2. Bureaucracy The word bureaucracy is derived from L atin term “bureau". Which mean a writing table or desk. THE suffix “ cracy ” in Greek means “rule”” Thus bureaucracy refers to rules of officials. In 18 th and 19 th centaury this word use consistency. It mean power of officials in public administration.

3. Definition of bureaucracy There is no universal definition of bureaucracy. Different scholar gave different definition of bureaucracy. According to max weber: A system of administration characterized by expertness, impartiality, and absence of humanity. J.m pfiffner : “ a systematic organization of task and individuals into pattern which can most effectively achieve the ends of collective efforts”

4. Type of bureaucracy Guardian bureaucracy. Caste bureaucracy. Patronage bureaucracy. Merit bureaucracy.

5. Characteristics of bureaucracy Hierarchy. Selection by merit. Fixed remuneration of officials. Discipline and control. Allocation of activities. Career system. Rigid adherence of rules - Formalistic impersonality.

6. Merit of BUREAUCRACY Bureaucracy should not used a term used as a term of abuse or condemned per se. It is very vital for government Administration, it give great contribution into good governance and administration. It made administration more efficient, effective, rtional , constistent . In words of Herbert Moorrison -” Bureucracy is the price of the parliamentary democracy.
