1. ROAR
ROAR is an alternative-to-incarceration (ATI) program serving youth and young adults aged 16-27. Since
1967, CASES’ programs have worked in New York City courtrooms to divert young people from jail and
prison to our supportive services in the community. ROAR’s ATI model incorporates evidence-based
practices to provide individualized services to young people with a range of needs, challenges, and
goals. ROAR is an enhanced model which replaces CASES’ previous youth ATI, the Court Employment
Project (CEP).
ROAR Details
• Multidisciplinary team approach providing comprehensive support for each young person • Includes a Youth Development Coach, Employment Specialist, Therapist, and Court Advocate
• Guided by individual ROAR Success Plan based on youth and family preference and screening and
assessment results
• Mandate length is determined based on charge type
• At the end of supervision, voluntary post-mandate services can last up to 12-15 months
• In-person services off ered in the Bronx, Brooklyn, and Manhattan
• Individual Program Success Plan guided by comprehensive clinical assessment process
• Employment services using nationally-recognized and evidence-informed models, including paid
internships and job placement/retention

Who’s eligible for ROAR?
Youth and young adults aged 16-27 who are jail- or prison-bound, including those involved in: • Criminal Court: pre-plea, at-plea, or non-plea disposition and post-plea misdemeanors • Supreme Court: pre-plea, at-plea, and post-plea felonies, including non-violent and violent felony

& wellness, healthy relationships, parenting, and

2. Family
Education
Health
ROAR participants have access to
in-home family therapy through
Adolescent Portable Therapy
(APT). APT is a 4-month family
In addition to the opportunity to prepare
for the high school equivalency (HSE)
exam, ROAR participants also have
access to high school/postsecondary
support, including tutoring and education
counseling.
ROAR participants complete
screening for emotional wellness
and physical health needs and are connected to
resources like the Institute for Family Health (co-
located with CASES in Central Harlem), Mount Sinai,
Housing Works, and borough-based primary care
providers. ROAR participants will also have access to
services at the Nathaniel Clinic, CASES’ counseling
and wellness center, as well as wellness groups off ered
at every ROAR location to support healthy relationships,
good decision making, and recovery.
Employment
employment specialist. They also have access to career exploration and paid internships and Summer Youth Employment Program. ROAR participants who are 17-24 and out of school can participate in Jobs for America’s Graduates (JAG) programming, an education-to-career pathway service combining employment- readiness coaching with cognitive behavioral interventions while concurrently re-engaging in education. ROAR participants may also obtain career credentials in a pathway of their choosing.

Participants will work with staff to craft a schedule that meets individual needs and mandate
