In fact the embodiment of the fifth precept still many shortcomings, social justice for all people of Indonesia is still not maximized. As well as the precepts ignored by Indonesia. Is marked by the number of Indonesian poor people who reached 27.77 million in March 2017. Pancasila is the basic ideology for Indonesia, which consist of five precepts. Rice and cotton are symbols of the fifth precept which read “Social justice for all Indonesian people”. Rice and cotton is used because it is a basic human need that is food and clothing as the main requirement to achieve prosperity which is the main purpose of the fifth precept.

Based on data from Biro Pusat Statistik (BPS) which has been reported by one of the blogspot , the level of poverty in Indonesia is marked in 2009 is 14.15% of the population of Indonesia. The number of poor (population below the poverty line) in Indonesia in March 2009 was 32.53 million (14.15 percent). Compared with the poor in March 2008 of 34.96 million (15.42 percent), the number of poor people increased by 2.43 million. And in 2010 the poverty rate was 13.3 percent, while in March 2011 to March 2012 the number of poor people in Indonesia was 30.02 million people (12.49%). Reduced poverty has become top priority in international development, but poverty and gap remain an unsatisfactory problem. Poverty is a situation where there is an inability to meet basic needs such as food, clothing, shelter, education, and health . Almost all governments, international agencies, as well as many in the world embrace orthodox views in their efforts to define poverty. According to orthodox conception, poverty is seen as a situation in which people do not have enough money to purchase food or basic needs satisfactorily, and often this condition is incorporated into unemployed or underemployed situations (Caroline Thomas, 2005).
