R & P REGULATIONS
The KEB R & P / Seniority was framed to
regulate the filling up of various posts by
recruitment / Promotion in the year 1969.
The Regulations may be called “Karnataka
Electricity Board Recruitment and
Promotion Regulations”
These Regulations shall apply to:
All employees who are in service and
paid on monthly basis.
All employees of the Board deputed to
Government and other organizations.
KEB R & P REGULATIONS
This is not applicable to those who are on
deputation in the Corporation from Government /
other Organizations & those who working on
Contract basis.
They various posts are filled up either by
i. Direct recruitment.
ii. By Promotion.
iii. By direct from among in service employees
under 10% quota.
iv. By Compassionate ground appointment.
Some of the posts are filled up by deputation by

DEFINITIONS
EX-SERVICEMAN :
means a person who has served in the
Armed Forces for a continuous period of not
less than six months.
ELIGIBILITY LIST :
means a list of persons in a particular
cadre finalized and maintained for purpose of
promotion to the next higher cadre.
DEFINITIONS
RURAL CANDIDATE
means a person who has studied from first
standard to tenth standard in a school situated in a
rural area/ towns specified by the Government from
time to time and to the posts where the Qualifying
examination prescribed for a post is SSLC or
higher and from first standard to the qualifying
examination prescribed for a post which is lower
the SSLC.
Kannada Medium Candidate
Should have studied in Kannada Medium from first
Standard to Tenth certificate
.
•Backward Castes, Backward Communities
and Backward Tribes means the castes
communities and tribes as notified by the
state government and adopted by the Board
from time to time.
•Diploma or Certificate means a certificate or
Diploma granted by the Board of Technical
Examinations,Department of Technical
Education,Government of Karnataka.
•Direct recruitment in relation to any service or
post means appointment otherwise than by
promotion, absorption or transfer from
Government Service
•Equivalent Qualification means a qualification
notified by the Government or the Corporation
to be equivalent to a qualification prescribed in
respect of any post in the Regulations

Corporation.
•Physically handicapped or Physically
challenged or Differently abled candidate
means total absence of sight, low vision,
hearing handicapped, Physical deformity which
causes interference with the normal functioning
of bones, muscles and joints, Leprosy cured
cerebral palsy, mental retardation, mental
illness

•Members of the Family-his or her spouse,
sons, unmarried daughters, brothers and
sisters residing with him and dependent on
him for their livelihood.
•GOK in in Notification dated
30.03.2010 has amended the KCSR
where in grandson, unmarried grand
daughter daughter- in- law, widowed
daughter and widowed grand daughter
are eligible for selection under PDP
Quota. As such PDP certificate
submitted in the name of Grand Father
are considered

Group-A : Appointment to posts the Minimum time
scale pay Rs.46080/- and above in the
time scale.
Group-B : Appointment to posts the Minimum time
scale of pay Rs.41130/- and above but
below Rs.46080/- in the time scale.
Group-C : Appointment to posts the Minimum time
scale of pay Rs.20220/- and above but
below Rs.41130/- in the time scale.

Every person for appointment by direct
recruitment must have attained the age of
eighteen years and not attained the age of;
40 years in the case of a person belonging to any
of the SC or ST or CAT – I of Other Backward
Classes(Previously 38)
38 years in the case of a person belonging to
CAT II(a) or II(b) or III(a) or III(b).

•When recruitment is to be made against
direct recruitment vacancy and if one post

1)EX-SERVICEMAN : Total number of service plus 3 years
not exceeding 45 years of age as on last date prescribed for
receiving the applications.
2) IN– SERVICE EMPLOYEES: 7 years or the number years
of service rendered which ever is less over the age limits.
3)CONTRACT EMPLOYEES: Appointed directly by KPTCL/
ESCOM’s & other public sector electricity utilities in the
areas of transmission and distribution & with work
experience of five years and above – Relaxation by five
years over the age limits (Only for the posts of the AE (Elec
/ Civil) and JE (Elec / Civil).
4)Physically challenged Candidates: By 10 years over the
age limits prescribed for different categories.

CASTE /CATEGORY CERTIFICATES
•Candidates claiming reservation under
Other Backward Classes i.e. II A ,II B ,IIIA &
IIIB should have a valid Caste/Category and
income certificate issued from office of the
Tahsildhar.
•The caste certificate is valid for five years
from the date of issue.
•Caste/Category certificates obtained for the
purpose of education is not considered for
reservation in recruitment
•However Caste certificates of SC/ST/CAT- I
are valid for lifetime.
•Candidates claiming reservation under GM
Rural Quota should produce the income
Certificate and their family Gross Annual
income should not exceed the creamy layer
limit fixed by the Government.
•As per Government Employment notifications
from KPSC the Caste/Quota certificate
should have been obtained and valid within
the last date fixed for submission of the
application.
•The gross annual income of the family of the
candidates claiming reservation under the
Other Backward Classes II A, II B ,III A& IIIB
should be within the Non-creamy layer limit
fixed by GoK from time to time.

PROCEDURE OF RECRUITMENT:
Recruitment to the post shall
be made by written or oral
test/by interview/ endurance
test/Aptitude test in the order of
merit from the list of candidates
prepared by recruitment
committee or other such
authority.
•The recruitment/selection/screening
committee at the state level(For Group
A&B posts) shall be the Committee
constituted by the Corporation from
time to time).
•The recruitment / selection/screening
committee in respect of all
Circle/Division level cadres i.e., all
Group C & D posts shall be the
recruitment committee consisting of
the following members
•Superintending Engineer(El) of the concerned
O & M Circle—Chairman
•Deputy Controller of Accounts of the concerned
O & M Circle-Member
•Senior most Executive Engineer(El) of any O & M
Division in the concerned Circle-Member .
•Out of the above three members one Member shall
belong to SC/ST community and other member
shall belong to Backward Classes .
•One representative from the Directorate of Social
Welfare Department not below the rank of Deputy
Director-Member
•One representative from the Directorate of
Backward Classes and Minorities not below the
rank of deputy Director-Member
Minimum Eligibility Criteria
Cut off marks for the candidates seeking appointment is
prescribed as follows:
For candidates belonging to SC/ST Category Pass

Candidates selected for the posts borne on Regular
Establishment against Direct Recruitment quota
should have knowledge of minimum two computer
software packages which are in usage in KPTCL or
they should learn these packages at their own cost
within a period of three months from the date of offer
of appointment

Eligibility Criteria For Junior Lineman &
Junior Station Attendant
The Cut off marks for all category of
candidates seeking appointment to
the post of JLM/JSA is prescribed
as ‘PASS MARKS’ in SSLC
The candidates for the post of JSA/JLM will be
called for the endurance test in the ratio of 1:5.
The selection of candidates for the post of
JSA /JLM will be made purely on merit on the basis
of marks secured in the academic qualification and
qualifying in the endurance test consisting of the
following events

•The candidates offered appointment to the
post of JSA/JLM is liable to be called upon to
undergo training for a period of 3 years on
such terms and conditions as may be
prescribed by the Corporation before his/her
appointment on probation
•Candidates selected for undergoing training
in the maintenance cadre post of JSA/JLM
will be paid consolidated remuneration as
prescribed by the Corporation.
•First year Rs.10000/-
•Second Year Rs.11000/-
•Third year Rs.12000/-
•The Corporation reserves the right to
recruit the eligible candidates either only on
merit, based on the marks obtained in the
prescribed academic qualification without
calling for interviews subject to production
of physical fitness certificate issued by the
Government Medical officer before joining
services of the Corporation.
Free Supply Of Electricity
•Candidates appointed for any post against
direct recruitment quota are not entitled to
FREE SUPPLY OF ELECTRICITY under
any circumstances w.e.f.08.05.1997.
•However In-service employees
working prior to the above date and
appointed against posts under direct
recruitment quota later are eligible
Free lighting Tariff
•Normal tariff should be applied for
all the units consumed and 9%
electricity tax to be imposed.
•First 200 units FREE
•201-280 units 10 paisa
•281-400 units Re 1.82
•Above 400 units Rs.7.65
Carry forward of unfilled posts
•The roster points will have to be
carried forward and continued to
the next recruitment from where it
had stopped in the previous
recruitment.
•If no recruitment is undertaken in
the preceding three years, then the
roster point will begin afresh.
•Due to non-availability of eligible candidates in
the respective quotas
(exserviceman,PDP,KMC Rural etc )under each
category , the same will be passed on and filled
up from the eligible candidates under GM in the
respective category only.
•The unfilled posts under PH quota cannot be
passed on and to be kept as Backlog.
•However GoK in order dated 22.11.2016, it is
stated that the backlog PH post identified for the
particular nature of disability is unfilled, then the
same can be filled by eligible candidate with the
other notified disability.
•In the event of non availability of any
candidates with notified disabilities under
backlog PH posts, the same can be filled
up by other candidates in that respective
category only
PROCEDURE OF RECRUITMENT:
If two or more candidates have equal
percentage / equal marks in the aptitude test,. the
order of merit shall be based on their age and
person/person older in age shall be placed higher.
If the marks are equal and even if the date of
birth is the same then the candidate will be
selected in the alphabetical order.
The recruiting Authority shall also prepare a
reserve list of names of candidates i.e 50 % of the
number of vacancies notified and may be operated
within a period of one year* from the date of
approval of the main list or till the next recruitment
whichever is earlier.(*In GoK it is six months)
DISQUALIFICATION FOR APPOINTMENT:
A person who is not a citizen of India.
A person who has more than one wife
living.
woman who has married a person
already having another wife.
A person who is in permanent or
temporary employment in State
Government or Central Government and
has made the application without the
consent(NOC) concerned authority.
•An employee who is desirous of
applying for an appointment to
any post in Corporation service
shall submit the application
through proper channel subject to
fulfilling conditions laid down
under these regulations
Physical Fitness
•No candidate selected for appointment to
any post unless he/she is physically fit to
perform the duties that he/she may be
entrusted/assigned to the satisfaction of
the appointing authority. He/she may also
be required to appear for the said
purpose before such medical Authority as
the appointing authority may direct and
the opinion of the Medical authority
regarding the fitness of the candidate
shall be binding on the candidate
Fees
•Every Candidate for recruitment to any
service in the Corporation by tests/ merit
/interviews, selection or screening may be
required to pay such fees,if any, as may
be prescribed by the Corporation from
time to time.
Knowledge of Kannada
•No candidate shall be eligible for selection
in respect of Group A & B posts unless
he /she qualifies in a test in Kannada
language
•The test shall comprise of one paper
carrying maximum of 150 marks
•Minimum passing marks is 50
•The standard of this paper shall be that of
first language Kannada at SSLC level

Exemption from passing Kannada
Language test(KLT)
•The candidate who has passed the SSLC
examination or any examination declared
as equivalent to by the State Government
or any examination higher than SSLC
examination in which kannada is the main
language or second language or an
optional subject(but not one of the subjects
in a composite paper) or if they have
studied and passed in Kannada Medium
are exempted from passing the KLT

•The Karnataka Public Employment

•Local area means in relation to any local
cadre means the area of the Hyderabad-

ELIGIBILITY
•Born in any of the six districts.
•Either of the parents born in the six
districts.
•Residing in any of the six districts.
•Studied in any of the six districts for
a period of 10 academic years.
•Married to a local person.
Probation & Appointment by Promotion
•All appointments by direct recruitment shall
be on probation for one year or for such
period as may be provided in the
regulations specially made for the purpose
•During the probationary period no employee
shall be eligible for confirmation or to
increments
•The employee shall be entitled to the
minimum pay of the time scale of the post
to which he is appointed.
Board Order No B/16/B5/1219/76-77
dated 17.04.1993 regarding Notional
Fixation
•The Board had accorded approval to
extend the benefit of notional fixation to
such of the employees who have
completed/complete the period of
probation successfully during the extended
periods of probation i.e on or after
01.04.1985.
•However the monetary benefit consequent
to extension of such notional fixation shall
be allowed;-
Notional Fixation
•With effect from 01.04.1992 in respect
of those employees who have
completed their probationary periods
satisfactorily prior to 01.04.1992.
•With effect from the date of
declaration of their probationary
periods in respect of those employees
who complete the periods of probation
satisfactorily on or after 01.04.1992
Relaxation of Regulations
•Appoint in the service of the Board, the
Wife/Husband or children of the employee
of the Board who dies in harness
rendering the entire family destitute and
without a wage earner, in relaxation of the
normal procedure of recruitment
Appointments by direct recruitment or by
promotion in certain cases Reg. 18
•Notwithstanding anything contained in these
regulations or in the regulations of recruitment and
promotions made in respect of any service made in
respect of any service or post, the appointing authority
may
•Fill by direct recruitment to a post reserved to be
filled by promotion
or
Fill by promotion any vacancy relating to a post
which is required to be filled by direct recruitment
in the exigencies of the Board service .
•After declaration of satisfactory completion of
probation by the competent authority, the
employee will be entitled to earn normal in the
time scale of the post from the date of such
satisfactory completion of the probation
•All appointments by promotion shall be on
officiating basis.
•Employees on promotion in general shall not be
placed under probation .If necessary the
competent authority ordering the promotion may
place an employee on probation in the promoted
post for a period not exceeding one year to
assess suitability or otherwise to continue
in the higher post if found suitable
Agreement
•An agreement binding the probationer to
remain in continuous employment of the
Board for a minimum period of five years
subject to fulfillment of all other conditions
shall be got executed at the time of
appointment in the form prescribed by the
Board from time to time.
•After selection, the appointing authorities
should also verify the original certificates
and documents before appointing the
candidates.

KEB Employees’(Probation Regulations) Chapter-III
•Appointed on Probation’ means
appointed on trial.
‘Probationer’ means a person /
Corporation employee appointed
on probation. (An employee so
appointed and continuing in
service remains probationers until
he is confirmed.
PERIOD OF PROBATION Reg 3
•Where it is intended that the first
appointment to a service or post shall
normally be on probation, the period of
probation shall be one year.
Note:
Notwithstanding the above, the period of Probation for
the post of Junior Station Attendant and Junior
Lineman shall be Two Years.

EXTENSION OF PERIOD OF PROBATION Reg 4
(i) Where the appointing authority is the
Corporation, the period of probation may be
extended by such period as it deems fit; for
reasons to be recorded in the order directing
such extension.
(ii)Where the appointing authority is any authority
other than the Corporation the appointing
authority may extend the period of probation by
a further equal period. The maximum including
the extended period shall not exceed two years
where the prescribed period of probation is one
year.
DECLARATION OF SATISFACTORY COMPLETION
OF PROBATION Reg 5
When a probationer is about to complete the period
of probation referred to in Regulation 3, the
appointing authority shall record an order either
confirming him / her with effect from the date of
completion of the prescribed period of probation or
extending the period of probation or discharging him
/ her. Before the completion of an extended period
of probation, the appointing authority shall record an
order either confirming the probationer from such
date as the authority may deem fit subject to the
restrictions prescribed in Regulation 9 of Chapter - I
of Recruitment and Promotion Regulations.
DISCHARGE OF A PROBATIONER DURING
THE PERIOD OF PROBATION. Reg 6
•The Appointing Authority shall discharge
from service a probationer on the grounds
arising out of specific condition laid down by
the Regulation or in the order of
appointment such as failure to acquire
prescribed special qualifications, or the
prescribed examinations/test or abolition of
a post or on account of unsuitability for the
service.

•No order discharging a probationer, whether
during or at the end of the period of
Probation for any misconduct / lapse shall be
passed without observing formal procedures
prescribed under KEB Employees’
(Classification, Disciplinary, Control and
Appeal Regulations), 1987’.
APPEAL
.Reg 8
•No appeal shall lie against an order
discharging a probationer except against
an order of discharge passed under
Regulation - 7.
Confirmation and Increments Reg 9
•A probationer shall not be confirmed until he has
served on probation for the period prescribed in the
regulation referred to in Regulation 3, passed any
test or examination, the passing of which may by
Regulation or order be prescribed as a condition of
confirmation in the service or post in which it is
proposed to confirm him / her and been declared
by the appointing authority to be fit for confirmation.
•No Increments can be sanctioned during the period
of probation
•Seniority’ means the relative place of an employee in
the order of ranking in a particular cadre
•In the case of employees qualified for promotion to the
cadre of Assistant Accounts Officer, after passing the
S.A.S. Examination, their seniority shall be determined
on “Batch Seniority” basis with effect from: 12.07.1994.
•Where employees are recruited to any service by
promotion and by direct recruitment, the employees
directly recruited will take precedence over the
promoted employees in cases where the date of
appointment is the same.
Seniority Regulations
•The Seniority in the case of employees
reporting on different dates shall be
determined on the basis of relative
ranking in the lower post immediately
before promotion and not on the basis
of date of report in the promoted post;
•When the recruitment is made on the
result of a competitive examination or
tests the order of seniority will be in
order of merit
•The transfer of a person in Corporation’s
interest from one group or grade of a
service to another group or grade carrying
the same pay or scale of pay shall not be
treated as first appointment to the latter for
purpose of seniority; and the seniority of a
person so transferred shall be determined
with reference to the first appointment to
the group or grade from which he / she
was transferred.
•Provided that, where the transfer is made
at the request of the employee, he / she
shall be placed in the seniority list of group
or grade of service to which he / she is
transferred below all the employees borne
on that group or grade of service on or
before the date of the transfer.
•Provided further, that the seniority of a
person transferred in Corporation’s interest
vis-à-vis the person actually holding the post
in the group or grade to which he / she is
transferred shall be determined on the date
of such transfer with reference to his / her
first appointment to the group or grade from
which he was transferred.
•The cases which cannot be determined by any of
the above methods shall be determined in such
manner as may be decided by the Corporation
.
The seniority list consisting of the names of
all employees borne on each cadre shall be
prepared and arranged in the order of
seniority in accordance with the provisions of
these Regulations.
The seniority list under Sub-regulation (i) shall
be prepared by the respective promoting
authority / appointing authority, biannually and
published. It shall also be circulated among
the concerned.
PROCEDURE OF PROMOTION:-
The promotions of eligible employees shall be made on
seniority-cum-merit basis.

•By Selection on the basis of Interview amongst
the In-service Hot Line trained Maintenance
Establishment men working in TLM & O&M by
a Committee constituted by the Corporation
from time to time. Should be within 40 years of
age.
• Should have completed 3 months Hot Line
Training at Central Electricity Authority.
•Should have satisfactory Physical Fitness
and Mental Ability, to be Certified by the
Authorized Corporation Medical Consultant.
These should be assessed and reported by
the Official Superiors through Reports.
• If the performance of an employee is not
Satisfactory in the Hotline work, he is liable
to be reposted to the same Post from which
he was selected.
Adoption of Gok OM with regard to
relaxation of Qualifying service
•GoK had issued an OM during 1982 wherein
relaxation is provided in qualifying service
prescribed for promotion if adequate candidates
with the prescribed qualifying service is not
available for promotion.
•The subject matter was placed in the Board
Meeting held on 21.01.2013 and the Board had
resolved to adopt the same and had accorded
approval to amend the relevant provisions of KEB
R & P regulations accordingly.

•A note was included in the minimum
qualification prescribed for promotion against all
cadres where in minimum service for
promotion was prescribed as 5 years and
above as follows and effective from 21.01.2013
“ who have put in a service of not less than 5 years
are not available , an officer who has put in 3 years
of service may be considered for promotion”
Procedure for promotion
•If the existing State Level Cadre DPC Committee
does not have any Member belonging to SC/ST, the
Chairman of the Committee shall induct one of the
officers of the rank of Chief Engineer Electy OR
equivalent available in the Head Quarters as an
additional Member of the Committee.
•If the existing Zonal/Circle/Divisional Cadre DPC
Committees does not have any Member belonging to
SC/ST, the Chairman of the Committee shall induct
one of the Senior Officers of the rank of Group ‘A’ of
KPTCL available in the Head Quarters as an
additional Member of the Committee.
The Departmental Promotion Committee should meet as and
when required and consider the Confidential Reports /
Performance Reports of Officials for a period of three years
immediately preceding the date of consideration of his
suitability for promotion. Where a Departmental enquiry or
Court Proceeding is pending the following course of action shall
be taken :
•(a)The Departmental Promotion Committee (DPC) shall
assess the suitability for promotion based on the Annual
Confidential Reports / Performance Reports of the eligible
officer / official. The assessment of the committee in respect of
the officials against whom disciplinary proceedings / court
proceedings are pending shall be recorded in a sealed cover and
it shall be opened and acted upon only on conclusion of the
disciplinary proceedings.
•(d)The sealed cover procedure
contemplated herein above, shall be
adopted only after the date of issuance of
Charge Memo/Charge Sheet, that being
the date from which the disciplinary
proceedings can be taken to have been
initiated.
•(e)The same procedure as detailed
above shall be followed where an
officer/official is placed under suspension.
On his reinstatement in service at any
stage of the enquiry the procedure as
explained above shall be followed
(b) On the conclusion of the disciplinary/court
proceedings and in case the officer / official is
exonerated, the sealed cover or covers may be
opened at the earliest possible date of promotion and
proforma promotion accorded from the date his/her
junior has reported.
(c) If any penalty is imposed on the officer/official as
a result of the disciplinary proceedings or if he is found
guilty in the court proceedings, the findings in the
sealed cover/covers shall not be acted upon. The
officer’s/official’s case for promotion may be
considered in the usual manner by the next DPC
which meets in the normal course after conclusion of
the disciplinary/court proceedings.

•New post of Senior Personal Secretary was
created in order to motivate the existing
Personal Secretaries and to provide one more
promotional opportunity to them as they were
eligible for only two promotions if they were
directly appointed as Junior Personal Assistant.

Junior Personal Assistant
•Circle Wise-SEE of O & M Circle is the Appointing
Authority.
• 50 % of the Posts by Direct Recruitment on the basis
of Interview. Selection being made by a Committee
constituted by the Corporation.
•i)Should have passed SSLC Examination.
•Ii)Should have passed Senior Grade Typewriting and
Senior Grade Shorthand Examinations in Kannada
conducted by the Karnataka Secondary Education
Examination Board;
OR
• is a holder of a Diploma in Secretarial Practice with
Kannada Shorthand and Kannada Typewriting as.
Optional (Elective) subjects granted by the Board of
Technical Education in Karnataka or possess an

iii) Senior Grade Typewriting and Senior Grade
Shorthand in English conducted by the Karnataka
