Current Country Context The economy is estimated to grow by 6.2% in fiscal year (FY)2019, marginally down from 6.3% in FY2018. Anticipated about the same in 2020. Average annual inflation was 4.2% in 2018 and 4.4 in 2019 Social Health is about 6%, Education 11% and social protection is 11% of national Budget. Underspending is one of major PFM challenge. About a quarter of population are living below the poverty line. Nepal is one of the most disaster-prone countries in the world, ranking 11th in the world in terms of vulnerability to earthquakes.
social Protection In NEPAL Social protection as fundamental rights (Article 38,39,40,41and 42) and guided by the principles of universality, social inclusion and justice . Most of the social protection are funded by Tax (about 4% of GDP and 11% of National Budget) covering about 40% of population. Social Health Insurance started in 2015, covers 12% HHs in 39 out of 77 districts, The Social security Schemes started last year covers about 100,000 employee. R recently, a Prime Minister’s Employment Fund has been created to fulfil the constitutional provision (article 33) of the right to employment Government in its current periodic plan has committed to increase investment and coverage targeting to reach 60% of population. Government has made a commitment to introduce an integrated National Social Protection framework to address challenges like fragmentation, overlapping, poor implementation and so on. Project Description STAKEHOLDERS The National Planning Commission (NPC), Ministry of Home Affairs ( MoHA ), Ministry of Women, Children, and Senior Citizen ( MoWCSC ), Ministry of Finance , Prime Minister’s Office, Ministry of Labour, Employment, and Social Security ( MoLESS ), Ministry of Federal Affairs and General Administration (MOFAGA), Social Development Ministries in Provinces 2 and 6 ; Local governments , Development Partners-SPTT Consultation Process: Initiation consultation with both government and development partners- joint consultations among EU,DFID, UNICEF, ILO and World Bank TARGET GROUPS DIRECT : All above ULTIMATE BENEFICIARIES: Eligible beneficiaries of the revenue financed social assistance programmes (disability allowance, universal pension, child grant, single women’s allowance, subsidised health insurance and Workers in formal and informal sectors

Systems available for SP implementation and monitoring, evaluation - 1 Federal and 2 provincial policies - 1 at federal level - 4 systems ( registration, benefits claim, M and E, grievance handling) at Federal and in 2 provinces Outcome 2 Increased universal social protection coverage of population % increase of population covered by social protection ( SOCIAL INSURANCE AND SOCIAL ASSISTANCE) by sex, children, unemployed persons, older persons, persons with disabilities, pregnant women, work-injury victims and the poor and the vulnerable (SDG indicator 1.3.1). Result chain Improved capacity of government & stakeholders at Federal level to design comprehensive SP policy Framework Improved capacity of Provincial Government to design and implement SP policies line with National Policy Improved accountability system (complaints and appeals, M & E, and reporting) for social protection Improved Improved government capacity in developing and applying shock-sensitive social protection programmes and systems. Strengthened capacities of the government to achieve the best impact of social protection policies ad programmes , prioritizing women, children, persons with disabilities, informal economy and migrant workers. Strengthened knowledge and technical capacities of Government to plan, deliver, monitor and report on social protection programmes, with participation of training institutions and civil society. Enhanced evidence and availability of tools that support evidence-based decision-making, especially in SP financing and achieving best impact on PWDs, women and workers in informal economy .
