•InitiallytheCollectorwasonlyforcollectionoflandrevenue.Gradually,control
oflawandorderandtaxcollectionwerecombinedbecausethepeasantry
agitatedagainsttheundueburdenoftax.ThiscombinationmadeCollectora
verypowerfulinstitutionasdescribedbyLordMacaulyinhisfamousspeech:
•“SuchapowerasthatwhichCollectorsinIndiahaveoverthepeople
inIndia,isnotfoundinanyotherpartoftheworldpossessedbyany
classoffunctionaries.
•ThetruthisthattheCollectorofRevenuesinmanypartsofIndiais
thesoleconsulofagreatprovince,thedistrictassignedtohimbeing
aboutthesizeofoneofthefourprovincesofIreland,andthe
populationthereinprobablyaboutonemillionofhumanbeings.
•Inallthatdistrict,thereisnotasinglevillage,thereisnotasingle
hut,inwhichthedifferencebetweenagoodandabadCollectormay

ORGANISATION CHART: REGISTRATION DEPT.
The Registration Department of Maharashtra has its head office
situated at Pune.
•The Inspector General of Registration (IGR) is the head of the
department.
•IGR is also the Chief Controller of Stamps for the state.
•He is assisted by the Dy. IGR HQ. The DIG’s post is a purely
administrative post and he is responsible for smooth functioning
of the department within his division which comprises of a few
districts.
•At district level, the department’s representative is the Joint
District Registrar (JDR) .
•He is also the Collector of Stamps for that district.
•The Sub-registrar (SR) works under the JDR. Office of the Sub-
registrar is the place where all the registration work is done.
•This is the office which has maximum interface with the common
public and obviously the revenue earner for the department.

Evolution of Revenue System

•Itwascontinuedandimproveduponunderthe
reignoftheMughalEmperorAkber(1556-
1605).

startedhiscareerunderSherShahSurijoined
intheserviceofAkbar,isrememberedevento
thisdayforevolvingasystemofrevenue
assessmentandsurvey,
•asystemwhichdrewabalancebetweenthe
demandsoftheStateandneedsofthesubjects.

Revenue Administration of Sher
Shah Suri
Classified the lands into three
categories on the basis of their yield
and assessed the land revenue on the
basis of measurement of land.
Thevillage accountant(variously
known
asPatwari,Talati,Patel,Karnam,
Adhikari,Shanbogaru, etc.)
Drew up a schedule of rates to fix up land
revenue in terms of cash
He issued 'Pattas' to the peasants and
received 'Qabuliyats' from the latter
Established a famine relief fund and
collected two and half seers per bigha from
the peasants, for maintaining this relief fund.

ZamindariSystem
Introduced by Cornwallis in 1793 through
Permanent Settlement Act in provinces of
Bengal, Bihar, Orissa and Varanasi. Also
known asPermanent Settlement System.
zamindars,taluqdars,jagirdars or feudal lords were a
distinct class --(mansabs) (mansabdar) (Jagir)
•Zamindars were recognized as owner of
thelands.
•Zamindars were given the rights to collect
the rent from the peasants.
Therealizedamountwouldbedividedinto

Zamindarsand10/11ofthesharebelongs
toEastIndiaCompany.
Lord Cornwallis comes with a novel idea: just ‘outsource’ the tax collection
work to desi-middlemen: Zamindars, Jagirdar, Inamdars, Lambardar etc.

Ryotwari System
System was introduced by Thomas Munro
in 1820initially in Madras, Bombay, parts
of Assam and Coorgh provinces of British
India.
•Ownership rights were
handed over to the
peasants.
•British Government
collected taxes directly
from the peasants.

Mahalwari System
Introduced during the period of
William Bentickin 1833 in
Central Province, North-West
Frontier, Agra, Punjab, Gangetic
Valley, etc of British India..
Mahalwari system had many provisions of both the
ZamindariSystem and Ryotwari System
Land divided
into Mahals.
Each Mahal
comprised one
or more
villages.
Ownership
rights were
vested with
the peasants.
The villages
committee was
held responsible
for collection of
the taxes.

Tehsildaris a revenue officer inIndia, Pakistan &
Bangladesh as being an offierresponsible for
collecting land revenue.
The term is ofMughalorigin made of 2 different words
"Tehsil+Dar".
•"Tehsil",anIslamicwordderivedfromArabic,means
"Revenuecollection"and
•"Dar",Persianmeans"holderofaposition",
