Atechnicaldefinitionoftheterm"demented"asreferringtoa
personwhohasdementia,whichisaconditionofdeteriorated
mentality,characterizedbymarkeddeclinefromtheindividual's
formerintellectuallevelandoftenbyemotionalapathy,madness,
orinsanity.
Ontheotherhand,thephrasedeprivedofreasonunder
paragraph1(b)hasbeeninterpretedtoincludethosesuffering
frommentalabnormality,deficiency,orretardation.
Thus,aperson,whowasclinicallydiagnosedtobeamental
retardate,canbeproperlyclassifiedasapersonwhois
"deprivedofreason,"notonewhois"demented."
