SUBJECT: Amending Resolution Granting Signatory Authority for TEXPOOL

DATE: September 08, 2025

SUMMARY
This Resolution updates the names of City officials with signatory authority for financial
transactions with TEXPOOL. City staff has determined that it was time to add Kristine Horton,
Finance Director to the list of authorized officials.

BACKGROUND INFORMATION
This Amending Resolution will authorize the following City officials to execute drafts, transfers
and deposits, to and from other investment pools and to and from other city operating accounts.

Authorized City Officials:
Buddy Kuhn, City Manager
Phillip Laney, Assistant City Manager
Kristine Horton, Finance Director

Additional Staff Access – Read Only
Kayla Dechert – City Accountant

POLICY ANALYSIS
It is appropriate and necessary to authorize certain City officials to sign financial transactions on
behalf of the City.

FISCAL IMPACT
There is no negative fiscal impact on the City.

RESOLUTION NO. 2025R - 218

A RESOLUTION OF THE CITY OF ALAMO HEIGHTS, TEXAS,
DESIGNATING CERTAIN CITY OFFICIALS AS AUTHORIZED
REPRESENTATIVES FOR THE TEXAS LOCAL GOVERNMENT
INVESTMENT POOL (TEXPOOL); AND SETTING AN EFFECTIVE
DATE.

WHEREAS, the City of Alamo Heights (“City”) has established banking and investment
relationships with various financial institutions; and

WHEREAS, the City has invested its local funds in investments that provide for the
preservation and safety of principal, liquidity, and yield consistent with the Public Funds
Investment Act; and

WHEREAS, the City has invested in the Texas Local Government Investment Pool
(TexPool), a public funds investment pool; and

WHEREAS, it is appropriate and necessary to authorize certain City officials to execute
investment transactions with TexPool on behalf of the City; and

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:

SECTION 1. The City Council hereby authorizes the following City officials to serve as
Authorized Representatives to execute investment transactions with TexPool on behalf of the City,
to include the authority to transmit funds for investment, withdraw funds from time to time, issue
letters of instruction, and take all other actions deemed necessary or appropriate for the investment
of City funds:

SECTION 2. The City Council hereby authorizes the following City official to serve as
Authorized Representative with TexPool with limited authority to perform only inquiry of selected
information and cannot perform transactions:

SECTION 3. This Resolution shall take effect upon passage by the City Council.
