Pakistan
Water and Power Development Authority (WAPDA)
WAPDA was formed in 1958. The major responsibilities of
WAPDA were;
–Meet electricity demand of the country (except area of Karachi) by
installing new power plants, transmission lines and distribution
system.
–Develop hydro storage project ( dams) for meeting irrigation and
demand of the country and install hydro plants at dams locations.
WAPDA consisted of two segments :
Power Wing: For meeting electricity demand and responsible for
generation, transmission and distribution.
Water Wing : For developing hydro projects for irrigation
requirements.

PAKISTAN POWER SECTOR: BACKGROUND
1.The GoP approved Pakistan Power Sector Strategic Plan for
restructuring and reform in 1992, according to which, the power wing of
WAPDA was structured into four (4) Generation Companies (GENCOs),
one (1) National Transmission and Dispatch Company (NTDC) and nine
(9) Distribution Companies (DISCOs).
2.PEPCO was established in 1998 as an independent entity with mandate
to restructure Pakistan Power Sector, corporatise & commercialize the
restructured entities, and to bring about reforms thru introduction of
competition, enhancement of efficiencies and best financial and prudent
utility practices.
3.PEPCO initiated the restructuring and reform process in 1998 with
limited initial success. The reform process was considerably slowed
down beyond 2001 when PEPCO was reduced to a Division in WAPDA.
4.The GoP reactivated the mandate of PEPCO in October 2007 to bridge
the increasing demand supply gap and to reduce the resulting load
shedding in the country.

BOTTLE NECKS
48
Bottle Necks
•At present no major system constraints
•Intermittent over-loading of transformers at
some places being addressed by addition of
following transformation capacities up to
2014-15
–500/220 KV 11400 MVA
–220/132 KV 19330 MVA
49
50
•For huge future development the bottle necks
would be
1. Availability of finance
2.Responsibility of dispersal from power plants &
uncertainty of generation project.
•Capacity of
1.Planning department
2.Local Consultant
3.Local contractors
•Inconducive Law & order situation for foreign
consultants and contractors.
KEY PERFORMANCE INDICATORS
1.System Reliability
•Transmission System incl. Tie Lines
a)System Duration of Interruption
= A/N
where
A= sum of the total outage hours recorded at all the interconnection
points (other than 132 kV line tripping) in a period
N = Number of monitoring points (Interconnection Point)
Tie lines means interconnection facility for the transfer of electric power
between the licensee and other utilities not governed by the Act.
53
KEY PERFORMANCE INDICATORS
1.System Reliability
b)System Frequency Interruption
= A/N
Where
A= sum of the total outage hours recorded at all the interconnection
points (other than 132 kV line tripping) in a period
N= Number of circuits
54
KEY PERFORMANCE INDICATORS
2. System Security
(Energy not served)
= ∑ Pi x T
Where
Pi = Power interrupted in MW in a circuit
T = Time Duration in Hours
55
KEY PERFORMANCE INDICATORS
3.Quality of Supply
A)System Voltage Variation Grid
