sworn in as the new Secretary of the National Commission on
Muslim Filipinos (NCMF) on Wednesday, March 27, 2024
replacing the former Secretary Guiling A. Mamondiong
whose term of office expired on March 7, 2024.
Secretary Abdurahim took his Oath of Office before the
Executive Secretary Lucas P. Bersamin at the Malacañan
Palace. The ceremony was witnessed by Governor Yshmael
“Mang” I. Sali of Tawi-Tawi, Asec. Al Mohammad, Asec. Ria
Danielle Lumapas, Tawi-Tawi Provincial PESO Manager Mr.
Francis Marcial, and the Secretary’s wife Barangay
Chairwoman Dewy Sabuddin.

Designated by President Marcos as the
Amirul Hajj, Sheikh Sabuddin Abdurahim
has served as the President’s alter ego
during the annual pilgrimage to Makkah.
This year’s Hajj under his stewardship was
marked by unparalleled organization,
efficiency, and spiritual enrichment.
Pilgrims lauded the support they
received, from pre-departure orientation
to on-ground guidance in the Holy Land.
His leadership resulted in one of the
most peaceful and well-coordinated
Filipino Hajj missions in recent history.
Due to his remarkable accomplishments,
Muslim religious leaders, scholars, and
civil society organizations nationwide
have united in calling on President
Ferdinand R. Marcos, Jr., to renew Sheikh
Sabuddin’s appointment as Secretary of
the Commission. They recognize that his
continued service is vital to the strength
and unity of the Muslim Filipino
community.

Before ascending to national leadership,
Sheikh Abdurahim was a board member in
Tawi-Tawi, focusing on peace,
development, and education initiatives. His
grounding in local governance laid the
foundation for his impactful work in
national service.
Appointed by President Ferdinand R.
Marcos, Jr., Sheikh Sabuddin serves as the
Cabinet Secretary of the NCMF.
Under his leadership, the Commission
has expanded its programs and services
for Muslim Filipinos—defending their
rights, promoting Islamic education,
enhancing socio-economic development
and strengthening the Filipino Ummah’s
role in nation-building. His vision and
administrative excellence inspire reform
and dignity in public service.
Hajj and his ongoing legacy at the
National Commission on Muslim Filipinos
make him an irreplaceable figure in the
continuing journey of the Filipino Muslim
Ummah. With strong public support
backing the renewal of his appointment,
his leadership is more vital than ever for
the community, the country, and the
cause of peace, unity, and faith.

He has also been invited as a speaker and
resource person by the Rotary Club, DILG,
INTERPOL NCB Manila, and US DOJ-ICITAP
on topics of peacebuilding, conflict
resolution, human rights, and leadership.
His service has been recognized with
numerous awards and commendations,
including the Presidential Citation Badge,
PNP Medal of Merit, Efficiency and Anti-
Dissidence Medals, Leadership and Service
Awards, and Certificates of
Commendation from both national and
international organizations.
Through his leadership and dedication,
Director Derogongan continues to play a
vital role in strengthening peacebuilding,
conflict resolution, and promoting
resilience against violent extremism in the
Philippines and beyond.
Director Cosanie Mortaba Derogongan
(DSC), MPA is the Bureau Director of the
National Commission on Muslim Filipinos
—Bureau of Peace and Conflict
Resolution (NCMF-BPCR). He currently
serves as Cluster Head of the Religious
Leaders Cluster of the National Action
Plan on Preventing and Countering
Violent Extremism (NAP-PCVE), the
Philippine government’s whole-of-nation
framework against radicalization and
violent extremism.
He has actively engaged in national and
international initiatives. As a National
Expert, he contributed to the Handbook
on Islam in Places of Detention in
partnership with BJMP, BuCor, PNP, CHR,
and the UNODC. He has represented the
Philippines in major forums, including the
International Nusantara Conference on
Medical Issues (iNUCMI) in Kota Bahru
Kelantan Malaysia (2025), 3rd ASEAN
International Conference in Thailand
(2025), the Muslim Health Communities
Congress in Turkey (2024), the Philippine-
Indonesia Bilateral Joint Working Group
on Counterterrorism (2022), the
Universal Youth Leadership Summit in
Kuala Lumpur (2019), and UNDP’s global
governance and counterterrorism events.
During the COVID-19 pandemic, Director
Derogongan led the NCMF Task Force
COVID-19 and was recognized by the
Muslim Employees Association of the
Philippines for his service, the Imam
Council of the Philippine Inc and the
Sultanate of Phangampong a Pilipinas.

have worked hand-in-hand to implement
grassroots activities, capacity-building
programs, and peace advocacy initiatives
that empower religious leaders, youth,
women, and communities. These
accomplishments include the conduct of
dialogues and symposia, partnerships with
local government units and civil society
organizations, as well as the integration of
Islamic teachings into peace education
and deradicalization programs.
The Accomplishment Report therefore
stands not as the effort of a single office,
but as the shared commitment of the
NCMF as a whole. Each activity carried out
—from local consultations to national
conferences—represents the dedication of
the Commission to foster inclusive
development and to shield vulnerable
sectors from extremist ideologies.
In fulfilling its role, the NCMF continues to
champion the voice of the Muslim
community in national peacebuilding,
ensuring that the Religious Leaders Cluster
remains a strong pillar of the NAP/PCVE.
The Commission reaffirms its unwavering
commitment to strengthening resilience
against extremism and building a future of
harmony, where peace is embraced as
both a value and a way of life.

Through his leadership, the Commission

2024 NCMF Hijab Awareness Program:
A Celebration of Identity and Peace
The National Commission on Muslim
Filipinos (NCMF) – Gender and
Development (GAD), led by
Commissioner for Women Dalisay “Alleya”
N. Macadawan, in collaboration with the
Bureau of Peace and Conflict Resolution
(BPCR), successfully held the 2024 Hijab
Awareness Program on February 26,
2024, at Culiat Barangay Hall, Quezon
City. With the theme “Hijab: The Walking
Royalty” (#VeiledInStrength), the event is
part of the NCMF-BPCR’s ongoing
Peacebuilding Program, promoting
respect, inclusion, and understanding
among diverse communities.
The program aimed to raise awareness on
the significance of the Hijab, clarify
misconceptions, and affirm the legal
rights of Muslim women to wear it in
public. Highlights included a legal
discussion by Atty. Jehan-Jehan A. Lepail,
inspirational messages from peace
advocates such as Commissioner Samer
Allong, Dir. Cosanie Derogongan, and
representatives from AFP, PNP, BJMP,
DepEd, and PCW. Local government
leaders including Councilor Doc Ellie Juan
also voiced support on behalf of Mayor
Joy Belmonte.
The event featured a Hijab styling
showcase led by Dr. Princess Hannifa
Sabdullah. Active participation from
various community groups and the local
government reaffirmed the NCMF’s
commitment to empowering Muslim
women while fostering peace,
understanding, and cultural pride across
the nation.

The National Commission on Muslim
Filipinos (NCMF), through its Bureau of
Muslim Cultural Affairs (BMCA) led by
Acting Director Atty. Michael Mito-on
J. Ali, successfully held the 49th
National Qur'an Reading Competition
(NQRC) on April 18, 2024, at the Bahay
ng Alumni, UP Diliman, Quezon City,
with the theme “Al-Qur’an: Healing
the Wounds Through a United
Ummah”.
The event was graced by DILG
Secretary Benjamin "Benhur" Abalos Jr.
as Keynote Speaker, highlighting the
Qur’an’s role in spiritual guidance and
peacebuilding. He commended the
participants and expressed his support
for NCMF, including efforts to ensure
a successful 2024 Hajj. NCMF
Secretary Sabuddin Abdurahim, in his
first public address, committed to
leading with integrity and using the
Qur’an as a moral compass in service
delivery.
NCMF Holds 49th National Qur’an Reading
Competition: Promoting Unity Through Faith
Officials are from the embassies of Libya,
Turkey, Iran, and the Kingdom of Saudi
Arabia, including national government
representatives and other valued guests.
The Saudi Embassy generously donated
dates and copies of the Holy Qur’an for
contestants and VIPs.
The event’s success was made possible by
the dedication of Division Chief Sawia
Punut (Overall Chairman), Chief
Tananoray Macalandong, Chief Jurhana
Dimaampao, the BMCA staffs, and
chairpersons and members of various
committees. Support also came from the
entire NCMF leadership and staff.
The Bureau of Peace and Conflict
Resolution (BPCR) also actively
participated, showing inter-bureau
collaboration in advancing cultural and
spiritual programs that support
peacebuilding efforts.

RLC/PCVE Visit

Quezon City, May 20, 2024– The
Religious Leaders Headed by the Imam
Council of the Philippines, Inc. (ICPI) and
the Director of Bureau of Peace and
Conflict Resolution (BPCR) of the
National Commission on Muslim Filipinos
(NCMF) paid a courtesy visit to Chief of
the Philippine National Police PGEN
Francisco Marbil at the PNP National
Headquarters in Camp Crame.
The delegation, led by Imam PCOL Ebra
Moxsir (President of Imam Council of
the Philippines Inc. and Director Cosanie
M. Derogongan (Head, Religious Leaders
Cluster NAP/PCVE), met with Chief
Marbil to discuss various peace-building
initiatives. Imam Moxsir presented some
of the religious leaders and the current
program of the Council. Director
Derogongan also presented NCMF-
BPCR’s ongoing and future programs
aimed at fostering peace and
community resilience, aligning with
President Bongbong Marcos Jr.'s "Bagong
Pilipinas" program.
A key highlight of the meeting was the
briefing on the NCMF’s "Bagong Pilipinas
Community Resilience Program" under the
leadership of Secretary Shiek Sabuddin
Abdurahim. This initiative focuses on
enhancing community resilience and
promoting peace across the nation.
The visit underscored the collaborative
efforts between the Religious Leaders to be
lead by ICPI, the PNP and NCMF in ensuring
the stability and security of communities,
particularly those with significant Muslim
populations outside Bangsamoro
Autonomous Region on Muslim Mindanao.

Stakeholders Conference
Strengthens Peace and
Security Collaboration
Hosted by DILG on May 11,
2024
The Stakeholders Conference held at
Camp Crame, Quezon City gathered the
Department of the Interior and Local
Government (DILG) Family, including the
DILG proper and its attached agencies,
to reinforce collaboration in advancing
peace, order, and community resilience.
The National Commission on Muslim
Filipinos (NCMF), led by Secretary Sheikh
Sabuddin N. Abdurahim, actively
participated in the conference alongside
NCMF officials. Their presence
underscored the agency’s continuing
role as the focal institution for the
Religious Leaders Cluster of the National
Action Plan on Preventing and
Countering Violent Extremism
(NAP/PCVE).
The conference highlighted the
importance of whole-of-government
and whole-of-nation approaches in
addressing issues of security and
development.
Through the participation of the DILG
Family—comprising agencies such as the
Philippine National Police, Bureau of Jail
Management and Penology, and Bureau of
Fire Protection—the event became a
platform for strengthening partnerships and
aligning strategies toward peace and

RTD Highlights Role of Faith in
Countering Extremism
The 2nd Round Table Discussion (RTD) on
the implementation and support of Civil
Society Organizations (CSOs) and Academic
Institutions for the National Action Plan on
Preventing and Countering Violent
Extremism (NAP PCVE) was held at the DILG
Central Office, NAPOLCOM Center. The
event brought together key stakeholders
from government, civil society, and the
academe to strengthen collaboration in
addressing violent extremism through
community-based and inclusive
approaches.
Director Cosanie M. Derogongan, Cluster
Head of Religious Leaders under the NAP
PCVE framework and Director of the
NCMF’s Bureau of Peace and Conflict
Resolution (BPCR), served as the resource
person for Thematic Area 1: Religious
Tolerance Towards Successful
Peacebuilding.
In his presentation, Director Derogongan
emphasized that religious tolerance is not
just a moral imperative but a
strategic pillar in countering violent
ideologies. He highlighted how respectful
interfaith dialogue, community
engagement, and culturally rooted peace
education can bridge divides and foster
sustainable peace, particularly in
vulnerable and conflict-affected areas.
The RTD served as a platform for
exchanging insights, best practices, and
collaborative strategies. Participants
reaffirmed their commitment to
promoting peace through mutual
respect, inclusivity, and the
empowerment of local actors, especially
religious and community leaders.
The event underscored the growing
recognition of the NAP PCVE’s whole-of-
nation approach, where religious leaders,
CSOs, and academic institutions play a
vital role in building resilient, tolerant,
and peaceful communities across the
country.

Milestone Achieved: First Digital Shari’ah
Bar Exam Successfully Conducted at UP
Diliman and Ateneo de Davao University.
In a significant leap forward for legal
education and access to justice, the first-
ever Digital Shari’ah Bar Examination was
conducted seamlessly at the University of
the Philippines Diliman, Quezon City and
Ateneo De Davao University.
Commencing with reverence, NCMF Director
Cosanie Derogongan (Shari’ah Lawyer) led a
prayer, invoking blessings and guidance on
this pioneering journey. This solemn moment
was followed by an inspiring opening
message from Honorable Associate Justice
Japar B. Dimaampao, underscoring the
gravity of the occasion.
A video presentation showcased the
relentless efforts of the Supreme Court to
ensure equal access to justice for all
Filipinos. Through this visual narrative, the
judiciary's commitment to upholding the
principles of fairness and inclusivity
resonated deeply, reinforcing the event's
significance.
Chief Justice Honorable Alexander G.
Gesmundo delivered a message of
steadfast support, emphasizing the
imperative of strengthening the foundations
of Shari'ah Justice. His words of
encouragement echoed the collective
determination to advance the cause of legal
education and justice in the Philippines.

Successful Launch
of Basic Mediation
Course Promotes
Peace in Palawan
Participants of the course, comprised of
community leaders, stakeholders, and
representatives from various sectors,
underwent training in conflict resolution,
mediation techniques, and peacebuilding
strategies. The sessions were led by
experienced facilitators from the Bureau
of Peace and Conflict Resolution to
empower individuals with the necessary
skills to address disputes amicably and
promote understanding among
community members.
The program's success can be attributed
to the collaborative efforts of the Bureau
of Peace and Conflict Resolution of the
Commission, and local stakeholders in
Palawan.
In his address during the opening of the
program, Secretary Abdurahim expressed
his gratitude to all participants for their
active involvement and support. He
emphasized the importance of mediation
in resolving conflicts and building
resilient communities, echoing the vision
of President Marcos's administration to
create a more peaceful and prosperous
nation.
As the first of its kind, the Basic
Mediation Course sets a precedent for
future initiatives to strengthen peace and
harmony within Muslim communities
across the Philippines.
Resolution, under the leadership of
Director Cosanie M. Derogongan, has
successfully conducted the First Basic
Mediation Course for Muslim
Communities. This pioneering initiative,
spearheaded by the Conflict Resolution
Division headed by Chief Sajid Ensamtan,
represents a groundbreaking step in
strengthening peace and harmony within
our communities. It is aligned with the
vision and direction of our new Secretary,
Sabuddin Abdurahim, through the
Bagong Pilipinas Community Resilience
Program.
Held in Palawan, the program marks a
significant milestone following President
Marcos's declaration that the province
was free from insurgency and was now a
peaceful region.

MASJID AND COMMUNITY VISITATIONS CONDUCTED
AT BATARAZA, PALAWAN ON MAY 11, 2024
The Masjid Visitation at Bataraza Grand
Masjid, Palawan formed part of the
Bagong Pilipinas Community Resilience
Program, showcasing the role of religious
leaders and community engagement in
building peace and solidarity. Led by the
National Commission on Muslim Filipinos
(NCMF), Bureau of Peace amnd Conflict
Resolution (BPCR) the activity highlighted
how faith-based initiatives strengthen
relationships across sectors and contribute
to long-term peacebuilding.
Community visitations serve as bridges
that connect hearts and minds, fostering
dialogue, mutual respect, and resilience.
By coming together in places of worship,
people not only affirm their faith but also
their shared commitment to unity and
compassion. This aligns closely with the
national vision of Bagong Pilipinas 2024–
2028, which emphasizes inclusive
governance, community empowerment,
and peace as pillars of development.

126th Anniversary of Philippine
Independence Day on June 10, 2024.
The event, held at the Iridium Seventy
Hotel in Aziziyah, Jeddah, was hosted
by Consul General Edgar Tomas Q.
Auxilian and Dr. Maria Vita E. Auxilian.
Secretary Abdurahim seized the
chance to convey his utmost
appreciation to the Department of
Foreign Affairs for their help in
ensuring smooth operations for the
2023 and 2024 Hajj pilgrimage. Several
key officials received Plaques of
Appreciation for their outstanding
contributions, including Hon. Rommel
A. Romato (Riyadh Philippine Embassy
Charge d'Affaires), Hon. Edgar Tomas Q.
Auxilian (Jeddah PCG Consul General),
and Mr. Junaid C. Ali (Riyadh Embassy

Custodial Officers in the Philippines
The United Nations Office on Drugs
and Crime (UNODC) spearheaded the
launchinhg of the Handbook on Islam
in Places of Detention: A Practical
Guide for Custodial Officers in the
Philippines, underscoring its
importance in promoting respect for
religious and cultural diversity within
the Philippine correctional system. The
event was held on Tuesday at Novotel
Hotel, Quezon City.
Present at the launch were key
stakeholders and officials, including
BuCor Director GeneralGregorio Pio P.
Catapang Jr., BJMP Chief JDir. Ruel S.
Rivera, PNP Chief Police General
Rommel Francisco Marbil, NCMF
Secretary Sheikh Sabuddin Abdurahim,
CHR Chairman Richard Palpal-Latoc, and
Presidential Adviser on Muslim Affairs

The handbook was co-authored by the
Bureau of Jail Management and
Penology (BJMP), Bureau of Corrections

In a recent address, Director Cosanie
Mortaba Derogongan of the Bureau of
Peace and Conflict Resolution within the
National Commission on Muslim Filipinos
(NCMF) emphasized the need for the
commission to actively support the Bagong
Pilipinas campaign initiated by the current
administration, led by President Ferdinand
Marcos Jr.
Director Derogongan stressed the
importance of collective action from the
government workforce, highlighting the role
of NCMF in contributing to the overarching
vision of a renewed Philippines under the
Leadership of President Ferdinand R.
Marcos Jr. During his brief speech, he
underlined the necessity for individual
efforts within the commission to kickstart
the changes required to bring the Bagong
Pilipinas vision to fruition.
In invoking the teachings of the Qur'an,
Director Derogongan quoted the verse:
"Verily, Allaah will not change the condition
of a people until they change what is in
themselves”.

Hajj: A Journey of PEACE and Obligation

Hajj, the annual pilgrimage to Mecca, stands as one of the five pillars of Islam. This sacred
journey is not merely a ritual but a profound spiritual experience, representing a
cornerstone of faith and devotion for Muslims worldwide. Once in a lifetime, every Muslim
who possesses the means and health is obligated to undertake this pilgrimage, fostering
unity, humility, and a profound connection to the Almighty.
This year, the Hajj of 2024 has taken on a
special significance for Filipino Muslims
under the diligent oversight of Secretary
Sheikh Sabuddin Abdurahim, who has been
appointed as the Amirul-Hajj by President
Ferdinand Marcos Jr. In his role, Secretary
Abdurahim is committed to ensuring a
smooth, enriching Hajj experience for all
Filipino pilgrims, reflecting a broader effort
to enhance and reform Hajj management.
Secretary Abdurahim's approach is
characterized by meticulous attention and a

detailed the Masha'er experiences in
Arafat, Mina, and Muzdalifah, including the
differences between Taraddudiya (shuttle
option) and General Transportation
procedures.
Secretary Abdurahim, known as the "last
man standing" in crucial situations, staying
until all pilgrims were transported, shared
his proactive efforts to overcome
challenges, recounting how he coordinated
directly with the Saudi Ministry of Hajj and
swiftly arranged private buses to transport
pilgrims from Arafat to Muzdalifah and

3C Summit 2024: Strengthening National
Resilience Amid Evolving Threats
The 3C Summit 2024, held on June 20,
2024 at the Quezon City Sports Club,
carried the timely theme “Navigating the
Evolving Threat Landscape.” This
significant gathering brought together
representatives from various government
agencies and key partners to tackle
pressing issues in the fields of
Cybersecurity, CBRN-WMD (Chemical,
Biological, Radiological, and Nuclear–
Weapons of Mass Destruction), and
Counterterrorism.
The summit provided a comprehensive
platform for dialogue, collaboration, and
strategic foresight. Through a dynamic mix
of plenary sessions, technical workshops,
and the presentation of workshop outputs,
participants were able to exchange
insights, share best practices, and identify
concrete strategies to strengthen national
and inter-agency responses to evolving
threats. The event underscored the
importance of collective action and cross-
sector cooperation, highlighting how
security challenges today demand both
specialized knowledge and unified
commitment.

On July 18, 2024, NCMF Secretary Sabuddin
N. Abdurahim graced the 74th National
Security Council (NSC) and 75th National
Intelligence Coordination Agency (NICA)
Founding Anniversary Celebration held at
the Reception Hall of the Philippine
International Convention Center in Pasay
City. The event was attended by top
officials from the security sector namely
Philippine National Police Chief Rommel
Francisco D. Marbil, Chief of Staff of the
Armed Forces of the Philippines Romeo
Saturnino Brawner Jr., Presidential Adviser
on Peace, Reconciliation and Unity
Secretary Carlito G. Galvez, Jr. and many
others. Members of the diplomatic corps
from 36 countries also joined the occasion.
The NCMF is a support agency to the
Anti-Terrorism Council (ATC) to which
the NSC and NICA function as
Secretariat. Secretary Abdurahim has
been consistently attending ATC
meetings presided by ES Bersamin in
Malacanang since the former’s
assumption to office. The NCMF commits
its support and active participation to all
the programs of the ATC to realize their
common and shared goals.

Bilateral meetings with the National Steering

(NSCWPS)
This meeting aims to reaffirm the
commitments of the executives and heads
of units crucial to the implementation of
the NAPWPS, including those in Planning,

offices among others. Additionally, it seeks
to discuss the agencies' current WPS
initiatives across the four pillars of the
NAPPS, along with the corresponding
action points assigned to them.

The Department of Foreign Affairs (DFA)
hosted an International Engagement
Cluster Meeting on National Action Plan on
Preventing and Countering Violent
Extremism (NAP-PCVE) at Bulwagang
Elpidio, Quirino, Pasay City, July 5, 2024. The
event provided updates and reviews on the
cluster's roadmap.
Director Cosanie Mortaba Derogongan and
Executive Director Atty. Jehan Jehan Lepail
represented the NCMF. The meeting
featured discussions on international best
practices, community engagements, and
strategies to counter radicalization. Open
sessions allowed the participants to focus
on specific areas, presenting actionable
recommendations.

The 19th Meeting of the Intergovernmental
Relations Body (IGRB) between the National
Government and the Bangsamoro
Government was held on July 25, 2024,
marking another significant milestone in
fostering meaningful cooperation and
mutual understanding between the two
governments under the spirit of the
Bangsamoro Organic Law (BOL).
The meeting was attended by high-ranking
officials from both sides, led by Department
of Budget and Management (DBM)
Secretary Amenah F. Pangandaman, who
co-chairs the IGRB for the National
Government, and Bangsamoro Minister of
Basic, Higher, and Technical Education
Mohagher M. Iqbal, representing the
Bangsamoro Government.

Legazpi City, Albay recently hosted a
historic enthronement ceremony HELD ON
JULY 21, 2024 honoring traditional and
religious leaders of the Bicol Region,
including the Sultan, Datu, Bae, Rajah, and
Princessa. Among those enthroned were
Governor Edcel Grex Lagman and his wife
Ana Lagman, conferred as Rajah and
Princessa of Albay Legazpi.
Organized by the Sultanate of the Bicol
Region and the Sultanate of Phangampong
a Pilipinas under HRH Sultan Bob M.
Datimbang the Sultan sa Pilipinas, and
supported by the NCMF Bureau of Peace
and Conflict Resolution led by Director
Sultan Cosanie Mortaba Derogongan, the
event highlighted the importance of
tradition in nation-building.
The installation of traditional leaders is part
of the PCVE Peacebuilding Program,
recognizing and institutionalizing their role
in promoting dialogue, unity, and conflict
resolution at the community level.
Governor Lagman expressed gratitude for
the honor, stressing that the ceremony

Peace, and Security is currently underway
at the Philippine International Convention
Center (PICC). It will bring together
delegates from various countries,
international organizations, and local civil
society groups. This two-day event is a
collaborative effort by the Office of the
Presidential Adviser on Peace and
Reconciliation Unit, the Department of
Foreign Affairs, the Department of Budget
and Management, the Philippine
Commission on Women, UN Women,
ASEAN Institute for Peace and
Reconciliation, and the Philippine Center
for Democracy and Islam. The conference
aims to strengthen international
partnerships and develop actionable
strategies to enhance women’s
participation in peacebuilding, conflict
resolution, and security efforts. A central

Legazpi City, July 20, 2024 — The National
Commission on Muslim Filipinos – Bureau of
Peace and Conflict Resolution (NCMF-
BPCR) conducted a Community Visitation in
Legazpi City as part of the Bagong Pilipinas
Program.
The activity aimed to bring government
closer to the people, ensuring that
communities feel the responsiveness and
activeness of government programs under
the leadership of President Ferdinand R.

COMMUNITY/COURT VISITATION
The Supreme Court of the Philippines, led
by Associate Justice Japar Dimaampao,
together with Associate Justice Anisha
Umpa of the Court of Appeals, and the
National Commission on Muslim Filipinos
(NCMF), led by Secretary Sabuddin
Abdurahim, conducted a successful joint
community visitation in Tawi-Tawi Province.
The team, accompanied by key NCMF
officials, including Chief of Staff Atty.
Hassanal Abdurahim, Director Cosanie
Derogongan, Dr. Princess Hannifa Sabdullah,
and Tawi-Tawi Provincial Director Ms.
Ascelaine Malande, aimed to strengthen
judicial infrastructure and promote
community resilience.
On Day 1, the delegation visited the
Regional Trial Court, District Shari’a Court
of Bongao, Tawi Tawi, where they were
briefed on court operations and challenges.
The highlight of the day was the provincial
government’s announcement of a land
donation for the construction of a Hall of
Justice in Tawi-Tawi, during the courtesy to
the Provincial Capitol, which marks a
significant step in improving access to
justice in the region.
Day 2 featured a meaningful visit to the
historic First Masjid of Simunul, where
Sheikh Karimul Makhdum built the first
mosque in the Philippines. This visit was

The Launching of Halal Modules event
was held at the JSABILO Delos Reyes
Auditorium, UP Diliman, Quezon City on
July 31, 2024. This significant occasion

presence of Secretary Sabuddin

On July 21, 2024, Secretary Sabuddin N.
Abdurahim joined other Muslim leaders
and dignitaries in the customary washing
of Kaaba in Makkah, Saudi Arabia. The
Holy site is being washed twice a year,
once in the month of Muharram( first
month of Hijri calendar) and before the
holy month of Ramadhan and
traditionally, the Saudi Royals took part
in the ceremony.
Secretary Abdurahim, the Amirul hajj of
2024, was endorsed by the Ministry of
Hajj and Ummrah to take part along with
other selected Muslim leaders and
dignitaries in the sacred washing ritual of
Kaaba.
The presence of the NCMF head at the
prestigious event alongside other Muslim
leaders symbolizes the inclusion and and recognition of the Filipino Muslim
community within the global Muslim Ummah. It
also helps enhance the diplomatic and cultural
ties between the Philippines and Saudi Arabia.

Miguel, Manila, a relief distribution
program was held for the victims of
Typhoon Carina, providing essential
groceries, including rice, to affected
families. This initiative served not only as
a lifeline of support but also as a symbol
of compassion and unity in the face of
adversity.
Sultan P/B Suharto Diampuan Buleg Sr.
conveyed his profound gratitude to
Senator Robin Padilla and Mariel Padilla
for their generous contributions that

Philippine Judicial Academy Summit

Ceremony of the 2nd Shari’ah Summit: A
Judicial Career Enhancement Program
for the Shari’ah Courts. The event was

Academy on August 3, 2024 at The
Judicial Academy Philippines, Tagaytay

the NAP PCVE, with a particular

SUCCESSFUL MEDIATION PROGRAM HELD IN
MANILA ON AUGUST 30, 2024
The National Commission on Muslim
Filipinos (NCMF), under the dynamic
leadership of Secretary Sabuddin
Abdurahim, successfully conducted a
significant mediation program at Kaizen
Suites, Manila. This initiative, a vital
component of the NCMF's Bagong
Pilipinas Community Resilience Program,
was implemented by the Bureau of
Peace and Conflict Resolution (BPCR),
spearheaded by Director Cosanie
Mortaba Derogongan.
The program, centered on "Mediation as
a Mode of Conflict Resolution," brought
together peace advocates, and
participants, all committed to fostering
dialogue and resolving conflicts through
peaceful means. Chief Sajid Ensamtan of
Conflict Resolution emphasized the
critical role of mediation in maintaining
social harmony, especially in Muslim
communities prone to disputes because

Democracy (PCID), in collaboration with
the National College of Public
Administration and Government
(NCPAG) at the University of the
Philippines, hosted a significant round

inQuezon City, August 23, 2024 . The

Islamic Banking and Finance, and Shariah

Among the distinguished guests was
Hon. Huma A Chugtai, a member of the
Pakistan National Assembly and a
prominent advocate for governance,

development. Hon. Chugtai, who holds a
Bachelor's degree in Law and Shariah
and a Master's degree in Humanitarian
Laws, provided a comprehensive
overview of the intersection between

ROUND TABLE DISCUSSION ON MORAL
GOVERNANCE, ISLAMIC BANKING AND FINANCE AND
SHARI’AH AND THE LAW HELD IN QUEZON CITY
Director Cosanie Mortaba Derogongan of
the Bureau of Peace and Conflict
Resolution, National Commission on
Muslim Filipinos (NCMF), also attended
the program. In his address, Director
Derogongan expressed his gratitude to
the PCID for organizing the event and
shared his insights on Presidential
Decree 1083, which codifies Muslim
Personal Laws in the Philippines. He
emphasized the necessity of establishing
additional Shariah Courts outside the
Bangsamoro Autonomous Region in
Muslim Mindanao (BARMM) to ensure

On the 1st Day/Night of the said travel,
the NCMF delegate met the Muslim
Filipino Leaders throughout the Region

concerns. On the 2nd day, the delegation
had a courtesy meeting with the Mayor
of the Municipality of Guinobatan, Hon.
Paul Chino Garcia and able to discuss the
donated land for Muslim Filipinos. The

donated land to conduct ocular

IN THE PROVINCE OF ALBAY
Thereafter, the delegation proceeded to
the rest house of the Provincial Governor
to meet Governor Lagman and the
Muslim Community Leaders to discuss
the donated land and the creation of the
Office of Muslim Affairs and Indigenous
Cultural Communities Council.
The donated land is for the purpose of
the establishment of Interfaith
Cemetery, Livelihood Center and
Madrasah School for the Muslim Filipinos
living and working in the Province of

PEACE SUMMIT 2024The Peace Summit, "Strength in Unity:
Building Resilient Communities for a
Prosperous Bagong Pilipinas," was
successfully held on September 9, 2024, at
the Bay View Hotel Manila. This timely
event, which took place during the Month
of Peace, gathered various stakeholders and
was organized by the National Commission
on Muslim Filipinos (NCMF) Bureau of
Peace and Conflict Resolution, led by
Director Cosanie Mortaba Derogongan. In
collaboration with the Imam Council of the
Philippines, headed by Imam Colonel Ebra
Moxsir, the Sultanate of Phangampong a
Pilipinas, led by Sultan Bob Datimbang, and
various Civil Society Organizations (CSOs),
the summit also saw the cooperation of the
Public Attorney's Office (PAO) led by Chief
Persida Acosta.
Keynote Speaker, Secretary Sabuddin N.

commission's ongoing initiatives under the

surveying and titling to capacitate NCMF
employees on the subject matter.
The training was organized and facilitated
by the NCMF Bureau of Muslim Settlement
headed by Director Masideng Salic and
attended by different employees from the
regional offices either physically or virtually.
The training aims to equip NCMF
employees with the technical knowledge
and skills over the subject matter in order
to effectively deliver NCMF's mandate to
promote and develop Muslim Filipino
settlements.
NCMF-NCR was physically represented by Atty.
Jamael Batugan of Legal Affairs Division, Soukre
Hadjiazis of Socio-Economic Division and

NCMF – BUREAU OF MUSLIM SETTLEMENTS CONDUCTS HYBRID
TRAINING ON LAND MAPPING, SURVEYING, AND TITLING
This activity was the first training program in
line with the mandates of the Commission
pursuant to Section 8 (o) Article II of R.A.
9997 to provide legal and technical services
for the survey, adjudication, titling, and
development of Muslim Filipino ancestral
lands and settlements proclaimed by the
government for the Muslim Filipinos. It is a
milestone in fulfilling the mandate for the
betterment of the Muslim clienteles of the
Commission.
The Bureau of Muslim Settlement through
the Settlement Division spearheaded by Chief
Yasmin Alonto-Naga, conceptualized and
conducted this training program in order to
capacitate personnel from the concerned
Bureaus and Regional Offices of the
Commission on the skills and fundamental
knowledge on land classification, land survey,
land disposition and land registration in the
Philippines in order to have sufficient
understanding on the principles behind the
titling activities of the national government.

CONSULTATIVE CONFERENCE ON PEACE
EDUCATION HELD IN MAKATI
The Consultative Conference on Peace
Education occurred from September 23-
27, 2024, at the Tiara Oriental Hotel,
Makati. The conference brought
together education leaders and
stakeholders to discuss implementing a
peace education policy crafted by the
Department of Education (DepEd).
Director Cosanie Mortaba Derogongan
expressed his full support for the policy.
In his speech, Derogongan highlighted
the significance of peace education in
fostering understanding and preventing
conflicts. He reflected on the tragic
events of the 2017 Marawi siege, noting
that the new policy aims to prevent
similar crises by promoting peace and
unity through education. He lauded the
Department of Education's initiative,
believing it would strengthen
communities and create a culture of
non-violence.

JAIL VISITATION IN MARAWI CITY
The Muslim Judges Association of the
Philippines successfully conducted a
jail visitation in Marawi on October 13,
2024, with the esteemed participation
of Associate Justice Japar
Dimaampao. The visitation was part of
the association’s ongoing efforts to
ensure the welfare of Persons
Deprived of Liberty (PDLs) and to
assess their needs.
The National Commission on Muslim
Filipinos (NCMF), particularly the
Bureau of Peace and Conflict
Resolution (BPCR) led by Director

NAP/PCVE), joined the visitation to
ensure our PDL needs were
addressed. This included legal

The program was graced by notable

FOR WOMEN, MANDALUYONG CITY
Muslim Judges Association of the
Philippines, led by its President, Judge
Edilwasif Badiri, successfully conducted a
jail visitation at the Correctional
Institution for Women in Mandaluyong
City on October 10, 2024. The event was
honored by the presence of Supreme
Court Associate Justice Japar B.
Dimaampao. Judges and some of Court
Employees of Mandaluyong City were
also attended the program.
The Bureau of Legal Affairs of the
National Commission on Muslim
Filipinos (NCMF), led by Atty Rolando
Abo with NCR Chief of the Legal
Division Atty Batugan and Shariah
Lawyer Saladin Balt joined the visit,
providing legal assistance and

Course conducted by the Bureau of
Muslim Settlements under Director

to 17, 2024, held at Royal Farm Resort,

Sabuddin N. Abdurahim, was also present
to deliver a message of support.
The course is a three-day rigid training
with eight modules aimed at coordinating
the actions of various groups of
responders during an incident or a
disaster by blending complex
organizational structures towards

of resource persons from the Office of
Civil Defense Region IX led by Atty.
Kornessa Paras facilitated the conduct of
the course through classroom

The 9th World Islamic Health Union (WIHU)
Congress was held in Ankara, Turkey, from
November 28 to 30, 2024. It brought
together global Muslim health leaders to
advance peace, health, and community
well-being.
Representing the Philippines, Director
Cosanie M. Derogongan from the National
Commission on MUslim Filipinos, Dr. Princess
Hannifa K. Sabdullah, and Dr. Rocaya
Vanessa Mangondato of the Islamic Medical
Association of the Philippines (IMAN-Phils.)
joined this significant gathering to address
the pressing healthcare needs of Muslim
communities worldwide.
The congress highlighted holistic health
solutions grounded in Islamic values,
emphasizing the promotion of peace
through equitable access to healthcare. The
Philippine delegation shared perspectives on
integrating cultural and faith-based
sensitivity into health programs, showcasing
ongoing efforts to uplift underserved
Filipino Muslim communities.

The Bureau of Legal Affairs (BLA) led by
Atty. ROLANDO T. ABO, through its
flagship initiative Abot-Kamay na Tulong
Legal: NCMF Legal Assistance Program,
has remained steadfast in delivering free
legal aid to poor and marginalized Muslim
communities in the Greater Manila
Region. Beyond providing legal assistance,
the program extends critical support
through counseling, amicable settlement
of disputes, and preparation of legal
documents such as affidavits, pleadings,
and demand letters—all at no cost to
beneficiaries.
From January to November 2024, the BLA
rendered a total of 254 services,
composed of 146 legal assistances, 104
legal documents, and 4 compromise
agreements. These services highlight the
Bureau’s strong commitment to ensuring
that individuals who lack financial
resources are given fair access to justice
and due representation in judicial
processes.
Among its notable achievements was the
conduct of legal assistance at the
Correctional Institution for Women in

The BLA also successfully facilitated
barangay-level negotiations in Culiat,
Quezon City, and partnered with the
Department of Migrant Workers to
address cases involving recruitment
agencies accused of maltreating Overseas
Filipino Workers bound for Saudi Arabia.
Despite challenges such as limited
resources, the Bureau has consistently
delivered responsive, professional, and
quality legal services. These
accomplishments exemplify the BLA’s
unwavering dedication to safeguarding
rights, promoting peaceful conflict
resolution, and advancing justice and
equality for underserved communities.

On December 5, 2024, the NCMF–South
Luzon, under the leadership of OIC-RD
Atty. Alimar G. Macasindil, SCL,
successfully held the Outreach Caravan
Program at Walter Mart Mall, Ortigas Ext.
Ave., Taytay, Rizal. The initiative brought
essential government services closer to
the people, raised awareness on important
legal and social issues, and strengthened
community engagement.

the national anthem, followed by OIC-RD

NCMF-PCVE

The convergence efforts of government
agencies and stakeholders under the
National Action Plan on Preventing and
Countering Violent Extremism (NAP/PCVE)
have effectively realized the government’s
peace and development goals. Through
sustained collaboration, the whole-of-
nation approach has strengthened trust,
built inclusive platforms, and addressed the
root causes of conflict in many
communities.
In particular, traditional leaders and
religious leaders have shown steadfast
support through the programs of the
National Commission on Muslim Filipinos
(NCMF) and the Religious Leaders Cluster
of the NAP/PCVE. Traditional leaders have
played a crucial role in resolving rido (clan
conflicts), helping to prevent recurring
violence and promote reconciliation at the
grassroots level. Meanwhile, religious
leaders have been vital in countering
extremist narratives, offering authentic
Islamic teachings that discredit violent
ideologies and promote peace,
compassion, and unity. These collective
efforts highlight the indispensable role of
cultural and spiritual leadership in
sustaining peacebuilding initiatives.
To build on these achievements, the
following are strongly recommended:
1. Formal Recognition of Traditional
Leaders– The government should issue an
Executive Order institutionalizing the role
of traditional leaders in peacebuilding.
Clearly defining their responsibilities will
legitimize their contributions and integrate their authority into official peace and
development frameworks
2. Empowerment of the Religious
Sector– The religious sector must be
further empowered through capacity-
building programs, partnerships, and
resource support. By strengthening
their ability to counter extremist
ideologies and engage communities in
positive discourse, religious leaders can
continue to be frontline advocates for
peace.
3. Creation of Muslim Consultative
Councils in LGUs—It is recommended
that Local Government Units (LGUs)
with significant Muslim populations
establish Muslim Consultative Councils.
These councils will serve as formal
platforms for dialogue, representation,
and collaboration between Muslim
communities and local governments.
They will also ensure that cultural and
religious sensitivities are considered in
policy-making, program
implementation, and peacebuilding
initiatives at the regional level.
By institutionalizing the role of
traditional leaders, empowering
religious leaders, and establishing
Muslim Consultative Councils in LGUs,
the government can further strengthen
the whole-of-nation approach to
peacebuilding. These measures will
ensure that PCVE programs remain
inclusive, community-driven, and
deeply anchored in Filipino Muslims'
cultural and spiritual values.
