Integrated Rural Development Programme
(IRDP)
Manydevelopmentprogrammeswereintroduced
forthebenefitofruralpeoplebeforeandafter
independenceviz.,IADP(IntensiveAgriculture
DevelopmentProgramme),HYVP(HighYielding
VarietyProgramme),SFDA(SmallFarmers’
DevelopmentAgency),MFALA(MarginalFarmers
andAgriculturalLaborerAgency),TRYSEM
(TrainingofRuralYouthforSelf-Employment),CDP
(CommunityDevelopmentProgramme)etc..

Buttheseprogrammeshadmanylacunaelike:
(a)restrictiontosmallandsameareas,
(b)sametargetgroupswerebenefitted,
(c)nosingleprogrammeforentirecountry,
(d)unsatisfactoryadministration,
(e)populationexplosionetc.besidestheseproblems,it
wasfeltthatinordertodealwithruralpovertyinIndia,
afarmoreambitiousprogrammewasrequired.
Consequently,aprogrammeknownasIntegratedRural
DevelopmentProgramme(IRDP)cameintoexistence
in2,300blocksofthecountryduring1978-79andit
wasextendedtoalltheblocksofthecountryfrom2

October1980.

TheDistrictRuralDevelopmentAgency(DRDA)wassetupatthedistrict
leveltoimplementIRDPinthecountry.ItisheadedbytheDistrict
CollectororChiefExecutiveOfficerofZillaParishad.Themainfunctionsof
DRDAare:
Tooverseetheimplementationofdifferentantipovertyprogrammes
implementedinthedistrict
Createawarenessamongtheruralpeopleaboutthedifferentanti
povertyprogrammesimplementedinthedistrict,
Submitperiodicreportinprescribedformatforkeepinginformabout
theprogressofimplementationofdifferentprojectstoZillaParishadand
StateandCentralGovernments,
Tostrivehardtopromotetransparencyintheimplementationof
differentantipovertyprogrammes,
Toco-ordinateandoverseetheconductofBPLcensus,and
Tocarryoutactionresearch/evaluationstudiesinitiatedbyStateand
CentralGovernments.

Objectives of the IRDP :
•Toprovidenecessaryhelptothepoorfamilies
inthevillagestoraisethemfromthepoverty
line
•Tocreatesubstantialadditionalopportunities
ofemploymentintheruralsector

•ThefundsaredrawnfromCentralgovernment(50%)andState
Government(50%).EachblockgetsfinancialassistanceofRs.5
lakhscovering3000familiesineveryblockwithin5years.
•Ineveryblock,600familiesareselectedperyear.Inthis
programmetheneedyfamiliesareselectedcarefully.
•Amongthetotalselectedfamilies,50%shouldbeSCandST
families,40%women,7%generalpoorfamiliesand3%disabled.
•ThetargetgroupunderIRDPconsistsofsmallfarmers,marginal
farmers,agriculturallabourersandruralartisans.
•TheIRDPbeneficiariesareassistedthroughviableprojectswhich
arefinancedpartlybysubsidyandpartlybybankloans.
•Thecapitallossoftheassetsissubsidizedtotheextentof25%to
smallfarmers,33.33%tomarginalfarmers,agriculturallabourers,
non-agriculturallaborersandruralartisans,and50%totribals,SCs
andSTs.

Short comings/Bottlenecks of IRDP :
ThedemeritsoftheIRDPincludes:
•Misidentificationofbeneficiariesandmisutilizationoffunds
•Lackofinfrastructuralsupport
•Lackofremunerativepricefordifferentinputs
•Irregularmonitoringandevaluationoftheprogramme
•Lackofbetterqualityassets
•AbsenceoffulltimestaffattheblocklevelforIRDPwork
•Preferencewasgiventothosewhowerebetteroffwithinthe
povertygroup
•Non-involvementofthevillagecommunityasawholeinthe
identificationofbeneficiaries
•Lackofparticipationofmembersofthetargetgroupinthe
selectionofschemesandalliedaspectsofreceivingassistance
•Inadequateflowofcredithasbeenamajorbottleneck.
