GLOBAL GOVERNANCE – THE CONTEMPORARY WORLD LESSON 06

GLOBAL GOVERNANCE 01:

What is Global Governance Global governance is the sum of laws, norms, policies and institutions that define, constitute and meditate trans- border relations between states, cultures, citizens, intergovernmental and non- governmental organizations and the market- the wielders and the object of the exercise of international public order (Wei and Thurr , 2010).

What is Global Governance Global governance is not only limited to states and governments, but also involves intergovernmental and non- governmental

What is Global Governance To simplify, the term global governance according to Heywood (2010), is used more to refer to the institution through which these interaction takes place.

HISTORY OF INTERNATIONAL ORGANIZATION 01:

LEAGUE OF NATIONS Supposed to preserved world peace after World War 1 Not everyone joined and not everyone stayed Was ineffective (did not stop Italy in Ethopia , Japan in China and Hitler’s continuing aggressive stance in Europe)

UNITED NATION (1945 – Present) Work at the world peace, safety, economic development worldwide, social advancement of all peoples Security Council (5 permanent members), WHO, General Assembly, UNICEF.

NGO’s and INGO’s NGO’s (Non-Governmental Organizations) Scope: Operates primarily within a single country or community. Focus: Addresses local or national issues such as education, healthcare, environment, and human rights. Example: Philippine Red Cross, which focuses on disaster relief and health services within the Philippines. INGO’s (International Non-Governmental Organizations) Scope: Operates across multiple countries or regions. Focus: Works on global issues, such as humanitarian aid, environmental sustainability, and international development. Example: Médecins Sans Frontières (Doctors Without Borders), which provides medical aid in crisis zones worldwide.

POLITICAL ORGANIZATIONS NATO (NORTH ATLANTIC TREATY ORGANIZATION) WARSAW PACT EUROPEAN UNION (also economic)

IMF (International Monetary Organization) Rich countries contribute to this fund to stabilize world economy - lends money to countries that need it Benefits: help countries who need help Controversy: If countries cannot pay it back, IMF can come in and force economic change to government (slash education, military, etc...) - AUSTERITY MEASURES Sometimes lend to corrupt dictators who steal money and then country 1gs "on the hook" Starting to run out of money

Regional Economic Group OPEC (Organization of Oil Exporting Countries) Very powerful - formed in 1960 Iran, Iraq, Kuwait, Saudi Arabia) NAFTA (North American Free Trade Association) Canada, US, Mexico free trade zone for products EU (European Union) Share currency, passport, free trade zone

How can Organization Effects Change? ECONOMIC SANCTIONS Embargoes, boycotts, freezing of assets, restrictions on investments Can harm a country's economy Really only wielded by rich nations

UNITED NATIONS United Nations is considered as the world's leading international organization that has an indispensable part of the global political arena. According to Thakur (2011) it is both global governance actor and site.

GLOBALIZATION AND UN SYSTEMWEISS AND THAKUR (2010) Than even in globalizing era, people's movement remain restricted and strictly regulated, more so, after the 9/11 attack on Economic interdependence is highly asymmetrical; industrialized, developing countries are either interdependent in their relations or largely independent in economic relations with one another, and developing countries are highly dependent on industrialized countries.

Roles of UN in Global Politics 1. Managing Knowledge -from a range of issue towards resolution 2. Developing Norms -as data has been collected and knowledge gained that a problem is serious to warrant attention by the international policy community, new norms are thereby developed. This is turn, was articulated, disseminated, and institutionalized. 3. Formulating Recommendations -as norms are developed, a myriad of possibilities must be formulated on how key actors can alter behavior. 4. Institutionalizing Ideas -once the knowledge has been acquired, norms articulated and policies formulated, and existing institution can oversee their implementation and monitoring.

UN CHALLENGES AND RESPONSES TO ISSUES

GLOBAL ISSUES AIDS - New HIV infections have fallen by 35% since 2000 (by 58% among children) and AIDS-related deaths have fallen by 42% since the peak in 2004. The global response to HIV has averted 30 million new HIV infections and nearly 8 million AIDS-related deaths since 2000. The UN family has been in the vanguard of this progress. Climate Change - Climate change is one of the major challenges of our time. From shifting weather patterns that threaten food production, to rising sea levels that increase the risk of catastrophic flooding, the impacts of climate change are global in scope and unprecedented in scale.

GLOBAL ISSUES Africa - The UN system plays a crucial role in coordinating assistance of all kinds to help Africa help itself. From promoting the development of democratic institutions, to the establishment of peace between warring nations, the UN is present on the ground supporting economic and social development and the promotion and protection of human rights. Population - In 1950, five years after the founding of the United Nations, world population was estimated at around 2.6 billion lion people. It reached 5 billion in 1987 and 6 in 1999. In October 2011, the global population was estimated to be 7 billion.

GLOBAL ISSUES Children - Every child has the right to health, education and protection, and every society has a stake in expanding children's opportunities in life. Yet, around the world, millions of children are denied a fair chance for no reason other than the country, gender or circumstances into which they are born. Democracy - Democracy is a universally recognized ideal and is one of the core values and principles of the United Nations. Democracy provides an environment for the protection and effective realization of human rights. International Law and Justice - The UN continues to promote justice and international law across its three pillars of work: international peace and security, economic and social progress and development, and respect for human rights and fundamental freedoms.

GLOBAL ISSUES Peace and Security - Saving succeeding generations from the scourge of war was the main motivation for creating the United Nations, whose founders lived through the devastation of two world wars.

MARITIME DISPUTES IN WEST PHILIPPINES SEA Six nations - China and five ASEAN countries, including the Philippines have conflicting territorial and maritime claims on the South China Sea. According to the United Nations Convention on the Law of the Sea each countries have EEZ (Exclusive Economic Zone)
