Introduction The Ministry of Social Justice and Empowerment is entrusted with the empowerment of disadvantaged and marginalized sections of the society. The target groups of the ministry are SC/ST, OBC, Senior Citizens, Victims of Substance Abuse, Transgender and Differently Abled etc… The ministry has been implementing various programme/schemes for social, Educational and Economic development of the target groups. As a result there has been considerable improvement in the welfare of these group.
National Trust ACT-1999 The National Trust is a statutory body of the Ministry of Social Justice and Empowerment, Government of India, set up under the “National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities” Act (Act 44 of 1999).
NIRAMAYA SCHEME Affordable Health Insurance to PwDs. Facility for OPD treatment including the medicines, pathology, diagnostic tests, etc, Regular Medical checkup for non-ailing disabled, Dental Preventive Dentistry, Surgery to prevent further aggravation of disability, Non- Surgical/ Hospitalization, Corrective Surgeries for existing Disability including congenital disability, Ongoing Therapies to reduce impact of disability and disability related complications, Alternative Medicine. Scheme Description The scheme envisages delivering comprehensive cover which will Have a single premium across age band.
Insurance cover up to Rs.1.0 lakh , on reimbursement basis only. Provide same coverage irrespective of the type of disability covered under the National Trust Act. All persons with disabilities under the National Trust Act with valid disability certificate will be eligible and included. No pre-insurance medical tests Treatment can be taken from any hospital. Niramaya’s Health Insurance Scheme Revised Benefit Chart (on Reimbursement Basis only w.e.f.April, 2015).
Legal Guardianship Persons with certain disabilities like Autism, cerebral palsy, mental retardation and multiple disability are in a special situation and would not be able to take important legal decisions once they become adults. Under national trust ACT at 1999 Hence a Legal Guardianship Certificate is issued to such disabled person which makes another person his legal guardian who thereby is entitled to take all legal decisions on behalf of the disabled person even after he becomes an adult i.e. completes 18 years of age.
Disha.(Early Intervention and School Readiness Scheme) Early intervention and school readiness scheme. Children in the age group of 0-10 years are eligible. Provision of Therapies, trainings and providing support to family members. Day-care facilities to PwD for at least 4 hours in a day. Batch size 20 PwDs. RO( Registered Organization) should maintain a ratio of 1:1 for LIG (including BPL) and above LIG(low income group) PwDs.
Scheme Description This scheme aims at setting up Disha Centres for early intervention for Person with Disability (PwD) in 0-10 years of age covered under the National Trust Act, through therapies, trainings and providing support to family members.RO should provide following minimum facilities in their Disha Centre: I.Day Care RO should provide day-care facilities to PwD for at least 4 hours in a day (between 8 am to 6 pm) along with age specific activities. Day care should be open for at least 21 days in a month. The minimum attendance required for a PwD in the Disha centre is 15 days per month for the National Trust to fund the PwD.
Batch size of a Disha centre is 20 PwDs with a maximum number of PwDs allowed is 30% extra of batch size i.e. 26 for Disha Centres. On reaching the maximum limit of 26 PwDs, Disha centre shall not allow anymore PwDs to enrol in the centre. ROs are encouraged to apply again if they have sufficient number of PwDs for the new Disha Centre. RO should maintain a ratio of 1:1 for LIG (including BPL) and above LIG PwDs (which will be paid seats for RO). Payment for the above LIG seats could be received by RO from parents, guardians, family members, RO or any other institute/ individual directly as per mutual agreed terms and conditions between RO and the other party involved (parents, guardians, family members, RO or any other institute/ individual).
The ROs should also get in touch with pediatricians or experts in similar field to seek help ingetting more PwD enrolled in the Disha centre
Vikaas (Day Care) Day care scheme, primarily for enhancing interpersonal and vocational skills. Provision of caregiving support to PwD is in centre. Helps in supporting family members of the PwDs to get some time during the day to fulfil other responsibilities. Day-care facilities to PwDs for at least 6 hours in a day along with age specific activities. RO should maintain a ratio of 1:1 for LIG (including BPL) and above LIG PwDs. Batch size 30 PwDs.
Scheme Description This scheme aims at setting up Vikaas Centres for welfare of PwDs. Registered Organization (RO) should provide at a minimum following facilities in their Vikaas Centre: II. Day Care RO should provide day-care facilities to PwDs for at least 6 hours in a day (between 8 am to 6 pm) along with age specific activities. Day care should be open for at least 21 days in a month. Expected batch size of a Vikaas centre is 30 PwDs. The minimum attendance required for a PwD in the Vikaas centre is 15 days per month for National Trust to fund the PwD. Samarth (Respite Care) Respite home for orphans or abandoned, families in crisis and also for Persons with Disabilities (PwD) from BPL & LIG families including destitute Opportunities for family members to get respite time in order to fulfil other responsibilities. Group home facility for all age groups with adequate and quality care service with acceptable living standards including provision of basic medical care from professional doctors. Batch size 30 PwDs. RO should maintain a ratio of 1:1 for LIG (including BPL) and above LIG PwDs.
Scheme Description This scheme aims at setting up Samarth Centres for providing respite and residential care of the specified categories of Persons with Disability (PwD). Samarth Centre should provide at a minimum following facilities: Group Home RO should provide group home facility for all age groups with adequate and quality care service with acceptable living standards including provision of basic medical care from professional doctors . Capacity of a Samarth Centre is 30 including non LIG and non BPL PwDs.
Batch size of a Samarth centre is 30 PwDs and the maximum number of PwDs allowed is 30% extra of batch size i.e. 39 for Samarth Centres. On reaching the maximum limit of 39 PwDs, Samarth centre shall not allow anymore PwDs to enrol in the centre. ROs are encouraged to apply again if they have sufficient number of PwDs for the new Samarth Centre. RO should maintain a ratio of 1:1 for LIG (including BPL) and above LIG PwDs (which will be paid seats for RO). Payment for the above LIG seats could be received by RO from parents, guardians, family members, RO or any other institute/ individual directly as per mutually agreed terms and conditions between RO and the other party involved (parents, guardians, family members, RO or any other institute/ individual)
As stated earlier in the document, it is to be noted that RO should bring in more PwDs to the Samarth centre who are either Non-LIGs or who are not covered in the above mentioned category, to ensure sustainability.
GHARAUNDA (Group Home for Adults) An assured home and minimum quality of care services throughout the life of the PwD. Adequate and quality care service with acceptable living standards including provision of basic medical care from professional doctors. Vocational activities, pre-vocational activities and assistance for further training. Batch size 20 PwDs. RO should maintain a ratio of 1:1 for LIG (including BPL) and above LIG PwDs.
Scheme Description This scheme aims at setting up Gharaunda Centres for life long shelter and care of Persons with Disability (PwD) covered under the National Trust Act. Gharaunda Centre should provide at a minimum following facilities: Group Home RO should provide lifelong group home facility for all Adult PwDs covered under the National Trust Act with adequate and quality care service with acceptable living standards including provision of basic medical care from professional doctors .
Batch size of a Gharaunda centre is 20 PwDs with a maximum number of PwDs allowed is 30% extra of batch size i.e. 26 for Gharaunda Centres. On reaching the maximum limit of 26 PwDs, Gharaunda centre shall not allow anymore PwDs to enrol in the centre. ROs are encouraged to apply again if they have sufficient number of PwDs for the new Gharaunda Centre. RO should maintain a ratio of 1:1 for LIG (including BPL) and above LIG PwDs (which will be paid seats for RO). Payment for the above LIG seats could be received by RO from parents, guardians, family members, RO or any other institute/ individual directly as per mutual agreed terms and conditions
between RO and the other party involved (parents, guardians, family members, RO or any other institute/ individual)
SAHYOGI (Care Associate Training Scheme) Setting up Care Associate Cells (CACs). Provide training and create a skilled workforce of care associates to provide adequate and nurturing care for Person with Disabilities (PwDs) and their families who require it. It also seeks to provide parents an opportunity to get trained in caregiving if they so desire. Provide a choice of training through two levels of courses primary and advanced.
Scheme Description This scheme aims at setting up Care Associate Cells (CACs) to provide training and create a skilled workforce of care associates to provide adequate and nurturing care for Person with Disabilities (PwD) and their families who require it. It also seeks to provide parents an opportunity to get trained in caregiving if they so desire. This scheme will provide a choice of training through two levels of courses to allow it to create care associates suited to work both with families of persons with Disabilities (PwDs) and other institutions catering to the needs of the PwDs (NGOs, work centres etc.). The details of the schemes are as follows:
Primary Training Description The primary training is a three month course expected to train candidates in basic care associate skills. Primary compulsory modules need to cover orientation to areas such as autism, cerebral palsy, mental retardation, multiple disabilities, family needs, health, nutrition, basic management in activities of daily living, assistive devices and barrier free environment, orientation and mobility sensory motor stimulation. It will also include training in administering first aid care. Duration The course module has been designed by the Rehabililation Council Of India (RCI) and is available in the website of the National Trust along with Sahyogi Scheme. Money received during internship by the concerned care associate intern shall belong to that care associate intern only.
Candidate details Candidates who are at least 8th class pass or equivalent are eligible to apply to this course. Parents or guardians may also apply for this course but their course will be deemed as complete after the end of the theory period. Internship is optional for Parents or guardians who complete the theory period. Advanced Training Description This is a six month course expected to train candidates in advanced care associate skills. Advanced caregiving course will cover modules such as language and communication (including sign language), social interactions, socio-emotional management, learning and
understanding, behavior management, managing sexuality, working with adults and administering advanced medical care including regular theoretical inputs. Duration The course module has been designed by the Rehabililation Council Of India (RCI) and is available in the website of the National Trust along with Sahyogi Scheme. Money received during internship by the concerned care associate intern shall belong to that care associate intern only. Candidate details Candidates who are at least class 10 pass or are class 8 pass (with primary
care associate training completed successfully) are eligible for this course. The care associates who have successfully completed the training under the previous Sahyogi scheme and/or basic RCI trainings will also be eligible to apply for the advanced course. Parents or guardians of persons with disabilities may also apply for this course but their course will be deemed as completed after the end of the theory period and it will not be mandatory to do the internship.
PRERNA (Marketing Assistance) Prerna is the marketing assistance scheme with an objective to create viable and widespread channels for sale of products and services produced by PwDs. This scheme aims at providing funds to participate in events such as exhibitions, melas, fairs, etc. to sell the products made by PwDs. The scheme also provides an incentive to the RO based on the sales turnover of the products. The National Trust shall fund RO participation in national, regional, state and district level events such as fairs, exhibitions, melas etc. for marketing and selling products and services prepared by PwDs. At least 51% of employees of these work centres should be PwDs covered under National Trust Act.
Scheme Description This scheme aims at providing funds to participate in events such as exhibitions, melas, fairs, etc. to sell the products made by PwDs. The scheme also provides an incentive to the Registered Organisation (RO) based on the sales turnover of the products made by PwDs. Support for participation in events The National Trust shall fund RO participation in national, regional, state and district level events such as fairs, exhibitions, melas etc. for marketing and selling products prepared and services rendered by PwDs.
However, at least 51% of employees of these work centres should be PwDs with disabilities covered under National Trust Act. National Trust shall also fund (up to INR 10,000 in a year) RO if they have prepared and distributed brochures in any event. II. Incentive on Sales turnover The National Trust shall also provide an incentive to RO against the sale of products and services prepared by PwDs on an annual basis after
verification by any one of the following namely District Collector (DC) or District Magistrate (DM) or Local Level Committee (LLC) or Social Welfare Officer. RO have to ensure that major part of the incentive should be distributed to PwDs or used for the betterment of PwDs like improving their skills and taking measures to improve their productivity etc.. Please note that the National Trust will not ask for the details or proof of utilization of the incentive. III. Validity of Scheme Enrolment Scheme enrolment shall be valid only for the
concerned Financial Year. Once, current financial year is over, RO should enrol again in Prerna scheme to avail benefits of the scheme. For example, if the RO registers for Prerna in September 2016, the enrolment will be valid till 31st March 2017 and if it registers for Prerna in April 2016, the enrolment will be valid till 31 st March 2017.
SAMBHAV (Aids and Assistive Devices) Setup an additional resource centre, in each city of the country. Collate and collect the Aids, software and other form of assistive devices developed with a provision of display and demonstration of the devices. Maintaining information, pertaining to aids and assistive devices present at Sambhav centre, on the National Trust website. Provide information and easy access to devices, appliances, aids, software etc. Display and demonstration of the devices to the concerned stakeholders.
Scheme Description This scheme aims at setting up of one Sambhav Centre in each city of India with population greater than 5 million (As per 2011 census). The Registered Organization (RO) should provide the minimum facilities in each Sambhav Centre as mentioned below: Sambhav Resource Centre These centres aim to provide information and easy access to devices, appliances, aids, software etc. for betterment and empowerment of PwDs of the National Trust disabilities.
There shall also be provision of display and demonstration of the devices to the concerned stakeholders. The centre should construct a bedroom, kitchen, bathroom set up which is disabled friendly and uses the assistive devices which are useful and improve the quality of life of the people. A page on the National Trust website for Sambhav will also be developed which will showcase and provide information about the aids and assistive devices. Research shall be encouraged at these centres. For example, research related to use and utilities of the assistive devices for Persons with Disabilities, research related to development of new assistive devices etc.
II. Aids and assistive devices Each of the Sambhav centres will showcase aids and assistive devices for the PwDs (Persons with Disabilities) under the National Trust Act. A reference list of aids and assistive devices, including the cost shall be displayed in the centre. The list of assistive devices should also include learning kits, aids related to mobility and communication etc.. The cost of any new aids or assistive devices added to the centre (even if it has been imported) will be reimbursed to the centre as per the financial limit determined by the National Trust.
ADIP Scheme(SCHEME OF ASSISTANCE TO DISABLED PERSONS FOR PURCHASE/FITTING OF AIDS/APPLIANCES) ADIP Scheme is one of the major initiative of the Ministry of Social Justice & Empowerment, Govt. of India. This scheme is implemented to assist the needy disabled person in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances to promote physical, social, psychological rehabilitation of Persons with Disabilities by reducing the effects of disabilities and at the same time enhance their economic potential. Assistive devices are given to PwDs with an aim to improve their independent functioning, and to arrest the extent of disability and occurrence of secondary disability. The aids and appliances supplied under the Scheme must have due certification.
ELIGIBILITY OF THE BENEFICIARIES An Indian citizen of any age Holds a 40% Disability Certificate. Has monthly income from all sources not exceeding Rs. 20,000/- per month. . In case of dependents, the income of parents/guardians should not exceed Rs. 20,000/- per month. Who have not received assistance during the last 3 years for the same purpose from any source. However, for children below 12years of age, this limit would be one year.
The National Handicapped Finance and Development Corporation NHFDC has been set up by the Ministry of Social Justice & Empowerment, Government of India on 24th January 1997. The company is registered under Section 25 of the Companies Act, 1956 as a Company not for profit. It is wholly owned by Government of India and has an authorized share capital of Rs. 400 cores (Rupees Four Hundred Core only). The company is managed by Board of Directors nominated by Government of India. NHFDC functions as an Apex institution for channelizing the funds to persons with disabilities through the State Channelizing Agencies (SCAs) nominated by the State Government(s).
