DEFINITION OF TERMS
Affected Population:A group of people who (1) lives in a disaster-affected area
and has sustained direct disaster impacts (e.g. casualties
and lost sources of livelihood); (2) lives within the disaster-
affected area and sustained indirect disaster impacts; or (3)
lives outside the disaster-affected area and sustained
secondary disaster impacts.
Casualty :A person who is injured, killed, or gone missing as a result of
an incident, mishap, or disaster.
Cluster :A group of agencies that gather to work together towards
common objectives within a particular sector or area of
concern in emergency response.
Contingency Plan :A scenario-based for specific and projected natural and/or
human-induced hazard. It aims to address the impacts of the
hazard to people, properties, and environment; and/or to
prevent the occurrence of the emerging threats through the
arrangement of timely, effective, appropriate and well-
coordinated responses as well as the efficient management
of resources.
Contingency
Planning
:A management process that analyzes specific potential
events or emerging situations that might threaten society or
the environment and establishes arrangements in advance to
enable timely, effective, and appropriate responses to such
events and situations.
Crisis :Also known as emergency; a threatening condition that
requires urgent action or response
Disaster :A serious disruption of functioning of a community or a
society involving wide widespread human, material,
economic, economic or environmental losses and impacts
which exceeds the ability of the affected community or
society to cope using its own resources.
Disaster Risk :Potential loss of life, injury or destroyed or damaged assets.

MESSAGE OF THE SCHOOL HEAD
Midas Elementary School wishes to extend our heartfelt and profound gratitude to all
persons who, in one way or another, have contributed efforts and support to make this
endeavor a reality.
  To the Schools Division of Benguet, for conducting a series of training workshops on
the formulation of contingency plans, providing contingency plan templates, providing financial
funds for its finalization, and providing guidance and support.
Likewise, to all the School Planning Team (SPT), representatives from the Municipal
DRRM, the Municipal Health Services Office, barangay Ucab representatives, PTA President
Mr. Lucky B. Busacay, school personnel, and other stakeholders who have shared their
intellectual support, assistance, suggestions, and recommendations that contributed to the
making of this contingency plan.

EXECUTIVE SUMMARY
Aligned with Department of Education’s MATATAG Agenda and the Basic Education
Development Plan (BEDP) 2023, Midas Elementary School continues to fight towards the
achievement of its programs, activities, and programs. The BEDP structure includes 4 Pillars
which are Access, Equity, Quality, Resilience and Governance. In Pillar 4: Resiliency, one
program indicated was the formulation of a contingency plan for the school.
  This contingency plan was developed to establish preparedness measures and
arrange response priorities ahead of time prior to a certain disaster, specifically a Rain-
Induced Landslide, requiring the activation of Emergency Operation Centers (EOC). 
A series of activities were conducted for its formulation, and these were participated in
collectively by the different stakeholders of the school. In December 2023, a Facilitators
Contingency Planning Workshop initiated by the School Division of Benguet was attended by
the School Head and the Administrative officer. Hence, a contingency plan for landslide and
earthquake were crafted.  The drafts of the contingency plans were presented to all school
personnel during the In-House Service Training (INSET) for teachers on January 29, 2024.
Some suggestions and comments are incorporated into the plan. 
  On April 30, 2024, Barangay Ucab Cluster Schools conducted their presentation and
finalization of contingency plans. Representatives from different sectors, such as barangay
and municipal representatives, commented and approved the contingency plans, but they
were subject to the incorporation of some comments and suggestions.
Chapter I includes the overall profile, situation, and historical data of the school.
Hazard analysis, which includes the anatomy of hazards, bad, worse, and worst scenarios,
and a breakdown of the affected population. Chapter II includes the goals and objectives of
the contingency plan, while Chapter III covers the response arrangements, which include
cluster identification, response activities, resource inventory, resource projection, and
resource gap summary. Also, Chapter IV is the activation flow chart for Landslide.
  The approved contingency plan is still subject to continuous testing, evaluation,
assessment, updating, and improvement.

CHAPTER I. BACKGROUND
A. Introduction
A.1. Location
Midas Elementary School is a complete
mono grade school located at Midas, Ucab,
Itogon, Benguet with an area of 5,0000
square meter. It is one of three elementary
schools in barangay Ucab, found near the
main road going in and out of the municipal
town hall hence very accessible to pupils,
teachers and to all stakeholders.

The school is along the highway which
is 4 kms away from the municipal office at
Poblacion, 2 km away from the nearest public
school, 5 km from the nearest private
elementary school, 3 km away from the
nearest public secondary school, 2.3 kms
away from the nearest private secondary
school, 3.5 kms away from the district office
and 14 kms away from the division office.

A.2. History
Statistics show that from its establishment as a primary school in 1974 up to this school
year, there has been an increasing trend in the enrolment. Through the years, the municipal
and provincial government of Benguet cause the construction of additional school building
thus said school was completed and elevated to Midas Elementary School year 1996-1997.
The school has 2 buildings. The first building has 6 rooms being occupied by grades 3,4,5,6,
Kindergarten, and the other room is utilized as multipurpose because it serves as computer
room, H.E., and school office. The second building has two rooms where grades 1 & 2
occupy: then the stage, the comfort room, the school canteen, and the multipurpose gym.

On March 8, 2019, a structural fire incident struck the school which gutted the first
building including all the clinic and sport equipment, garden and carpentry tools, ICT and
learning materials stored in it; damaging a portion of the multipurpose gym and the building
where grades 1 and 2 are utilizing. The Department of Education through the DPWH
constructed a two-story building consists of 6 rooms, occupied by grades 1 to 6. The second
PSB old building serve as the kindergarten and Grade 3-A. Since the population of learners
increased, through the commencement of the PTA, one room has been constructed as an
additional room for grade 1 but was recently vacated and being used currently as Principals
and Administrative Office. In 2023, another One-Storey building (Phase 1) was constructed
and funded by Province of Benguet LGU with 2 rooms that will cater a new classroom for
Kindergarten and Office for the non-teaching personnel.
A.3. School Profile
Enrolment
The enrollees for SY2023-2024 has
increased to 202, 97 of which are male and
105 are female. Most of the learners are
indigent pupils (Kankana-ey Tribe). Figure
2 shows the enrolment data segregated by
grade level and sex.

Currently, the school has ten (10)
personnel, seven are nationally paid
teachers, one MSB paid teacher, one
administrative officer, and a School
Principal (Figure 3).
Of these personnel, 3 of them are from Sitio
Midas, 3 from Ducot, one from Barangay
Gumatdang and one is from Baguio City.

Disaster is inevitable, hazards are always there, calamities in every family
should be expected every year which cannot be prevented from happening. For the
past three years, earthquakes, tropical cyclones and landslide have been recorded for
natural hazard list within the school area.
Nonetheless, we should be aware and prepare for these disasters, in any form
of actions or mitigations that we should do to avoid risks of every individual. Strict
analysis and more reasonable preparation measures will help a lot to lessen or avoid
disaster.
Meanwhile, to ensure preparedness and prevention, the school has Project
USDUNGAN which covers all DRRM Projects, Programs and Activities (PPA)s of
Midas Elementary School for the school year. It is also integrated in the Annual
Implementation Plan (AIP) and School Improvement Plan (SIP) for 2023-2025.
There has been a monitoring, assessment and evaluation of these activities
through quarterly School Monitoring Evaluation and Adjustments (SMEA). Moreover,
the school conducts a hazard mapping through the SELG student organization every
school year.

There are a total of 202 learners for SY2023-2024, 112 of whom are Kinder to Grade 3 learners, while 90 are Grade 4 to
Grade 6 learners. Most of the learners are indigenous people from the Kankanaey tribe, and 10 of them are from the Pantawid
Pampamilyang Pilipino Program (4Ps)-qualified families.
  There are 156 Grades 1–6 in the 2-storey new building, while, 46 are in kindergarten and Grade 3 are in the PSB Building.

A. Goal
The goal of the contingency plan is to provide effective, efficient, timely, and well-
coordinated response mechanisms in the event of the occurrence of Rain-Induced
Landslide affecting Midas Elementary School. Such mechanisms shall help to protect
lives, properties and the environment, and restore the immediate needs of the affected

B. General Objective(s)

When a landslide affects an entire school building, an estimate of more 2Million is needed for the response and recovery.
There is a need to make a makeshift building to be used for as temporary learning spaces, meals and snacks for rescuers, and
purchase of supplies and materials needed.
Meanwhile, Education cluster has the highest number resource Gaps which includes learners’ modules and Go Bags. Most
of the resources needed are manpower coming from the different concerned sectors and from other stakeholders. Moreover, most
of equipment needed are from the different agencies which are readily available such as heavy equipment’s, ambulance, among
others.

Moreover, the plan will also be activated when affected learners and personnel reached at least
50%.

ANNEX A. WORKING GROUP
Purpose:
The Working Group of Midas Elementary School will be responsible for the refinement,
finalization, testing, evaluation, packaging, updating and improvement of the CP.
Duties and Responsibilities:
The Working Group shall be responsible for the following:
1.Facilitate the refinement and finalization of the CP to include testing, evaluation,
packaging, updating and improvement;
2.Develop work plan for the completion and updating of the CP;
3.Organize consultation meetings with the planners and relevant technical experts
regarding the development of the CP; and
4.Facilitate the presentation and endorsement of the CP to the authorities for comments
and approval.
5.Identify gaps and make recommendations for the improvement of the CP.
6.Reproduce and furnish CP to concerned offices
