Introduction Pasni Fisheries Harbour Authority (PFHA) is a statutory body/authority established through an ordinance passed by the Governor in 1983 The overall policy making of the authority is carried out through Board of Directors (BoD) headed by the Hon’ble Chief Minister Balochistan as Chairman of the board The management of the authority is carried out through Managing Director and Directors of 04 wings (Engineering, Finance, Administration, Operations)

Background 1981: Feasibility study was carried out by an international firm (M/S Scandia Consultant of Sweden) 1983: Loanagreement was signed between Government of Balochistan & Asian Development Bank 1984: National & International Consultants M/S PRC Engineering Inc. London in association with M/S Engineering Consultants, Karachi were selected for the design of the harbor 1986: International bids were offered by 14 firms 1987: Construction work was awarded to M/S Bilfinger & Berger at a total cost of Rs. 445 million 1989: Pasni Fisheries Harbour was completed and inaugurated by the then Prime Minister Mohtarma Benazir Bhutto

Rehabilitation Of Pasni Fish Harbour Project In 2009, a PC-I amounting to Rs. 800.00 million were prepared & submitted to the GoB for Rehabilitation of Pasni Fisheries Harbour PC-I components were as under: Procurement of Dredger Construction of breakwater and repair of existing one Maintenance Dredging till the procurement of dredger Surveys, Consultancy & Overhead
Project lingered on for 11 Long Years PC-I approved by PDWP March 2010 PC-I approved by CDWP February 2011 Post approval by CDWP March 2011 Japanese Grant Received Rs. 800.000 Million December 2010 M/S Arcadis Netherland BV Hired to carry out feasibility Study, Survey & Design March 2011 M/S Arcadis Netherland BV with the association of NIO carried out the studies & submitted report January 2012 M/S Waheed Associates with Association of Zeerak Egypt hired for execution and supervision work of dredging, breakwater & finalization of the specification for the procurement of dredger November 2012 Failure of consultant and its termination July 2014

BEHAVIOUR OF SEA AROUND PASNI HARBOUR 130,000 M 3 sediments transport yearly along the South coast of Pasni Harbour Sand transport mainly occurs in the southwest between May to September Once the area south of Pasni harbour has reached a dynamic equilibrium. The same volume is transported along the entrance of the harbour to northern direction Sedimentation Mitigation Study of M/s Arcadis 2012 (page No. 52)
MITIGATION MEASURES FOR KEEPING THE HARBOUR OPERATIONAL Harbour basin and entrance channel for small fishing boats should be dredged within six months To account for a longshore transport rate of 250,000 M 3 in a period of 6 month in order to account for yearly fluctuations and certainties with respect to the future development of the spit. Maintenance dredging is required in order to keep the harbour accessible Sedimentation Mitigation Study of M/s Arcadis 2012 (page No. 55)
RREMEDIAL MEASURES TO KEEP HABROUR FREE FROM SEDIMENT The total length of the breakwater is in the order of 350–450 m Procurement Of Dredger (Doing Regular Dredging) Sediment Trap Sedimentation Mitigation Study of M/s Arcadis 2012 (page No. 63/72)
DREDGING WORK Extraction of sunken boats & removal of dry sands started in September 2014 and completed in February 2015 (06 Months) Dredging work started in February 2015 and completed in March 2016 (12 Months) Soil Investigation completed in March 2016
QUANTITY OF DREDGED MATERIAL & EXPENSES Quantity of Dredged Material = 324545 Cubic Meter Expenditure = Rs.255 Million Expenditure on Soil Investigation = Rs. 3.5 Million Total Expenditure = Rs. 258.5 Million
Supervision & Technical Support of Pakistan Navy On the request of Government of Balochistan, Pakistan Navy extended technical support for dredging works & carried out three bathymetric surveys at different stages of the dredging work in 2013, 2015 & 2016

Technical & Financial Proposal for Pasni Fish Harbour by Chinese Firm submitted through Pakistan Navy to Government of Balochistan During 2014 the Chinese firm offered rate for the Dredging of 300,000 cubic Meter sand for Rs . 381.252 million @ rate of 1,270.84 per cubic meter The said proposal is available with the Authority.
CHINESE COMPANY OFFER Chinese Harbour Engineering Company offered GOB in August 2018 that it will dredge two million cubic meters sand from and around Harbour and bring it to 1992 position. The offer is free of cost if Federal Govt includes the same in the support fund of CPEC GOB wrote a letter to EAD for inclusion of the same in Nov 2018 It will save about Rs. 200 million for the project

HIRING OF M/S ARCADIS NETHERLAND BV In May 2017, an Agreement was signed Between M/s Arcadis Netherland BV in association with National Engineering Consultant (NEC) & Project Director, RPFH Project for change in design of the Jetty Cost of contract was Rs. 52.40 Million (Advance Paid 25% of Total cost Rs. 13.100 Million in November 2017) Unfortunately the local counterparts couldn't manage to transfer funds to foreign counterpart and consultant couldn ’ t deliver till date

WHY REHABILITATION To shelter the boats of the Fishermen from waves. Economic activities will be restored in the region Approximately 50,000-80,000 fishermen will be engaged with fishing activities Business of 3,000 to 4,000 fishing boats business will be restored All 30 No.s Ice factories/cold storages, workshops, fish godowns & fish related businesses will be restored Harbour main source of income Auction Fee, berthing, water charges, boat registration, loading unloading of fish & other taxes will be restored & PFHA will earn approximately Rs. 150 to 200 million annually and will meet its salaries & other expenditure
PRESENT STATUS OF THE PROJECT RPFH The Project RPFH is closed by the competent authority by initiating a fresh feasibility study before start of any execution activity. The agreement of the MS Arcadis Netherlands BV is terminated. The advanced amount Rs . 13.100 million has been recovered from the Ms Arcadis Netherlands BV Ex-Consultant and deposited into Account No.1 of Government of Balochistan. PC-II approved by the PDWP at a tentative cost of Rs. 80 Million NIT published in leading newspapers. The date of opening of the Proposal was 10 th January , 2022 but no proposal submitted. Re-tendered and date of opening of proposal was 7 th April 2022 but a sinle proposal recived, therefre extended. The single proposal opened on extended date on 18 th April 2022 and syestem declared it non-responsive. The Committee recommended for International Bidding for wider/healthy competition to be published on reciept of funds from P&D Department shortly.
