Torque is the force delivered at an angle which is responsible for making objects move in a circular motion Torque

Moment of inertia is also known as rotational inertia because, like mass, it determines how much force can be exerted by the rotating body. In this case, the force in question is the torque.

Much like linear dynamics, there will not be any change in the body if all applied torques on the system are balanced. If there is an imbalanced in all applied torques, then rotation will be observed.
