Modified Assured Career Progression Scheme (MACPS) Guidelines for Central Government Civilian Employees Issued by: Department of Personnel and Training ( DoPT ) Date: 22.10.2019
Overview of MACPS Introduced: Effective from 01.09.2008. Objective: Ensure career progression for Central Government civilian employees. Coverage: Regularly appointed Group “A” (excluding Organised Group “A” Services), “B”, and “C” employees. Exclusions: Casual, adhoc , or contract employees.
Key Recommendations (7th CPC) Administered at 10, 20, and 30 years of service. Financial upgradation to the immediate next Pay Level in the Pay Matrix. Applicable to all posts, including isolated Group “A” posts, except Organised Group “A” Services.
Screening Committee Purpose: Evaluate financial upgradation cases. Composition: Chairperson and two members (officers at least one level above). Schedule: Twice annually (January and July).
Key Features of MACPS Three financial upgradations : 10, 20, and 30 years of service. Upgradation to next higher Pay Level in the Pay Matrix. Benchmark: Very Good for APARs (effective from 25.07.2016). Applicable up to Level 15 (HAG).
Pay Fixation Rules Pay fixation benefits provided during upgradation . No pay fixation if the regular promotion is in the same Pay Level. Options available for pay fixation on promotion.
Service Eligibility Regular Service: Starts from direct entry on regular appointment. Includes deputation, study leave, and other sanctioned leaves. Excludes: Casual, adhoc , or contract service.
Additional Conditions Promotions in merged pay scales are ignored for MACPS. MACPS benefits do not alter designation or seniority. Deferred MACPS due to penalties impacts future upgradations .
Reservation and Seniority MACPS is non-functional; no reservation rules apply. Financial upgradation is personal and does not affect seniority. Step-up pay allowed if a junior gets higher pay post-MACP.
Terminal Benefits Pay drawn under MACPS is used to determine terminal benefits. Past service in State/Autonomous Bodies is not counted.
Summary of Annexure-I Financial upgradations based on service duration. Regular service includes deputation and sanctioned leaves. Benchmark for APAR: Very Good for levels above Rs . 6600 Grade Pay. Employees on own-request transfer to a lower post: Past promotion is ignored.
