Support Large-Scale Business Groups WHY? To achieve economies of scale , avoiding duplication , and discouraging destructive competition resulted in the establishment of ten gigantic foreign trade cartels that collectively accounted for more than half of Japan’s total exports. HOW? Support existing conglomerates Through the central Bank of Japan issued loans to private banks, which in turn issued loans to industrial conglomerates. This enabled the Bank of Japan to have complete control over the private banks and conglomerates
Support Large-Scale Business Groups The horizontal and vertical structure of the Keiretsu combined with its close relations with MITI and the central banks meant that it can: efficiently allocate resources; become competitive internationally; lock out foreign companies from Japanese industries; provide protection from hostile foreign takeovers. Potential Problems??
Protectionist Trade Policies 3) In spite of GATT, N on-tariff barriers to imports still exist. These barriers include restrictions based on fear of disease, special regulations, and cultural resistance to foreign products. 1) MITI designed a system of import controls to prevent the flooding of Japan’s markets by foreign goods – esp. to protect fledgling industries 2) Japanese used the attractiveness of their market to obtain licensing and patent agreements that allowed Japanese firms to gain the knowledge and production agreements .
