ROAR
ROAR is an alternative-to-incarceration (ATI) program serving youth and young adults aged 16-27. Since
1967, CASES’ programs have worked in New York City courtrooms to divert young people from jail and
prison to our supportive services in the community. ROAR’s ATI model incorporates evidence-based
practices to provide individualized services to young people with a range of needs, challenges, and
goals. ROAR is an enhanced model which replaces CASES’ previous youth ATI, the Court Employment
Project (CEP).
ROAR Details
• Multidisciplinary team approach providing comprehensive support for each young person • Includes a Youth Development Coach, Employment Specialist, Therapist, and Court Advocate
• Guided by individual ROAR Success Plan based on youth and family preference and screening and
assessment results
• Mandate length is determined based on charge type
• At the end of supervision, voluntary post-mandate services can last up to 12-15 months
• In-person services off ered in the Bronx, Brooklyn, and Manhattan
• Individual Program Success Plan guided by comprehensive clinical assessment process
• Employment services using nationally-recognized and evidence-informed models, including paid
internships and job placement/retention

Youth and young adults aged 16-27 who are jail- or prison-bound, including those involved in: • Criminal Court: pre-plea, at-plea, or non-plea disposition and post-plea misdemeanors • Supreme Court: pre-plea, at-plea, and post-plea felonies, including non-violent and violent felony

• Cognitive behavioral intervention and interactive
journal curriculums
• Support groups, including: substance use, health
& wellness, healthy relationships, parenting, and
fi nancial literacy
• Adolescent Portable Therapy
• Connections to treatment at the Nathaniel Clinic,
CASES’ counseling and wellness center (see reverse
for details)
