Function of LCO
The LCO (Level Crossing Operator) is responsible for the
correct and safe operation for movement of the Rolling Stock
equipment on level crossing in the Mainline.
The LCO is responsible of supervising the level crossing
during the passage of the RSE stopping cars on the roads
traffic.

OPERATION ON LEVEL CROSSING
A procedure for the protection and safe operation of Level Crossing has been
developed as mentioned below:
•Installation of a gate with two key lock doors and two-position
•The Gate has a normal position of open to Road Traffic.
•The doors can be opened for Rail Traffic keeping it closed against the Road Traffic
as indicated in the Sketch below, Figure 01.
•Appropriate roadside signals (indicating the approach of LC, and range markers as
mentioned below, Figure 02

OPERATION ON LEVEL CROSSING
Level Cross Operators will perform the following sequence of operations:
1.Ensure that the road is clear of vehicles
2.Rotate the barrier-gates of the Level Crossing towards the road, forming a
barrier with applied STOP signal to roadside. The Crossing Operator will have
a red flag in his hand to stop any vehicle coming while the gate operators are
handling the gates

1.The Lead Operator Crossing, after ensuring that the barriers are placed to stop
the road traffic, by using hand signal and with Red Flag (or Red Light, during
night time or with poor visibility) will command the RSD to move the RSE
forward.
2.RSD will move RSE with a speed of 5 km/h (max)
3.After ensuring that the complete train has been cleared the Level Crossing, the
Lead Crossing Operator asks the RSD to stop RSE.

OPERATION ON LEVEL CROSSING
Additionally, a Railroad Crossing warning device will be installed on the roadside to
alert Vehicle / RSE drivers the presence of a Railway Level Crossing. These devices,
once activated, have both flashing lights and a loud audio warning system. These
devices will be activated by the Level Crossing Operators. A typical road Signage is
attached with it, refer to the picture below, Fig 03)

OPERATION ON LEVEL CROSSING
•Where Level crossing is provided at heavy traffic roads (OBR11), the level crossing
Operators will be assisted by ground Staff (staffs always present at the LC.).
•Ground staff will be equipped with “Stop and GO” “Stop and GO” Sign.
During night movement construction train, the visibility will be assured by a fixed
lighting system managed by the site adjacent to the OBR.
In case a level crossing Operator sustain injury due to any reason (including got hit
by any moving road traffic) the first aid will be rendered by ground staff(they will be
trained on first-aid and equipped with first-aid box)
The Train drivers and level crossing Operators and ground staff will be trained on
CRO and operating of LC. They will be periodically refreshed.

•The two Crossing Operators rotate the gate-barrier back across the track into their
normal position (Rail traffic closed), ensuring the gate-barriers leave the roadway clear.
•Once the gates are locked in place the LC operators will proceed to the Locomotive and
get back into the train.
