Malaysian Veterinary Council
(MVC), since 2015 has proposed
to enacta new Veterinary
Practice Bill 20xxto substitute
the current VSA 1974 [Act 147]
-This exercise is still on going .

Current Law:
Vet Surgeons Act 1974 (Act 147)
Only on matters related to registration and
practice of veterinary surgeons and related
matters in Malaysia.
> 45years old (enforced in 1975).
No other major amendment except 2

registration as VS in Malaysia).
Subsidiary laws:
Consist of 1 Regulations, 3 Ministerial

veterinary surgeons (VSs) and veterinary
paraprofessionals (VPPs) statutory bodies; to
provide for the national registrationofVSsand
the VPPs; to regulatethe practice of veterinary
medicine in Malaysia; and for related matters.”
*Rationale for 2 VSBs in Malaysia:
latest format of local Professional laws i.e Dental Act
2018;
Independent body (led by 3 RVSs and 7 seniors VPPs)
Other Paraprofessionals Bodies have their own
Boards.

ownership only) VHFSbusiness through a joint-
venture company or a body corporate but
operated / provided by RVSonly.
•Both CoA & License have restrictions and
conditionsand non- compliance is an offence &
punishmentsincluding cancellation of CoA or
License.

•Disciplinary Authorities: both VSBs.

•Compulsory service after registration (VS
only), power to appoint inspector to
inspect premise, Code of Professional
Conduct and Ethics for VS s & VPPs,
prescribe fees, power to amend Schedules
and make regulations.
•Savings for matters under existing Act,
persons already employed as VPPs , etc.

Minister with consultation of VSB.

17. a)Enable National Veterinary Service moves towards in compliance with requirements
of OIE’s TAHC, AAHCand the CGVPPs.
b)Enable recognition and registration of qualified veterinary specialists.
c)Enable qualified MalaysianVet Surgeons to gain employment in a foreign country.
d)Enhanced penaltieswill be an effective deterrent to the would be offenders.
e)Systematically and effectively handled the illegal PVM(dedicated enf. team).
f)Enable PVMto cover a wider scope with clearer interpretations.
g)Enable all VHFSin compliance with CoA and License for quality vet service.
h)Enable non-vets to participatein VHFS (not > 50 %in equity ownership).

l)Enable RVSs / VPPsto participate in Community Services (CSR)programs.
m)Enable public or private VHFS providers, institutions and other in vet industry to
engage qualified foreign VSs, vet specialists and VPPs through issuing of TPC .
n)Enable establishment of VSB of VPPs, required reg

and supervision of VPPs .
o)Enable VSBsto take proper and deterrent actionsagainst RVSs and VPPson
disciplinary matters.
p)Enable VSBsto set up Ad-hoc Fit to Practice Penal(medical condition).
