Challenges/Emerging issues
1.Increaseinatmosphericpollutionduetoemissionofnoxiousgasesandnoise.
Particulatematter(PM2.5andPM10)isthebiggestcontributortoair
pollutionfromboilers,furnacesandincineratorsinindustrialfacilities.
2.Highdemandforconstructionmaterialsaswellasextractionofconstruction
materials(sand,rock,murram,water).
3.Increasedresidualimpactswhichincludescarredlandscape,soil/land
degradationandinsomecasesdrainingofwetlandsanddisruptionofthe
hydrology/drainagesystems(whichmayaffectthewatercatchment
system);and,un-restoredminesandmurram/gravelborrow-pitsposingathreat
tohumanlife,animals,amongothers.
3.LowcapacityoflocalgovernmentsandLeadAgenciesinENRmanagement
duetoinadequatefunding,lowstaffingandlimitedequipment.
Formulationofnewdistrictswhichrequirealotoftechnicaland
administrativesupport.
4.Environmentaldegradationwithimpunitybysomeinvestorswhotake
advantageofthepoorfacilitationoflocalgovernmentsandMDAs.

Recommendations to address the
challenges/Issues
1.TheGovernmentofUgandashouldenhancethecapacityoflocal
governmentsandotherleadagenciesinenvironmentandnatural
resourcesmanagementbyprovidingadequateconditionalgrantfor
project.
2.Supportcontinuouspubliceducation,awarenessandliteracy
programstobreak-throughtheexistingapathyandensurethatthe
peopleofUgandaandotherstakeholdersacknowledgeand
appreciatetheirrolesandresponsibilitiestoprotectandconservethe
environmentforthecurrentandfuturegenerations.
3.ThenewNationalEnvironmentManagementPolicyandtheNational
EnvironmentAct,2019areexpectedtoimproveoninstitutional
synergiesandcoordinationespeciallyinregardtoenforcement.
