Records Management Policy (PERS-313)
•Official Military Personnel File (OMPF)
–The official repository of documents that reflect a member’s
fitness for service, performance of duties, and entitlements.
•Electronic Service Record (ESR)
–A personnel transaction and electronic records
management application.
–Field level data entry point.
–Replaces the paper field service record.
•Field Service Field Service Record (FSR)
–Currently being closed out throughout the Navy.
•Performance Summary Record (PSR)
–Electronic summary of professional, performance history,
and personal decorations/awards information.
–Viewed by Selection Boards.
Types of Records
Status of EFSR Close Out Project
•15% complete overall.
–CNIC: 13% complete
–CNRFC: 28% complete
–CNAF/USFF: 0% complete
•213 commands/activities trained:
–Training completed for CNIC and CNRFC.
–Onsite schedule for Europe in July.
–CNAF/USFF commands currently being trained.
•~7M documents to be electronically
submitted to NPC.
Elimination of the Enlisted
Field Service Records
We must ensure the Sailor understands OMPF and ESR.
–OMPF: The official record.
Sailor can view with OMPF View (formerly known as WERR).
Management can view with Command OMPF View.
Sailor is responsible for accuracy.
Can only be updated by submissions to NPC.
NOT updated by ESR or other personnel information systems.

–ESR: The ‘new’ field level entry point for service record entries and
maintenance.
Sailor must establish Self-Service account to access their ESR. (ESR Quick Start)
Sailor responsible for updating personal information via Self-Service account
Commands must establish Command View-Only, Admin Create, Edit, and Verify
accounts to view, make and verify ESR entries.
Command CCC will use CIMS.
–ESR Self-Service Account status
Required for all Sailors (officers and enlisted)
Necessary for updating emergency contact information and other personal
information.
As of 14 June 2010, 87% of Sailors have established Self-Service ESR Accounts.
