SUBJECT: Updated WGI Agreement for Project Design & Engineering

DATE: September 22, 2025

SUMMARY
Discussion and possible action to accept the updated WGI engineering firm proposal to complete
design improvements at Broadway and Ogden Lane to include civil and landscape services,
bidding, final design documents, construction documents and construction administration.

BACKGROUND INFORMATION
Since August 2023, City Council has been engaged in identifying potential beautification projects,
including improvements to the intersection at Broadway and Ogden. TBG Partners (TBG), the
City’s contracted landscape architecture design firm, led Council workshops on August 23, 2023;
October 24, 2023; June 13, 2024; and July 18, 2024. The project components include a realigned
intersection, wider sidewalk zones, patio and plaza spaces, landscaped planting zones, and
pedestrian-focused mid-block crossing, pavements, and lighting.

On October 24, 2024, City Council provided additional guidance to staff & TBG on design
elements to incorporate, along with a request to contact the adjacent property owner and key tenant
to gain stakeholder input. The staff report will provide updates from TBG on the latest design of
the Broadway and Ogden Lane Improvement project, feedback gathered from area stakeholders,
and potential timelines for this improvement.

As staff received updated opinions of probable cost in late November 2024 for the project, staff
have continued to work with WGI / TBG to reduce costs by identifying value engineering options
for council consideration. On March 10, 2025, Council authorized an agreement in the amount of
$200,000 to finalize the design and associated engineering and project management components
of the project. Since then, the design has been modified to scale back non-essential plaza elements
on the southern end of the project area. The additional funding proposed incorporates the latest
design elements and supports the final execution of engineering and project management services.
The latest design elements are anticipated to reduce the anticipated construction costs from earlier,
more comprehensive designs.

POLICY ANALYSIS
This action is consistent with City policy in negotiating professional services contracts. This action
is consistent with the City’s in having professional expertise in designing and project management
of key infrastructure and beautification amenities, to include the pedestrian, traffic, and plaza
improvements to the intersection at Broadway and Ogden.

FISCAL IMPACT
The updated agreement for engineering and landscape design services is $239,400, an increase of
$39,400 more than the current agreement in effect approved in March 2025. The $39,400 cost
increase addresses the requested design changes and any associated engineering expenses. Funds
are available in the Comprehensive Plan Fund. Agreements related to the construction of the
proposed Broadway and Ogden improvements will be presented for Council consideration at a
future City Council meeting.

COORDINATION
Staff coordinated with WGI and TBG, the City Attorney, and City Manager to review the
agreement for Council consideration.

A RESOLUTION OF THE CITY OF ALAMO HEIGHTS CITY
COUNCIL ACCEPTING AN UPDATED WGI ENGINEERING FIRM
PROPOSAL TO COMPLETE UPDATED DESIGN IMPROVEMENTS
AT BROADWAY AND OGDEN LANE TO INCLUDE CIVIL AND
LANDSCAPE SERVICES, FINAL DESIGN DOCUMENTS,
CONSTRUCTION DOCUMENTS, BIDDING THE PROJECT, AND
CONSTRUCTION ADMINISTRATION FOR AN APPROVED
AMOUNT SET BY THE CITY COUNCIL; AND SETTING AN
EFFECTIVE DATE.

WHEREAS, since August 2023, Alamo Heights City Council has been engaged in
identifying potential beautification projects, including improvements to the intersection at
Broadway and Ogden and WGI, the City’s civil design lead and TBG Partners, the City’s
landscape architecture design firm, led Council workshops regarding this project; and

WHEREAS, the project components include enhancing safety, a realigned intersection,
wider sidewalk zones, patio and plaza spaces, landscaped planting zones, and pedestrian-focused
mid-block crossing, pavements, and lighting; and

WHEREAS, on March 10, 2025, City Council approved provided additional guidance to
staff and TBG on design elements to incorporate, and approved an agreement with WGI to pursue
engineering and design services for this project; and

WHEREAS, subsequent to the March 2025 meeting, City Council provided additional
guidance to staff and TBG on design elements to modify in order to reduce anticipated construction
costs; and

WHEREAS, the goals for the project as outlined by the City were to increase safety for
pedestrians and vehicular traffic, to create a public plaza and gathering place and improve
functional operations; and

WHEREAS, WGI and TBG have developed options for the City Council to consider that
will achieve the goals for the project as outlined by the City.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:

SECTION 1. The City Council hereby authorizes the City Manager to move forward with
the selected option for the project, which components include enhancing safety, a realigned
intersection, wider sidewalk zones, patio and plaza spaces, landscaped planting zones, and
pedestrian-focused mid-block crossing, pavements, stormwater improvements, and lighting.
Approved option is outlined as Attachment A to this Resolution.

SECTION 2. The City Council authorizes the City Manager or designee to issue payment
in the approved budgeted amount in Attachment A and execute all necessary documents.

SECTION 3. This Resolution shall take effect upon passage by the City Council.
