Previous knowledge Who was Raja Todar Mal?

Who was Raja Todarmal ? Raja Todar Mal was the Finance Minister of the Mughal empire during the reign of Emperor Akbar I.He was one of the premier nobles in the Mughal Empire and was a Mansabdar of 4000. He was one of the Navaratnas in Akbar’s court.

What was todarmal’S revenue system? The system name was Todar Mal Bandobast.Under this system,land was measured and according to the fertility of the land it was categorised as good, average or bad. The revenue was fixed accordingly.

What was used in this system? Todar Mal organised his revenue system in such a way that during every season, surveyors visited the village. These surveyors measured the land. Earlier ropes were used as a tool for measurement. Todar Mal realised that ropes shrank when dry and lengthened when wet. Hence, he introduced the bamboo reed ropes. The reeds were joined together with iron rings. This device brought about accuracy in measurement.

Wonderful to know There were four types of land. Polaj was the fertile land that was always cultivated to yield good quality crops. Paruti was the land that was kept fallow to regain its fertility. Chachar was kept fallow for three to four years to regain fertility and Banjar was the land that couldn't be cultivated because of its poor quality.

Was there any other revenue system made by Todarmal ? Yes There was one more system named dahsala . The dahsala (dah means ten) system was another system of land revenue that was introduced in 1580. According to this system, the peasants were told to pay a tax that was fixed on the basis of the average produce and average price over the last ten years. Normally, one-third of this amount was to be paid to the ruler.At the time of harvest the village headman, known as the Muqaddam , collected the land revenue in cash or in kind and gave them a receipt. After that,he paid the whole amount to the state treasury.

Why was this system needed? To sustain such a large empire, the Mughal Emperors needed financial resources. For this they depended on two revenue sources - land and trade. Most revenue reforms were carried out by Emperor Akbar.
