateral arrangements as formalized between the Government of India and other Governments, and through interaction with multi-lateral organization like UNESCO, UNDP, Ford Foundation, Japan Foundation, etc.   SUTRADHARA

43. A meeting was held on 23 rd May 2017. following points were decided in the meeting: MS emphasized the need to have an independent Publication division under the overall charge of Sutradhara . All the work and staff related to publication, printing, designing, translation, sales, display, book-fair and exhibition to be undertaken by the publication division for the entire IGNCA. A separate budget head is to be created to meet all the expenses of the publication division. All the printing work with publishers to be monitored to ensure timely execution. Existing MOU and LOA with different publishers to be reviewed. Separate language-wise panel of Proof readers, Content Writers, Designers, Editors, Translators etc. and also CRC of all the publication is to be maintained by the publication division. All the records, files, manuscripts, MOU, Publication, stocks and all the panel available with the other division related to publication work of IGNCA to be handed over to Publications Division.

54. ANNUAL ACTION PLAN The IGNCA draws up an Annual Action Plan, each year, based on plan allocation made by the Ministry of Culture. All projects are implemented with targets set in this Annual Action plan. An amount of Rs. 35.50 Crores has been earmarked for IGNCA for the financial year 2017-18 by the Government. IGNCA has included the key performance indicators, Viz., Publication, National & International Conferences/Seminars, Workshops, Exhibitions, Public/Memorial Lectures, Research and Field Studies, Audio-Visual Documentation/Ethnographic Films, Conservation work etc. Budget Estimates have been kept at Rs. 1,659.61 lakh. FAC (Finance Advisory Committee of IGNCA met on 22 nd Feb 2017 at IGNCA) Approved the Budget (RE 2016-17 and BE 2017-18) after examination. Annual Action Plan for 2017-18 was approved as proposed.

PROGRAMME ADVISORY COMMITTEE (PAC) The terms of the Committee are as under: To undertake a detailed examination of work by division and suggest ways and path for further improvement of all going programmes and development of the working of the division. 2. To monitor the progress of Plan Projects on quarterly basis. 3. Suggest mid-course correction during implementation of programmes/projects. 4. Member Sceretary ( HoD ) of the PAC can bring in/co-opt outside experts for a particular meeting with the approval of Member Secretary , IGNCA. Review the work of Consultants/Experts and other attached to the Division. 6. Suggest suitable scholars/experts on need basis with the approval of Member Secretary , IGNCA.

58. IMPORTANT REVIEW MEETING Time to time meetings have been organized by the IGNCA for analysis the performance of projects and review the progress: 31 st May 2017 meeting: In this meeting discussed following: It was decided that SOP (Standard Operating Procedure) shall be made for Civil & Electrical maintenance works. IGNCA and CPWD will jointly prepare the SOP. JS desired that all the maintenance works should be attended promptly. CPWD , both Civil & Electrical shall identify in advance the maintenance works require to be taken up during the year , discuss the same with IGNCA. annual repairs and maintenance/operation shall be put up to IGNCA by CPWD.

59. 5. Director (Admn.) , IGNCA shall oversee all the above and ensure that the works are carried out timely and resolve the issues if any. No works shall be taken up by CPWD without formal sanction from IGNCA. 7. It was decided that CPWD will maintain complaints register. 8. It is expected that every person shall work with highest transparency and within the rules as prescribed by Govt. of India from time to time. 9. Setting up a DATA CENTRE for holding of National Virtual Library of India (NVLI) by ministry of Culture. Inventory of various items, equipments, machinery and services shall be prepared by Civil & Electrical Wings of CPWD and shared with IGNCA before 30 th June ,2017.

60. On receipt of the estimates from CPWD, IGNCA shall thoroughly scrutinize these estimates before placing them to higher authorities for approval. 37 th meeting (16 th Jan 2017): Some of the issues raised during the discussion on action taken report are briefly as under: Necessary action should be taken against the persons, who had delayed implementation of the project/publication. 2. Contents of the collection should carefully be examined and accordingly the gallery/display should be planned. 3. number of YouTube subscription and hits for IGNCA Channel is not satisfactory. 4. Ministry is mandated to set up the National Virtual Library of India (NVLI) under the national Mission on Libraries (NML)

61. IGNCA should acquire latest technology to have scanned and digitized copies of important collections. 6. Archaeological Survey of India is the major partner , still IGNCA would also try to energies its activities.

62. REVIEW OF BUREAU ACTIVITIES Budget : Dir (IFD) informed that RS. 345.70 crore has been sanctioned for the year 2017-18 as compared to Rs. 297 crore for the year 2016-17. all organizations will also have to generate 25% on their own. They can term it as Centage charges as MOC is paying to NBCC @ 7%. Secretary suggested that a uniform MOU can be designed for this purpose in regard to MOU and MOA signed with MOC. MoUs : MoUs for 2017-18 received from all Organizations are being Scrutinized by the Bureau. Implementation of HPC recommendation: It had been decided that MOAs should be drafted by MoC itself for adoption by Akademies . NSD Building: Matter regarding transfer of land in favour of NSD and change in land use has been favourably settled by L&DO/ MoUD .

63. NCPA : JS ( Akademies ) had informed that design and detailed estimates have been received from CPWD and a proposal for SFC has been initiated on file and advice of IFD is being sought Interpretation Centers : Director (CCRT) informed that appointment of Sh. Vyomesh Shukla from Varanasi as a common representative to interact with and oversee activities of the Interpretation Centers. National Mission on Manuscripts : JS ( Akademies ) had informed that ground work for initiating proposal for continuation of NMM (vision document, Charter, preparation of SFC document, etc.) has been started. Cultural Mapping : Proposal for development of a mobile app for artist to register/upload data to the Cultural Mapping Portal has been submitted by Sh. Raj Sekar to the Bureau.

64. Theatre Olympics : NSD has submitted the revised proposal for hosting “Theater Olympics” in 2018, with an estimated expenditure of Rs. 52 crore . the proposal is now to be submitted to FC and later to EB/GB of NSD for approval. Varanasi : The issue of mapping various stages of development of varanasi ontologically had been discussed with IIT Delhi and others. Auditorium of Kalakshetra Foundation Issue : To start 2 nd phase of Civil Work of Kalakshetra’s Auditorium after clearance from FC meeting of KF (29 th July 2016) had been ratified by GB of KF (22 nd August 2016). Rabindra Rangshala : Regarding resuming cultural activities at Rabindra Rangshala it was informed that the listing & status of the case is not yet available on the website. This was directed to be pursued. Regarding maintenance and allotment of Guest House of IGNCA, it was informed that permission from Delhi Police is still to be obtained.

65. Discussing CCRT’s Scheme of “Cultural Heritage Youth Leadership Programme”. JS ( Akademies ) had informed that the issue of obtaining CCRT’s Completion Certificate has been settled by DDA in favour of CCRT and official order is expected to be issued soon. Director (NSD) had informed that meeting has been held with PMO officials regarding granting status of “Institute of National Importance” to NSD. Regarding the plot of land (5 bighas ) acquired at Dispur (Assam) in favour of MoC . SNA’s proposal for holding an All-India Competition of Music on DD’s Kisaan Channel had been submitted to MoC .

66. HIGH POWER COMMITTEE (HPC) To implement most of the acceptable recommendations of High Powered Committee on Akademies and other institutions under Ministry of Culture subject to maintaining the autonomous character of the Akademies and other institutions as per their Memorandum of Association/Deed/ Rules & Regulations etc.  Indira Gandhi National Centre for the Arts (IGNCA) have taken approval of their competent authority for implementation of the recommendations accepted by them.  The Committee endorses the view put forward by the Secretary, Ministry of Culture and desires that the Ministry should take effective steps to ensure the accountability of these Cultural Institutions without impairing their autonomy in any manner. The Committee feels that the National Culture Fund should be given more visibility and publicity so that it would attract the participation of more corporate and other organizations.  

67. NATIONAL CULTURAL AUDIOVISUAL ARCHIVES PROJECT Approval received from Ministry of Culture on 3 April 2014; Pilot phase up until 31 March 2018 OBJECTIVE Identifying and preserving the cultural heritage of India in audiovisual form in institutions across the country through a process of digitization and making it accessible to people. Instituting state-of-the-art digitization and storage systems through the aegis of IGNCA and its Partnering Institutions to preserve these audiovisual materials. Setting up a website of these repositories to offer online access to their select audiovisual materials. Standardization and periodic upgradation of the methods and technologies used in production, storage and retrieval of audiovisual materials. Instituting outreach and awareness programmes in the domain of audiovisual archiving.

68. TARGET The current phase of the Project is to be completed by 31 st March 2018 with the following deliverables: Selection and digitization of 30,000 hours of cultural audiovisual materials. Formulation of digitization and metadata standards for the Project in line with the Open Archival Information System (OAIS) model. Creation of an online catalogue of cultural audiovisual materials of the Partnering Institutions. Capacity building in preservation, cataloguing, metadata creation and retrieval of audiovisual materials.

69. Implementation National Monitoring Committee : The National Monitoring Committee has been set up by the Ministry of Culture to oversee the implementation of the Project. It is entrusted with laying down the broad policy framework for the Project and overseeing its implementation. Steering Committee : A Steering Committee has been constituted to monitor the activities of the Project. It is entrusted with the responsibility of suggesting timelines for the Project milestones & their accompanying budgetary outlay. It also carries out periodic review of the progress and suggests the course to be followed for smooth functioning of the Project.

70. Technical Sub-Committee : A Technical Sub-Committee has been constituted for finalizing the technical (digitization & metadata) standards to be adhered to by the Project. It is the responsibility of this sub-committee to formulate these standards in compliance with the Open Archival Information System (OAIS) model. Project Management Unit : For successful implementation of the Project, IGNCA constituted a Project Management Unit which currently comprises of a Project Manager and four Research Assistants.

72. CONTENT SELECTION GUIDELINES Content : Preference should be given to audiovisual materials that are considered rare and significant. Preference should be given to audiovisual materials for which the maximum cataloguing information/metadata is available. It would be desirable if the selection is a representative sample of the holdings of the Partnering Institutions. Long speeches, inaugural proceedings and audiovisual materials containing other similar content should be avoided. Format: Formats that are currently unplayable by the Partnering Institutions should be accorded a higher priority. Audiovisual formats that have not been stored properly should be given preference. DIGITIZATION & METADATA STANDARDS Digitization Standards – The digitization standards followed by the NCAA Project are in parity with those prescribed by the International Association for Sound and Audiovisual Archives (IASA) Metadata Standards – The metadata standards followed by the NCAA Project are in compliance with best practices followed globally by GLAM (Galleries, Libraries, Archives & Museums) institutions. Metadata Creation: Following physical segregation, draft metadata is created by the Partnering Institutions (PIs) which is shared with the PMU, NCAA Project for feedback after which revised metadata is submitted by the PIs. Digitization Activity : Analog materials are picked up from respective PIs for digitization, following which the analog material is returned to the PIs along with digital files in HDDs to the PIs and on LTO6 tapes and HDDs to the PMU, NCAA Project within a period of 75 days/installment. NCAA Web Portal: Access-quality digitized output is uploaded on the NCAA Web Portal at http://ncaa.gov.in where it gets integrated with the verified and enriched metadata. NCAA Tape Libraries: Archival quality digitized output on LTO6 tapes is preserved in Tape Libraries at IGNCA.

77. Role of the PMU, NCAA Project: It is the nodal point, coordinating all Project activities at Partnering Institutions, Digitization Agency, C-DAC and NIC to ensure overall Project implementation. Role of the Partnering Institutions: Partnering Institutions (PIs) segregate the analog audiovisual materials; create metadata for the same and send them to the PMU for remarks; on the basis of the remarks, they finalize the metadata and send it back to the PMU; following digitization, the PIs enrich metadata; the enriched metadata is integrated on the NCAA web portal with the digitized audiovisual materials. Role of the Digitization Agency: Pick up of analog material from the PIs and digitizing the same within 75 day cycles; populating the Technical Metadata section of NCAA ’ s metadata format; creation of Physical Condition Assessment Reports and Digitization Quality Check Reports for each item which is digitized; delivery of the analog materials and HDDs to the PIs; delivery of digitized output on LTO6 tapes and HDDs to the PMU, NCAA Project. Role of NIC: Hosting the NCAA Digitalaya (back-end) and the NCAA Web Portal (front – end).

80. DIGITIZATION ACTIVITY (INSTALLMENTS I-IV) Project Timeline 2016-17 A total of 14,192 hours of audiovisual materials have been digitized during I-IV Installments during the FY 2016-17. Materials from the following 11 Partnering Institutions were digitized in the aforementioned four installments during the FY 2016-17: Centre for Cultural Resources and Training (New Delhi), Cinema Vision India (Mumbai), Indian Council for Cultural Relations (New Delhi), Indira Gandhi National Centre for the Arts (New Delhi), Indira Gandhi Rashtriya Manav Sangrahalaya (Bhopal), Kalakshetra Foundation (Chennai), Natya Shodh Sansthan (Kolkata), Rupayan Sansthan (Jodhpur), Saptak Archives (Ahmedabad), Sahitya Akademi (New Delhi) and Samvaad Foundation (Mumbai).

81. DIGITIZATION ACTIVITY (FY 2017-18) Digitization of Installment V is ongoing. Approximately 5000 hours of audiovisual materials from Indira Gandhi National Centre for the Arts (New Delhi & Varanasi), All India Kashiraj Trust (Varanasi), Sangeet Parishad Kashi (Varanasi) and Shri Kashi Sangeet Samaj (Varanasi) have already been digitized. The final delivery of this installment would be completed by the 3rd week of August 2017. For Installment VI, materials from the following Partnering Institutions plan to be sent for digitization around mid-September 2017: Kalakshetra Foundation (Chennai) Cinema Vision India (Mumbai) Indira Gandhi Rashtriya Manav Sangrahalaya (Bhopal) Samvaad Foundation (Mumbai) IGNCA-SRC (Bengaluru) Jatin Das Centre of Art (Bhubaneshwar) It is expected that approximately 5000 hours of materials would be digitized during Installment VI.

82. METADATA VERIFICATION & ENRICHMENT The following is the work flow that is being followed to carry out metadata verification and enrichment: Metadata is synced with the number of items digitized per installment for each Partnering Institution. 2. Metadata is then segregated format-wise for each of the Partnering Institutions. 3. Metadata is printed out in the form of a consolidated catalog database entry. 4. Format-wise printed metadata is then assigned to the members of the PMU, NCAA Project. 5. The corresponding access quality digitized media files are simultaneously made accessible to the members of PMU, NCAA Project. 6. Each media file is played in order to be checked against the accompanying Administrative and Descriptive metadata created by the respective Partnering Institutions.

83. 7. Deviations, if any, are highlighted in the hard copy. Doubts with regards to metadata are cross-verified with the Nodal Officers of the Partnering Institutions. 9. Modifications made in the hard copy are then transferred to the soft copy. 10. The modified soft copy is then sent to the Partnering Institutions for approval. 11. The approved metadata is then considered ready for online integration on the NCAA Digitalaya . This process has been completed for Installment I & Installment II – 7500 hours of audiovisual materials. Work has now commenced on Installment III & Installment IV – approximately 7500 hours of audiovisual materials.

84. PROJECT IMPLEMENTATION PLAN (FY 2017-18) Digitization of the additional 15,000 hours of audiovisual materials. Online integration of 30,000 hours of audiovisual materials. Completion of the IPR Advisory: Site visits to two governmental & two non-governmental institutions are in the process of being finalized. Documents in Section I & II of the MoA will be finalized and reviewed by the IPR Advisory Committee. Finalization of ISO 16363 Audit Process: All the major and minor non-conformities that have been highlighted during the 2 nd stage of ISO 16363 audit would be rectified and the final stage of the audit would be conducted around December 2017. Metadata Verification & Enrichment: All the metadata that has been created for the digitization activity would be verified and enriched in consultation with the Partnering Institutions. Integration within National Virtual Library of India (NVLI): National Cultural Audiovisual Archives forms an important component of the NVLI project and has already been reflected on the NVLI web portal.

ISO 16363 AUDIT BY PTAB-UK Mr. David Giaretta and Mr. John Garrett from PTAB-UK visited the PMU, NCAA Project on 20-21 March 2017 to peruse the processes and the documents pertaining to the Project. The ISO 16363 Audit was conducted free of cost, under the supervision of two auditors from NABCB who were, in turn, auditing PTAB-UK for their accreditation as the nodal agency for carrying out ISO 16363 audits in India for Trusted Digital Repositories. On the basis of the observations of PTAB-UK, a Summary of Findings of the 1st & 2nd Stage ISO 16363 Audit was created. PMU, NCAA Project has initiated a process of rectification of the major and minor non-conformities indicated during the audit and has created a scope of work document for which it has reached out to Dr. Mukul Sinha for assistance, as discussed during the 10th meeting of the Steering Committee.

88. IGNCA AUDIT REPORT We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our Audit. 91. REPORT ON IGNCA BUILDING PROJECT Proposal: The Vice-President of India, decided in Nov. 1984, to set up the IGNCA as a national institution to promote the preservation and integrated development of all the arts of India. Funding for the Project: Approval for a capital outlay of Rs. 100 crores for the building complex subject to preparation of detailed designs, plans and estimates. Allotment of land: The Govt. of India allotted land measuring 24.706 acres located in the Central Vista area of New Delhi. The Govt. of India charged Rs. 2.54 crores as cost of the land in addition an annual ground rent at the rate of 2.5% of the cost of the land payable by the IGNCA to the Government of India. Selection of the Architect: Prof. Lerner was appointed as the Architect.

92. Project Management: Established a Building Project Committee (BPC) which exercise all functions and powers of the IGNCA Trust related to the project. A Member Secretary was also appointed as the Executive head of IGNCA for both Academic and Administrative activities with the following aims and objectives: Aims and Objective: To serve as a major Resource Centre for the Arts. undertake research and publication programmes of reference works, glossaries, dictionaries, encyclopedias, fundamental texts in the arts, humanities and cultural heritage. Establish Tribal and Folk Arts collections for undertaking, promotion and facilitating systematic scientific studies. Provide a forum for creative and critical dialogue among the diverse arts. Promote awareness of and sensitivity to the historical and cultural interaction and inter- linkages between india and other parts of the world.

93. Cultural interaction between diverse communities, regions, social strata. Make efforts to bridge the gap in the intellectual understanding between the modern sciences on the one hand and the arts, culture, traditional skill and knowledge on the other hand. Developing linkage with other national and international centre of Arts and Culture. Construction Management Agency (CMA): The Building Project Committee appointed M/s Tata Projects Limited as the Construction Management Agency for supervising the construction works of this project. Master Plan: The design of the Complex comprises a harmoniously integrated group of 8 buildings, viz : Kala Nidhi Kala Kosha and Shared Resources – A Sutradhara , Underground Parking – B Janpada Sampada Exhibition Galleries

CPWD in consultation with the IGNCA assessed the requirement of funds for completion of these buildings and furnished the cost estimate of 32.88 for consideration and approval of EFC” Fund Flow: Out of the initial grant of Rs. 100 Crores sanctioned by the Union Cabinet in November,1985, a total of Rs. 96.21 Crores was released in installments.

97. Fund Allocation: For the year 1997-98, a request for allocation of Rs. 44 crores were made. During the year 1999-2000, an expenditure of Rs. 17 crores is likely to be incurred on the balance work of Reference Library Building and the Sutradhara etc. A total of Rs. 49 crores may be provided for the Project. In the meantime a Revised Cost Estimate of Rs. 330 crores was prepared and submitted to Ministry of Culture for sanction. Arbitration between IGNCA and M/s Ahluwalia Contracts India Ltd. : In the case of the Sutradhara Underground Parking – ‘B’ Building, the contractor M/s Ahluwalia , suspended the work in November 2000 due to nonpayment of the executed works. Total amount paid to the contractor, ACIL (till suspension, of work) was Rs. 6.22 crores. Tata Project Limited (TPL) were engaged as Project Management Consultants in 1991.

98. According to the Contractor, they have executed approximately 63% of work, worth Rs. 18.6 crores but they had actually completed only 21% of work, worth just over Rs. 7.00 Crores. The Contractor continued to carryout de-watering exercise as late as on 31.07.2006. During this period of five and half years, there are letters from IGNCA to state that de-watering may be stopped. Conclusion: Inadequate professional competence in handling the project by M/s Tata Projects Ltd. They were not meticulous in documentation as well as effective in coordination between Client, Contractor and the Architect. When the TATAs departed in 2003, no one had the core competence to understand the importance of how the contractor should be handled, while fore-closing a contract. IGNCA on their part did not received funds as projected from time to time.

100. The Building Committee was constituted as fully Empowered Committee to exercise all functions and powers of the IGNCA Trust related to the project. Till the existance of the BPC time to time three Chairman headed the Committee i.e , (1) Dr. Abid Hussain (2) Shri Prakash Narain (3) Shri Jagmohan Malhotra Revised Estimates: In 1989, the Architect assessed the cost of the Project at Rs. 151.07 Crores, which in July, 1992 was revised to Rs. 330 Crores. In December 2000, the revised cost estimates for the complete project were again worked out as price level as Rs. 640 Crores. Commencement of Construction: Kala Nidhi , Kala Kosha and Shared Resources-’A’ were selected for construction in Phase-1 In June 1993, after tendering formalities, physical construction of the building were commenced.

101. Status of the Project: Following two building components were taken up for construction: Kala Nidhi , Kala Kosha & Shared Resources – ‘A’ Suthredhara and Underground Parking – ‘B’ The first building was completed in 2001 and inaugurated by Hon’ble Prime Minister of India Shri Atal Bihari Vajpayee, on 19 November, 2001. All issues has been settled now and presently the Guest House is run by the IGNCA itself. The construction of second building was abandoned in November 2000 at the foundation stage because of lack of sufficient funds.

102. DEED OF AGREEMENT This agreement is made between M/s Security & Intelligence Services (India) Limited. Scope of Work: To prevent entry of unsocial elements and the other unauthorized people and vehicles in the premises. To guard the property and to protect it against loss, damage, theft, misuse, fire etc. To maintain registers / record as may instructed by the second party representative. To be conversant with the routine security duties and emergency drills. To check the area and materials under his control while taking over duty. To promptly report any dangerous condition, suspicious movement etc. To maintain unobtrusive watch on visitors, customers and other service personnel who are permitted and may be working in his duty area. To react promptly incase of any fire incident take place.

The digitization and metadata standards were formulated. To provide hands-on training on metadata creation. To extract learning with respect to the specificities of the digitization process. M/s Prime Focus technologies Pvt. Ltd. Was selected as the digitization agency. Approximately 8000 hours of audiovisual material has been digitized and received by the PMU, NCAA Project. The National Informatics Centre (NIC) has allocated an initial 5 terabytes of cloud storage space.

108. VISIT TO IGNCA SRC, BENGALURU The official visit was primarily aimed at understanding various programmes and activities being planned by IGNCA, Bengaluru centre on 18 th to 20 th May 2017. 121. Budgetary outlay for the year 2017-18 under Revenue head is amounting to Rs. 3550.00 lakh i.e. Rs. 2850.00 lakh (GBS), Rs. 200.00 lakh (TSP) and Rs. 500.00 lakh (NER) has been allotted to IGNCA for carrying out organizational work. IGNCA shall submit the Annual report, Audited Account, all pending CAG audit paras and internal audit paras and provisional utilization certificate for the year 2016-17. IGNCA shall maintain database relating to grants, income, expenditure, investment, assets and employee strength etc. Administrative Division in the Ministry will review the work progress of the IGNCA every three year or five year depending on the size of IGNCA. IGNCA shall account for revenue and capital expenditure separately. All interests or other earnings against the GIA or advances (released to IGNCA) shall be mandatorily remitted to CFI, immediately after finalization of the accounts. IGNCA should take advantage of the pension schemes, gratuity schemes, group insurance schemes, house building loan schemes and vehicle schemes etc. IGNCA shall submit UC in the prescribed format along with the reports regarding performance/target achieved, outcome etc.

JUSTIFICATION FOR EACH ACTIVITY Publication: A publication involves a lot of research work of a scholar for a couple of years: The manuscripts of the scholar, as soon as received is gone through and necessary editing work done along with translation of work. The publication is then sent for printing to the co-publisher. A workshop on the subject topic of the publication is also organized in IGNCA. after finalization of the publication with suitable no. of copies it is released by an eminent person after organizing a function in IGNCA . During 2017-18, some of the publications likely to be released as per MoU specifications are :- Jaiminiya-Brahmana , edited & translated by Late Prof. H.G. Budget : Rs. 5 Lakhs National Conference/Seminar/Workshop: The necessary pre-planning of national conference/seminar/workshop is by calling concept papers from the participants of different organization scholars. The papers to be presented are selected by an Expert Committee. A brochure on the subject topic is also finalized and released. Conference proceedings are also prepared and released to the participants. Necessary publicity in the media is also organized to successfully conduct the conference/seminar/workshop. IGNCA has organized a conference on ‘Sacred Heritage of Jagannath Tribal and Reginonal Interface’ , Sanskriti Samvas Shrinkhala on the 90 th Birthday of eminent Litterateur, Prof. Namvar Singh. IGNCA has organized a seminar on ‘Role of Libraries in Education. IGNCA has organized a workshop on ‘Paddy Growing Culture and six days’ and painting workshop on ‘ Patnitop . Budget: Rs. 20 Lakhs

International Conference/Seminar/Workshop: International conference/ seminar /workshop is also organized in IGNCA with the participation of outside experts from different countries to share their experience in the field of art and culture. Two days International Conference on ‘Northeast India and Myanmar Ethnic and Cultural Bondages Two day International Symposium on Shirei Hodu : Celebrating the Jewish Saga of India – International Conference, Exhibition and Cultural Festival at IGNCA. In the year 2017-18, International Conference on Trans Himalayan artistic heritage and International Multi-event on ‘North-East in Library Traditions of India. International Conference on Rahul Sankrityayan (1893-1963): Maha Pandit in the Land of Snow and Exhibition on Aurel Stain at Pondicherry . Budget : Rs. 50 Lakhs Photo Exhibition: Photo Exhibition is being organized in IGNCA on the identified topics by preparing necessary photo frames/slides and other materials which is being displayed in the HQ and different location of the Country. IGNCA has organized a photo exhibition on ‘ Life and work of Sir Marc Aurel Stein ’ Budget : Rs. 3 Lakhs

125. Thematic Exhibition: The curator and designer has to conceptualize and create a design and necessary wherewithal required for arranging the exhibition. The exhibition is inaugurated by an emitent person in the field of art and culture . Budget: Rs. 15 Lakhs Lecture (Public/Memorial), talk/film show: Regular Lecture are being organized in IGNCA on different topics by the experts in the field of art and culture in the country. IGNCA publication and promotional material is also being displayed during the lecture. On each 4 th Friday of the month film show is being arranged in Media Centre on the films prepared by IGNCA. The expenditure on this activity is generally on paying the necessary fee/honorarium to the speaker and to and for coneyance provided to them. Budget : Rs. 0.50 Lakhs Performance/Film Festival/Cultural Events: IGNCA is also participating in the film festival organized in the different parts of the country. Recently, a film festival of North East was also organized in different cities of North East .

126. The major expenditure on this activity is on organization of the performance, artist fee, etc. and the movement of Officers/staff of IGNCA to different parts of the country . Budget : Rs. 5 Lakhs Audio-Video Documentation/Film Development: The Media Centre of IGNCA organized audio-video documentation on the domain specific theme on Indian Art & Culture. Released DVDs on pandit Shrikrishna Babanrao Haldankar and Vidushi Dr. Suhasini Koratkar . Budget : Rs. 25 Lakhs Research & Field Studies: Research and Field Studies is being done by IGNCA in the different parts of country in connection with their Lok Prampara and Kshetra Sampada Project. The main expenditure on this activity is for movement of staff for field research along with the photographers and their equipments . Budget : Rs. 4 Lakhs

127. 10. Conservation/Digitization/Microfilming: Conservation Division of IGNCA is involved in conservation of art objects, rare books, painting and other archival. The major expenditure on this activity is procurement of conservation material/chemicals/equipments used during the process and trained manpower cost . Budget : Rs. 1 Lakh Library Activities: Library activities are being organized by Kalanidhi Division of IGNCA. Online subscription of periodicals, maintenance of rare books/manuscripts in the fire resistant environment etc. are being arranged . Budget : Rs. 1 Lakhs 12. Art Acquisition/Ethnographic Collection/Paintings: Ethnographic collection of Masks, Puppets, Scrolls, Paintings, Ornaments, Textile etc. are being done by IGNCA . Budget : Rs. 5 Lakhs

128. ADI DRISHYA DEPARTMENT The rock art forms a crucial component of the Adi Drishya programme . Its conceptual plan aims to open the doors to the realization that rock art is pure and absolute and hence capable of dispensing great experience beyond its original culture and time. The Adi Drishya Department gave a presentation on Rock Art on 17 th June, 2017. The presentation was in order to review and understand the functional structure of different types of rock art organizations. The presentation was followed by a detailed discussion on various plans that can be implemented by IGNCA. After the presentation several recommendations/suggestions were made:

129. Preservation and Conservation: MS suggested that IGNCA initiate legislative draft of bills/acts with concerned ministries to declare rock art as a national treasure. MS suggested that IGNCA should work towards establishment of a National Rock Art Authority on the line of National Monuments Authority. MS also suggested for working towards sustainable eco-tourism of the rock art sites as one of the important contribution of IGNCA. To spread awareness about the preservation and conservation of rock art sites we should write to Tourism and Culture Ministry and also collaborate with Indian Institute of Tourism and Travel Management (IITTM) Dissemination: MS suggested for more and more collaboration with universities like JNU, DU etc. He advised to start 3 months Diploma/Certificate courses on Rock Art Appreciation at IGNCA. JS suggested project staff of the department to write papers on Vihangama . JS also suggested for developing a permanent Rock Art Garden at IGNCA.

130. Revenue Generation: Both MS & JS suggested that iShop option for rock art souvenirs/other items to be enabled on IGNCA web portal. Rock Art Courses to be included in the Annual Action Plan (2017-18) of Adi Drishya Department. MS & JS further emphasized to create a professional Rock Art Society. Rock Art Project: JS suggested that the rock art data photographs and metadata which are available with the department should be made available to the scholars. MS suggested that we should approach Central University of Kerala for documentation and preservation of Edakkal rock art site. MS also suggested for a comparative study of Indian Rock Art with rock art from other parts of the world.
