Overview PROCUREMENT is one of the important functions in all Government departments, where large amount of funds are spent towards floating and processing various types of tenders covering Goods, Works and Services across the country. e-Procurement is the process by which the physical tendering activity is carried out using internet and associated technologies in a faster and secure environment. e-Procurement facilitates the user, simplicity of use and improves efficiency without compromising on the required procedures of the organization The prime objectives of e-Procurement are: To establish a one stop-shop for all services related to government procurement To enhance efficiency, reduce cycle time and cost of procurement To enhance transparency in government procurement To bring about procurement reform across the government To provide equal opportunities to all bidders and efficient tendering processes.

Legal Framework of e-procurement system There is no comprehensive central legislation exclusively governing public procurement in India. Instead, the public procurement regime comprises a framework of overlapping administrative rules and guidelines, sector-specific manuals and state-specific legislation like: General Financial Rules (“ GFR ”), 2022 Manual for Procurement of Goods, 2017 Central Vigilance Commission, tasked with increasing transparency and objectivity in public procurement Competition Commission of India which checks anti-competitive elements Central Bureau of Investigation engaged for investigation and prosecution of the criminal activities in the procurement process such as probity issues.
Challenges of e-procurement system Limited range of product categories under standardised rates contracts Poor customer support for seller as well as buyer E procurement process is complicated and requires some professional understanding Quality issues with items being procured Time consuming registration process for sellers Lengthy and time taking process of refund upon cancellation of tender Public Procurement (Preference to Make in India) Order, 2017 is sometimes creating impediments for procurement of Scientific Equipment's
Way forward Improving customer support. Ensuring availability of quality items. The item searching and tendering process should be made more user friendly. Considering suitable exemption to research Institution(s) for value of goods ranging above Rs.5.00 lakhs. Reducing the time for refund of fee/EMD to the seller.
