2. PENGERTIAN STASIUN PENYIARAN PUBLIK Stasiun penyiaran publik adalah lembaga yang berfungsi memberikan layanan informasi, pendidikan, hiburan, serta kontrol dan perekat sosial melalui penyiaran televisi dan radio. Di Indonesia, terdapat Lembaga Penyiaran Publik (LPP) sebagai badan hukum yang menaungi dan mengatur pelaksanaan program-program stasiun penyiaran publik di Indonesia. Stasiun penyiaran publik di Indonesia terdiri atas 2 media, yaitu televisi (TVRI) dan radio (RRI)

SEJARAH DAN PERKEMBANGAN Stasiun penyiaran publik pertama di Indonesia adalah RRI (Radio Republik Indonesia) yang didirikan pada tahun 1945 dan disusul oleh TVRI (Televisi Republik Indonesia) yang didirikan pada tahun 1962. Pengorganisasian stasiun penyiaran publik di Indonesia telah mengalami perubahan. Pada tahun 2002, Undang-undang penyiaran No. 32/2002 diterbitkan, yang mengatur bahwa Lembaga Penyiaran Publik (LPP) adalah badan hukum yang didirikan oleh negara dan memiliki tujuan untuk memberikan layanan informasi dan hiburan kepada masyarakat. LPP diharapkan dapat memberikan kontribusi pada transformasi Lembaga Penyiaran Publik yang kuat dan profesional. Dalam per kembangan teknologi, stasiun penyiaran juga telah mengalami perubahan. Pada tahun 2011, RRI dan TVRI akhirnya mendapatkan alokasi APBN yang lebih besar dan memungkinkan mereka untuk meningkatkan kualitas siaran dan layanan.

4. Pasal 33 ayat (1) dan (2) : Penggunaan spektrum frekuensi radio dan orbit satelit wajib mendapatkan izin Pemerintah . Penggunaan spektrum frekuensi radio dan orbit satelit harus sesuai dengan peruntukannya dan tidak saling mengganggu . Pasal 53 ayat (1) dan (2) : Barang siapa yang melanggar ketentuan sebagaimana dimaksud dalam Pasal 33 ayat (1) atau Pasal 33 ayat (2), dipidana dengan pidana penjara paling lama 4 ( empat ) tahun atau denda paling banyak Rp. 400.000.000,00 ( empat ratus juta rupiah). Apabila tindak pidana sebagaimana dimaksud pada ayat (1) mengakibatkan matinya seseorang , dipidana dengan pidana paling lama 15 (lima belas ) tahun . IZIN PENYIARAN

5. - PROFIL RRI - RRI adalah Lembaga Penyiaran Publik yang bersifat independen , netral , dan tidak komersial . RRI berada di bawah dan bertanggung jawab kepada Presiden . Tempat kedudukan RRI di ibukota negara Republik Indonesia dan stasiun penyiarannya berada di pusat dan daerah . RRI mempunyai tugas memberikan pelayanan informasi , pendidikan , hiburan yang sehat , kontrol dan perekat sosial , serta melestarikan budaya bangsa untuk kepentingan seluruh lapisan masyarakat melalui penyelenggaraan penyiaran radio yang menjangkau seluruh wilayah Negara Kesatuan Republik Indonesia. Sejak berdirinya tanggal 11 September 1945, RRI mengemban tugas sebagai radio perjuangan , bahkan proklamasi kemerdekaan Republik Indonesia diketahui secara luas oleh masyarakat baik dalam lingkup nasional maupun internasional melalui RRI.

6. - PROFIL RRI - Sebelum lahirnya Undang-Undang Nomor 32 Tahun 2002 tentang Penyiaran , RRI berbentuk perusahaan jawatan di bawah Departemen Keuangan Republik Indonesia berdasarkan Peraturan Pemerintah Nomor 37 Tahun 2000. Pasal 5 ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 dan Putusan Mahkamah Konstitusi Perkara Nomor 005/PUUI/2003 tanggal 28 Juli 2004 yang di dalamnya meliputi aturan tentang status kelembagaan, susunan organisasi, pembiayaan, kepegawaian, dan lain-lain digunakan RRI sebagai pedoman dalam pengelolaan radio serta untuk mencapai tujuan yang diharapkan.

8. Frekuensi Stasiun Radio SATURN frekuensi radio adalah jumlah siklus gelombang radio yang terjadi dalam satu detik. Ini adalah ukuran yang digunakan untuk menentukan mana gelombang radio tertentu akan ditemukan di spektrum frekuensi radio yang dapat diukur dalam hertz (hz). Hingga saat ini, RRI memiliki 90 stasiun penyiaran di Indonesia , 24 diantaranya berada di perbatasan. RRI menyelenggarakan siaran dalam maksimal 5 progama pada frekuensi AM dan FM, dengan ketersediaan masing-masing progama bervariasi di setiap daerah.
