4. THE EMANCIPATION PROCLAMATION Most Americans consider the Emancipation Proclamation, signed by Abraham Lincoln on January 1, 1863 to be when enslaved peoples were freed. But the fact is that that news did not reach the enslaved people in the South until June 19, 1865. Black folks in southern states were strongly encouraged to stay with their enslavers.

5. News came to Galveston TX informing enslaved people of their freedom and many began the the rebuilding of their lives as free people. General Orders No. 3 stated: “The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor."
