BIOGRAPHY, PROFILE & CREDENTIALS (Date: 07 / 02/ 1984),
Academic Rank: Full Professor.
Prof. Dr. Dipl.-Eng. RWAMERERA M. SILAS KAYIHURA, PhD. is the Higher Education
Professor for Rutherford University of Science and Technology. Electrical Engineer, Legal
and Justice Consultant, Precision Medicine Expert-Neuro-Oncologist, Project Manager and
Special Educator/Academician, Precisely; a People Developer. He has more than 15 years
of working experience in education sector, 10 year experience in Higher and Technical
Education. He is also a Doctor of Education (EdD). He is full professor notably as he is the
founder of Rutherford University of Science and Technology to which he self-developed
since 2012 until then. He also established Kigali Independent University- ULK Polytechnic
Institute (2014). He also established Kigali Integrated College in 2016. Then he registered
his own early established Rutherford University of Science and Technology (2016,
Established in March 23; 2012). He is a "2019 GIZ Certified" in School Leadership and
Management Training (Learning Worldwide) by Rwanda TVET Trainer Institute (RTTI). I do
professorship in Power Systems Engineering, Psychotherapy, Education, Law and
Precision Medicine. Now Pursuing PhD in Political Science with Security: Public policy and

RWAMERERA, PhD. Again is a democratic, innovative, social, inspiring, and organized with
leader’s character and good manager. He is with excellent relationship management,
emotional intelligence and change management skills with reputable right/positive
attitudes. He has got active listening and providing strategic direction, with good
cooperation and human and resource management skills. He is energy researcher, power
system design and constructions consultant, team worker, with excellent interpersonal,
management and leadership skills. Amongst his PhDs; he holds a PhD in Power Systems
Engineering/Power Systems Design. He served more than ten years in academics and
electrical Engineering as main fields. He is now investiment grade energy auditor and the
chancellor for RUST. In 2019-2020 he was the Director of Academic Quality Assurance and
Technical Trainers Training Coordinator under Rwanda Polytechnic/IPRC Karongi since

implementing the Western Province (Karongi, Nyamasheke and Rusizi Districts) climate
change adaptation training in IPRC Karongi (Duration: 2 years) and coordinator of CBT/CBA
Training of Trainers in the Western Province under cooperation with swisscontact as a
sponsor. He previously served as a Managing Director for Emirates Engineering
Contractors and Consultants Corporation (2016- 2018). Before, He was the Manager for
ULK Polytechnic Institute since end 2014 to March 2016. Today again Prof. Dr.
RWAMERERA M. Silas KAYIHURA is also serving as a Private Defense Attorney.

What is NEC Rwanda

A National Electrotechnical Committee (NEC) is a committee of the International
Electrotechnical Commission (IEC) at national level which brings together representatives
with decision-making responsibilities from all stakeholders to consider the adoption of IEC
International Standards related to the electrotechnical fields of interest within its country
and consider adopting them as national standards or for use as reference in national laws
or regulations.

Having such committee enables stakeholders contribute to the selection and adoption of
the right IEC international standards for the national market. The ideal NEC should be fully
representative of all of the country’s interests in the field of electrotechnical
standardization and conformity assessment.

An NEC provides also a central point for local industrial to be involved in electrotechnical
standardization on a global platform and it is therefore a valuable tool for ensuring that the
WTO/TBT Agreements is correctly implemented.

Stakeholders may be high-level representatives from any of the following areas:
1. Power generation and distribution authorities;
2. Government departments concerned with electrical and electronics applications;
3. The national standards body;
