What is IDP What is IDP? Internal displacement refers to the forced movement of people from their homes and occupational activities. It has become a particular topic of interest as internally displaced persons (IDPs) are considerably increasing. In 2019, an estimate of 2.9 million new displacements associated with conflict was recorded in Ethiopia, the highest figure in the world (IDMC, 2019)

Steps of GBV case management

Key responsibilities of the case managers (MHPSS Team)

1. BROKER/FACILITATOR This is a role in which the case manager acts as a linking, go-between those who seek services and those who provide services. After the assessment process, one of the most common case management tasks is to facilitate the helping process through linkages to social service agencies, governmental or voluntary community organizations, and other concerned people.

Cont ’ Making a good referral assumes that there is a good fit between clients needs and what is available. A case manager makes a referral to a place where it is highly probable that client needs will be met. The only way case managers can really know whether a referral can help their clients is to know how an organization functions, its program components, the kinds of clients it serves, its track record, its staff, and how user-friendly it is.

Cont ’ One of the best way to investigate a referral is to visit the site , talking with the professionals there, reading the organization’s brochures and other published information, observing client flow, and asking about outcomes. During a site visit, you should make appointment and identify yourself, your employer, and your purpose. You need to educate yourself about the agency’s work, the types of clients it serve, and how it would deal with referrals from your agency.

2. ENABLER/TEACHER/MIDIATOR As Enabler : your ability to increase a client’s self-confidence is a critical part of a case management process This will require you to be aware of each client’s capacity to engage in the process and able to encourage increasing levels of responsibility. It is a stage you will be moving from doing for to doing with, to having clients do for themselves; increase client self-confidence, self-sufficiency, and independence. Enabling a client to take acceptable and increasing levels of risk is one criterion that can be used in assessing effectiveness in case management.

As a teacher : you will be providing learning opportunities for client. You present information about community resources. Create opportunities to engage your client in a group discussion and role-play to help them practice behaviors that will help them manipulate service bureaucracies.

As a mediator : a case manager play a role of mediator in disputes between clients , between clients and community services, or a personnel in agencies who are involved with your clients. As a mediator you remain neutral and not fever one side or the other. Here the case manager will try to bring the parties involved to a common ground or understanding to of the conflict, recognizing the legitimate interest of each party. The goal here is to mediate a reasonable resolution of conflict as much as possible.

3. ADVOCATE A case manager acts on behalf of clients who are unable or unwilling to act on their behalf. Client advocacy can also be helpful when it is clear that case managers have more power or professional connection than their clients. In times when a client is turned away from an agency or governmental entitlements and you believe that eligibility requirements have been met , you intervene as an advocate and use your professional power/muscle to do what your client couldn’t.

Those case managers that are more persuasive/effective professional advocates and who have better contact will ultimately have the chance of getting more resources to their clients , while others still remain underserved. Client advocacy at organizational, community and political level can be a better solution when resources are inadequate

4. SERVICE CORDINATIO N A role, which the case manager works with other professionals and staff to integrate services. This can be developed in several ways, either formally or informally Provide coordination service for a fixed amount of time like in intensive case management programs in mental health settings

The assumption behind intensive case management program starts with the idea that if clients can be immediately connected to a variety of services ,community agencies, the initial presenting problems will be improved. This is where service coordination role of a case manager will be required.
