Legal Basis of the Language Policies in the Philippines
Language Policy- is a body of ideas, laws, regulations, rules and practices intended to achieve the planned language change in the societies, group or system.
Section 6. The national language of the Philippines is Filipino. As it evolves, it shall be further developed and enriched on the basis of existing Philippine and other languages.
Language Policy in the Philippines General Policy: Article XIV, Sec. 6, 7 of the 1987 Constitution provide the legal basis for the various language policies that are being implemented in the country.
Section 7. For purposes of communication and instruction, Filipino and until otherwise provided by law, English are the official languages of the Philippines. In addition, other native Philippine languages –particularly those that are not Tagalog-shall be auxiliary official languages and shall serve as auxiliary medium of instruction in the regions they are spoken.
Note: English and Filipino are our official languages in the Philippines Our native languages (dialects, vernacular, regional languages) are auxiliary languages in the classroom)
Evolving Language Policies in the Philippines Dept. Order No. 25, s. 1974 – Bilingual Education Policy of the Philippines separate use of Filipino and English as the media of instruction in specific subject areas. Filipino shall be used as medium of instruction in social studies/social sciences, music, arts, physical education, home economics, practical arts and character education. English , on the other hand is allocated to science, mathematics and technology subjects.
What’s the Role of Tertiary Education? Tertiary level institutions shall lead in the continuing intellectualization of Filipino . Intellectualization- the process of making a language prominent by using it in obtaining education (kinder-graduate levels) and where knowledge and information can be stored and acquired using the language
2. Executive Order No. 335 S.1988 As an instrument of unity and peace all departments/ bureaus/ offices/ agencies/ instrumentalities of the government are enjoined to take such steps as are necessary for the purpose of using the Filipino language in official transactions, communications, and correspondence.
Steps in Promoting the Filipino Language . Take steps to enhance the use of Filipino in official communications, transactions and correspondence in their respective offices, whether national or local; Assign one or more personnel, as maybe necessary, in every office to take charge of communications and correspondence written in Filipino; Translate into Filipino names of offices, buildings, public edifices, and signboards of all offices, divisions or its instrumentalities, and if so desired, imprint below in smaller letters the English text;
Filipinize the “Oath of Office” for government officials and personnel; Make as part of the training programs for personnel development in each office the proficiency in the use of Filipino in official communications and correspondence.
3. CHED Memorandum Order (CMO) No. 59, s. 1996 . Language courses, whether Filipino or English, should be taught in that language. 2. At the discretion of the HEI, Literature subjects may be taught in Filipino, English or any other language as long as there are enough instructional materials for the same and both students and instructors/professors are competent in the language. 3. Courses in the Humanities and Social Sciences should preferably be taught in Filipino.

Language Policies in the 21 st Century
1. Executive Order No. 210, s. 2003 ( Gloria Macapagal Arroyo ) Establishing the Policy to Strengthen the Use of the English Language as a Medium of Instruction in the Educational System Dubbed as the “English-Only Policy”
The provisions of the EO No. 210 is as follows: English shall be taught as a second language, starting with the First Grade. As provided for in the 2002 Basic Education Curriculum, English shall be used as the medium of instruction for English, Mathematics and Science from at least the Third Grade level.
The English language shall be used as the primary medium of instruction in all public and private institutions of learning in the secondary level, including those established as laboratory and/or experimental schools, and non-formal and vocational or technical educational institutions. As the primary medium of instruction, the percentage of time allotment for learning areas conducted in the English language is expected to be not less than seventy percent (70%) of the total time allotment for all learning areas in the secondary level.
2 . MTB-MLE ( DepEd Order 31 s 2013) In view of the implementation of the K to 12 Basic Education Program, the Department of Education (DepEd) through the Bureau of Elementary Education (BEE) issues the following Clarifications on the Policy Guidelines on the Implementation of the Language Learning Areas and their Time Allotment in Grades 1 and 2 as stated in the Enclosure Nos. 1 and 2 of DepEd Order No. 31, s. 2013: Mother Tongue is used as a Medium of Instruction (MOI) for Grades 1 and 2 in teaching Mathematics, Araling Panlipunan (AP), Music, Arts, Physical Education and Health (MAPEH), and Edukasyon sa Pagpapakatao ( EsP ); Mother Tongue is taught as a separate Learning Area in Grades 1 and 2;

Still, the use of English and Filipino as media of Instruction 2. With the efforts of our curriculum planners and designers to produce career-ready Filipino citizens, there is lesser emphasis on language subjects. Removing the Filipino and decreasing English subjects in college curriculum are evidence of this move. 3. The rise of translation as a separate subject and as a technique in teaching content areas. 4. The use of code-switching as a strategy in teaching. 5. The emphasis on the use of English for functional tasks/ communication.
