IV. PROCEDURES
1.Reviewing previous lesson or
presenting the new lesson
Begin the class by asking students
if they know the different levels of
government in the Philippines. Use
their responses to transition to the
new topic of Local Government
Units (LGUs).
The teacher will ask the students
what they know about Local
Government Units (LGUs) and their
roles in the government hierarchy.
The teacher will ask the students
about their knowledge and
understanding of the roles and
functions of local government
units (LGUs) in the Philippines. This
will serve as a brief review of the
previous lesson. Afterward, the
teacher will present the new
lesson by stating the lesson's
objectives.
Recall and review the lessons
discussed ready for the
assessment
2.Establishing the purpose of
the lesson
Explain to the students that the
purpose of this lesson is to
introduce them to LGUs and their
role in the government hierarchy.
The teacher will explain that the
objective of the lesson is for
students to analyze and evaluate
the responsibilities and mandates
of LGUs.
The purpose of the lesson is to
evaluate the effectiveness of
LGUs in fulfilling their roles and
functions.
3.Presenting
examples/instances of the
new lesson
Present a brief history of LGUs in
the Philippines. Show a diagram of
the government hierarchy and
explain where LGUs fit in. Provide
examples of the different types of
LGUs such as barangays,
The teacher will provide a brief
lecture on LGUs and their
responsibilities and mandates.
Examples will be given to help
students understand the different
roles and functions of LGUs.
The teacher will provide examples
of the roles and functions of LGUs,
such as providing basic services,
managing local resources, and
enforcing laws and regulations.
municipalities, cities, and
provinces.
4.Discussing new concepts
and practicing new skills #1
Define what LGUs are and discuss
their responsibilities and functions.
Discuss the different types of LGUs
and their functions. Ask the
students to provide examples of
situations when they might
interact with LGUs.
Students will be grouped into pairs
and will be given a case study
involving a local government unit.
They will be asked to identify the
responsibilities and mandates of
the LGU in the case study.
a.The teacher will discuss the
different factors that affect
the effectiveness of LGUs in
fulfilling their roles and
functions. This includes the
availability of resources, the
quality of local officials, and
the level of public
participation.
5.Discussing new concepts
and practicing new skills #2
Have the students form groups
and research about the functions
of their assigned LGU. Each group
will present their findings to the
class. After each presentation,
encourage class discussion on the
roles of LGUs.
The pairs will then present their
analysis to the class. The teacher
will facilitate a discussion on the
similarities and differences in their
analysis, and will ask follow-up
questions to deepen their
understanding.
a.The teacher will present case
studies of LGUs that have
either succeeded or failed in
fulfilling their roles and
functions. The students will be
asked to evaluate these case
studies and identify the factors
that contributed to their
success or failure.
6.Developing Mastery
To develop mastery, divide the
class into pairs and have them
create a chart or diagram that
shows the hierarchy of LGUs. Ask
them to include the different
types of LGUs and their
corresponding functions. Each
pair will then present their work to
the class.
The teacher will provide another
case study, but this time the
students will be asked to
recommend ways for the LGU to
improve their performance based
on their analysis of its
responsibilities and mandates.
The teacher will ask the students
to work in groups and simulate a
local government unit. Each
group will be assigned a specific
role or function of an LGU, such as
providing basic services,
managing local resources, and
enforcing laws and regulations.
The students will then discuss and
identify the factors that can
affect their effectiveness in
fulfilling their assigned role or
function.
7.Finding practical
applications of concepts
and skills in daily living
Ask the students to reflect on their
everyday interactions with LGUs.
Encourage them to identify
situations where they may have
had to transact with a barangay
or city hall for permits, licenses, or
clearances.
The teacher will ask the students
to think of a real-life scenario
where they have seen an LGU in
action and how its responsibilities
and mandates were being
carried out.
a.The teacher will ask the
students to identify the roles
and functions of their local
government unit and
evaluate its effectiveness in
fulfilling them. The students will
also be asked to suggest ways
in which they can participate
in local governance to help
improve the effectiveness of
their LGUs.
8.Generalizing and
abstractions about the
lesson
Ask the students to generalize
their learnings by having them
write a short reflection on the
importance of LGUs and how their
functions impact their daily lives.
The teacher will facilitate a
discussion on the importance of
LGUs in the government hierarchy
and how their responsibilities and
mandates contribute to the
overall governance of the
country.
a.The teacher will facilitate a
class discussion on the
importance of evaluating the
effectiveness of LGUs in
fulfilling their roles and
functions. The students will be
asked to generalize and
abstract the concepts and
skills they have learned from
the lesson.
9.Evaluating Learning Quiz will be given.
10.Additional Activities for
Application or Remediation
For additional activities, students
can make a role-play simulation
where they act out the different
functions of their assigned LGU. In
case some students are struggling,
they can be given additional
readings about LGUs and their
functions.
