I. Brief History of BarangayI. Brief History of Barangay
According to the first Cristian settlers who migratedto this
place, Bolinao was formerly called "Kakalingaan".
Since most of the people
residing in this place were Kalingas and Balangaws.
They were lawless and
uncivilized people. They only wanted to mingle
with their own tribes. Since the
Christian leaders were by nature gregarious they
were very friendly and
cooperative. They were able to be friend this Kalingas.
As more Cristians came
along to reside in this place, the Kalingas were out
numbered and migrated to other
places were there were no other settlers.
hYears passed the place were dominated by the genuine IlocanoLeaders
Rafael Rumbaoa, Eulalio Padaca, Flaviano Andres, BonifacioGabriel. Gido
Pascual and Isabela Madrid. Rafael Rumbaoa became the first Tenyente del
barrio
who gave the name "Bolinao" derived from the word "Balangaw'eing one of the
early inhabitants of the place.
Just like the other Barangays, Bolinao is famous for its fresh fruits and
vegetables. It is now one of the progressive Barangays due to the collective
efforts
of its barangay leaders who in succession they were BarangayLieutenant Elino
Garlitos, Barangay Captain Guillermo Gabriel, OIC BarangayCaptain Rogelio
"Lito" Cabarrubias and Januario M. Queja who served as Barangay Captain up to
November 30,2007.
Bolinao produces com, tobacco, fruits and vegetables. Lately, however,
many cornfields were converted into citrus production. This paved the way to the
increased production and income of the people
specially when the demand for
calamansi is high. These enable many residences tu buy mechanized farm
equipment, motorized vehicles and home conveniences that somehow changed the
lifestyle of the people.
Bolinao progressed tremendously during the last few years. The Barangay
Electrification partial road concreting, construction of Multi Purpose Pavements,
Barangay Hall, and the improvement of the school make Bolinao at par with other
Barangays in town. Transportation facilities which have increase in number in the
Barangay makes Bolinao seem to be very near the town.
The God - loving and peaceful people of Bolinao had cooperatively put up
houses of worship. The Divine Cruders Church and Roman Catholic Church are
strategically situated in the Barangay.
During the October 29, 2007 Barangay Election a new BarangayCaptain
was elected in the person of Elizabeth P. Datu. She served the barangay from the
year 2010 until June 2018. When she runs as SangguniangBayan Member and
fortunately won. Because of that, she vacated her position as Punong Barangay so
Kagawad Oscar Melodillar automatically elevated from 1st Kagawad to Punong
Barangay of Bolinao, Aurora, Isabela.
Last May 14, 2018 SK and Barangay Elections, Rogelio P. Cabarubias
won over his opponent. He will serve as Punong Barangay from July 1, 2018 until
the next Barangay Election will be conducted.

Aso mo tali mo which translate to “your dog, your leash”. Focus in the
idea of personal
Responsibility this filipino proverb underscores the principle the
individuals are responsible of managing their own consequences it
highlights the importance of taking ownership of one’s action and their
outcomes.
“Aso mo Tali mo” Emphasize the concept of autonomy. Just as a dog
owner is responsible for controlling their pet with a leash individuals are
responsible for managing their own lives and decision. This proverb
remind us that we are the master of own fate and our actions ultimately
shape our destinies. Whether it’s making choices about our education
career, relationships, or personal development we must recognize that
the power to steer our lives lies within us.

Lastly this serves as a powerful reminder of the
principle of autonomy, accountability, self
reliance and boundary setting. This proverb
encourages individuals to take ownership of their
lives, make responsible decision, and respect
their own limitations. By embracint the wisdom
of “Aso mo Tali mo” Individual can cultivate
empowerment, integrity, and resilience in
navigating life’s journey.

One of the most important factors in building a road is drainage. If every other
aspect of the road design and construction is carried out properly but the road
drainage is not well planned, designed and constructed, the road structure will
inevitably lead to a premature failure.
We all know that barangay bolinao has many plantation area. Drainage avoids
crop damage from intense rain and flooding by removing excess water. It also
controls soil moisture content, allowing crops to grow properly, which increases
productivity and, consequently, food security.
The moisture retained during the
rainy season may be beneficial during the dry season.
Drainage ensures that the
soil is properly aerated.

If you have excess or standing water it can choke your
crops. Drainage reduces soil and nutrient
loss from runoff and can help avoid soil
erosion. Drainage on hill slopes helps to reduce the risk of soil slippage.
In conclusion drainage is one of the most important system in every buildings or
community. Community area can be exposed
to a lot of problem if it do not have
drainage system. Every drainage system should be build and maintain properly to
avoid any long term problems. Buildings will
not flood if theres heavy rain weather.
The rain water can flow nicely through
the drains by the drainage system that
have been installed. The safe environment
can be create by having drainages beside
the road/houses of barangay bolinao.

The common problem of every Filipino is the proper way of
waste segregation or disposal. Officials or some law-abiding
citizens always put up signs in every corner of the street to
remind the people about the proper way of disposing
waste.Nevertheless, people always tend to ignore it and couldn't
do simple self-discipline.On the other hand, some Cities strictly
assign laws that will force them to follow because they need to
pay a fine as a consequence. Conducting a waste segregation
policy is one of the hardest problems of our government to
implement.

It will take a lot of seminars, teaching and knowledge for the citizens why it
is important to know the proper way of waste segregation Moreover, it is
our nature that will suffer the consequences of our actions. Hence, nature
will not be able to do its purpose to protect us from natural disasters and
calamities. Our food sources will be affected as it comes from our nature.
On the contrary, if we learn about the proper way of facilitating the process
of reuse, recycling, and recovery of waste, our mother nature will give back
to us many times.
The overall bad impact on our environment will be reduced. Our nature will
bloom in away that it can protect us to any natural disaster and prevent big
natural calamities
CAUSE EFFECT

According to Mrs. Norie A. Crisologo, barangay secretary of bolinao the main
cause of this problems are they do not follow rules and regulations of the
barangay. As individual we need to follow rules so that we can lived
peacefully in our barangay’s.
Another problem according to her is fund, fund is really important because
this is the one who will build more emphatic community for us people who
lived in this community. Government should always give a sufficient fund for
us.
The effect of this problems are many dogs that scatter and bite people who
pass by here and another effect is in terms of natural disaster barangay
flooded because there has no enough fund to make a canal for water channel.

THE POSSIBLE SOLUTION FOR THOSE
PROBLEMS ARE:
• BUILD A TEAMWORK/COOPERATION
• MUST HAVE PENALTIES OR MULTA
• SHOULD HAVE WEEKLY ASSEMBLY MEETING
• IMPLEMENT WEEKLY CLEAN UP DRIVE
This recommended solution would help
our barangay and it has a big impact for
us because if we implement those
solution we achieve our goal to be the
nest barangay imtown so let’s start
changing our ways so that our beloved
barangay bolinao will be happier and
safier barangay in our municipality.
