Definition of Disaster “The imminent or actual occurrence of a natural or man-made event, which endangers or threatens safety of health of any person or a group of persons in Sri Lanka or which destroys, damages or threatens to destroy or damage property. ” “ ශ ්‍රී ලංකාවේ ඕනෑම පුද්ගලයෙකුගේ හෝ පුද්ගල කණ්ඩායමක සෞඛ්‍ය ආරක්ෂාවට තර්ජනයක් වන හෝ තර්ජනයක් වන හෝ විනාශ කරන, හානි කරන හෝ දේපළ විනාශ කිරීමට හෝ හානි කිරීමට තර්ජනය කරන ස්වභාවික හෝ මිනිසා විසින් සාදන ලද සිදුවීමක ආසන්න හෝ සත්‍ය සිදුවීම. ” Disaster Management Act No. 13 of 2005

Definition of Disaster “ A disaster is a serious disruption of the functioning of society, causing widespread human, material or environmental losses, which exceed the ability of the affected people to cope using their own resources.” "ආපදාවක ් යන ු සමාජයේ ක්‍රියාකාරිත්වයට බරපතල බාධාවක් වන අතර, පුලුල්ව පැතිරුනු මිනිස් ජිවිත, දේපල හෝ පාරිසරික අලාභයන් සිදු කරයි, එය බලපෑමට ලක්වූ පුද්ගලයින්ට ඔවුන්ගේම සම්පත් භාවිතා කර මුහුණ දීමට ඇති හැකියාව ඉක්මවා යයි." Disaster Management Cycle

Mitigation Minimizing the effects of disaster. Enforcement of building codes, floodplain management codes and environmental regulations . Public safety measures such as continual maintenance of roadways and dams . Land-use planning (zoning) and controlling human activities in hazard prone areas Earthquake resistant construction, permanent houses Community health and sanitation Deployment of warning systems to alert and notify the public .

Preparedness Planning how to respond . Examples: preparedness plans; emergency exercises/training; warning systems .

Response Efforts to minimize the hazards created by a disaster. Examples: search and rescue; emergency relief

Recovery Returning the community to normal. Examples: temporary housing; grants; medical care.

List other institutions and organizations to be involved in providing disaster relief services .

Esteem Needs Esteem for oneself (dignity, achievement, mastery, independence. Desire for reputation or respect from others (e.g., status, prestige )

Self-actualization needs R ealizing personal potential Self-fulfillment Seeking personal growth and peak experiences. A desire “to become everything one is capable of becoming ”

Order of fulfilment of needs Initially try to fulfill needs at the lower levels of the pyramid. Then and gradually step up in their needs. Nevertheless, they may also try to fulfill needs at different levels at the same time.

Needs of disaster survivors We often consider only basic needs such as water, food and shelter. A disaster survivor has the same needs as any other person. We need to consider the complex needs of disaster survivors.
