Presentation on the Bureau of Energy Efficiency(BEE) or Bureau of Standards 1

CONTENTS BACKGROUND STORY IMPORTANCE OF EE&C OBJECTIVES OF THE PRESENTATION MY ROLE AS ENERGY PROFESSIONAL ARTICLE 74 ON ENERGY EFFICIENCY FUNCTIONS OF EE&C UNIT. ETHIOPIA’S EE&C DIRECTORATE GLOBAL SAVINGS 2

BACKGROUND STORY

(This includes practices like turning off lights, fans, other major electrical loads when not in use) ENERGY PYRAMID (Replacing the existing electrical loads with energy efficient appliances such as smart LED lights) (Solar, wind, Biomass energy etc.)

EXPLANATION illustrating the idea that minimizing energy usage through conservation should be the primary focus, then optimizing how energy is used through efficiency measures, and lastly supplementing with renewable sources to achieve a sustainable energy system;  essentially prioritizing actions that reduce energy demand before seeking new energy sources . we ought to understand that we need EE PROJECTS just the same as RE PROJECTS.

Efficiency vs. Conservation Efficiency Energy efficiency involves the use of technology that requires less energy to perform the same function. Focuses on the equipment or machinery being used One example is installing LED light bulbs throughout the house Conservation Energy conservation includes any behavior that results in the use of less energy. Focuses on the behavior of people One example is using day lighting through windows rather than turning on the lights

Efficiency is part of Sustainability Efficiency Social Sustainability 1. Improve the health of the nation 2. Create jobs 3. Alleviate energy poverty Environmental Sustainability 4. Reduce environmental pollution 5. Reduce CO2 emissions Economic Sustainability 6. Improve industrial competitiveness 7. Enhance energy security 8. Reduce the need for additional generating capacity

Objective of the presentation This presenatation aims to highlight to policymakers in Somaliland the importance of Energy Efficiency and Conservation (EE&C) as a tool for sustainable economic development within an energy sector development strategy. The experience of EE S&L programs in many countries demonstrates the potential for substantial electricity peak demand reduction and energy savings with attractive cost/benefit ratios. This DOCUMENT also reveals key appliances for EE S&L programs in SL, including potential electricity peak demand reduction and energy saving. 8

M y role as concerned energy professional: Policy Influence and Implementation Seeking funding and Financial Support Selection of potential energy saving appliances (This is replacement , retrofit or avoid appliances) Advocacy and Awareness Capacity Building and Promoting collaboration and knowledge sharing among diverse stakeholders

Article 74 of the energy act

• It gives mandate to the MOEM. •Therefore the Electrical Energy Act is necessary legal framework for promoting energy conservation measures in the country . •Bureau of Energy Efficiency(BEE) or Bureau of Standards is also mentioned In Article 74.2.b. Our energy act mentions Energy conservation 11

WHAT IS ENERGY EFFICIENCY? Energy Efficiency means to reduce electricity consumption in the face of rapid urbanization placing considerable burdens on energy infrastructure that is ill-equipped to handle expected peak loads. • The target 7.3 of the Sustainable Development Goal 7 is to “double the global rate of improvement in energy efficiency by 2030” 12

Energy efficiency performance standards & energy efficiency labelling requirements. Facilitate building energy efficiency improvements, and e stablishment of ESCOs & Certification of Energy Managers & Energy Auditors . Clean Cooking Transmission and Distribution Losses Awareness Raising the EE & C Unit functions 13

Evolve minimum energy consumption and performance standards for notified equipment & appliances. Prohibit manufacture and sale Of equipment & appliances not conforming to standards. Introduce mandatory labeling to Enable consumers to make informed choice . 1. STANDARDS & LABELING 14

WHY APPLIANCES?: Appliances improve our quality of life through the services they make possible: Cooling Lighting Entertainment/ access to information Cleaning Heating Energy efficiency enables you to enjoy the same services while using less electricity . International Best Practices on Policy Interventions 15

Replace incandescent lighting with compact fluorescent lighting indoors and outdoors. CFL is almost four times as efficient as incandescent bulbs and lasts about 12 times longer. For indoor lights, adjust lighting levels to your needs with three- way lamps, dimmer switches for overhead lights, and task lighting Take advantage of natural light by placing work areas near windows Install occupancy sensors , so lights go off automatically in unoccupied rooms LIGHTING: ENERGY EFFICIENT SOLUTION

LIGHTING COMPARISON CHART Life time (hours) 5k-40k 2000-4000 6000-12000 1000 Some governments in the region have adopted policies to phase out incandescent lighting and halogen lighting through a technology ban,

S&L PROJECT TIME-LINE Phase 1 : Data Collection and Analysis (Months 1-3): Conduct market surveys, consumer surveys, and technical analysis of appliance models. Phase 2 : Energy Efficiency Gap Assessment and Modeling (Months 4-6): Analyze data to identify potential energy savings and develop cost-benefit analysis models. Phase 3 : MEPS Development and Policy Recommendations (Months 7-9): Propose MEPS for key appliance categories and develop policy implementation strategies. Phase 4 : Report Finalization and Dissemination (Months 10-12): Prepare a comprehensive report detailing findings, MEPS proposals, and policy recommendation

Key steps to implement MEPS Establish legal and regulatory framework Enhance the capacities of the energy efficiency entities Assess the current situation of appliances e.g., EE level, expected savings ,… Adopt the suitable minimum energy performance standards Create database with the relevant indicators Reform energy subsidies Engage stakeholders e.g., concerned public authorities, industries, consumers, etc Raise awareness and encourage the use of high-efficiency appliances Monitor , verify and enforce standards

2 . facilitating building energy efficiency improvements BEE to prepare guidelines on building energy efficiency. . To provide minimum requirements for the energy efficient design and construction of buildings. Mandatory for commercial buildings having connected load of >=500KW or contract demand of >=600 KVA. Also applicable for air-conditioned area of >=1000 sq.mt. Including existing bldgs . 22

Building Energy Consumption Benchmarks 23 Benchmarks are representative values for common building types against which a building’s actual performance can be compared; The main purposes of benchmarks are:– To identify if a buildings energy performance is good, average or poor with respect to other buildings of its type;– To identify potential savings, shown by the variance between the actual data and the benchmarks.

Labelling buildings 24

Globally the building sector accounts for more electricity use than any other sector: 42%;

. 26

Smart and digital solutions in buildings are becoming increasingly recognised as a solution for optimising energy use 27 E nhancing Energy Efficiency in Mogadishu: Energy wastage controlling and monitoring system.

•Get energy audit by Accredited energy audit firms and energy audit conducted by an accredited energy auditor. •Implement cost effective recommendations •Appoint or designate energy manager •Comply with energy consumption norms By regulations BEE to prescribe: • Qualification and certification procedure for Energy Manager & Energy Auditors . •Accreditation procedure for Energy Audit firms(or ESCOs) . Establishment of ESCOs & Certification of Energy Managers & Energy Auditors 28

PROJECT : Project Proposal on “Clean Cooking Solutions and Improved Cookstoves ” Project Description : Access to clean and efficient cooking solutions is essential for the well-being of communities and the environment. Traditional cooking methods, such as open fires and rudimentary stoves, pose significant health and environmental hazards. This project proposal aims to address these challenges by implementing clean cooking solutions and promoting the use of improved cookstoves . By adopting sustainable and efficient cooking practices, we can improve air quality, reduce deforestation, enhance health outcomes, and empower communities. 3. CLEAN COOKING PROJECT 29

PROJECT : Researching Non-technical Losses Non-technical loss of electricity (comprising theft, fraud, non-payment and billing irregularities ) is a significant issue, particularly in developing countries, and represents a large financial burden on utility companies, governments and society as a whole . The first step to closing the energy access gap in emerging markets is to empower utilities with transformative smart grid management solutions to decarbonize electricity distribution. 5. PROJECTS ON AWARENESS RAISING 4. ELECTRICITY SYSTEM LOSSES 30

. 32

Smart grid management solutions ( MoEM can play a role to connect) 33 ……'s solution allows UTILITIES to detect and quantify losses, identify overloaded transformers, and offer flexible billing and payment options to its customers. As a result , the utility is improving its financial position and increasing the amount of renewable energy on its grid. With the help of THIS TECHNOLOGY, they will have access to accurate billing information in less than 10 hours once the technology is fully implemented, letting them spend their time on other essential processes.
